Ordinance amending the 2026 Whatcom County Budget, request no. 9, in the amount of $7,941,775
SUMMARY STATEMENT OR LEGAL NOTICE LANGUAGE:
Supplemental 99 requests funding from the General Fund:
1. To appropriate $500,000 in Public Defender to fund outside conflict attorneys and experts.
2. To appropriate $52,598 in County Clerk to fund specialty clerk and position reclass for water
rights adjudication using grant funds.
3. To appropriate $226,478 in Superior Court to fund supplemental staff for water rights
adjudication using grant funds.
From the Conservation Futures Fund:
4. To appropriate $1,300,000 in Planning & Development Services to fund Steensma agriculture
and riparian conservation easement.
From the Community Priorities Fund:
5. To appropriate $115,680 in Health to fund minor remodeling of the East Whatcom Regional
Resource Center kitchen.
From the Jail Fund:
6. To appropriate $12,500 in Jail to fund purchase of a dump trailer for the Whatcom County
Offender Forestry Work Crew using grant funds.
7. To appropriate $12,500 in Jail to fund purchase of atilt trailer for the Whatcom County
Offender Forestry Work Crew using grant funds.

8. To appropriate $38,100 in Jail to fund replacement of a Bobcat track loader for the Whatcotn
County Offender Forestry Work Crew using grant funds.

9. To appropriate $4,522,119 in Health to fund housing services contract extensions using grant
funds.
10. To appropriate $262,300 in Health to fund essential needs contract extensions using grant
funds.

ORDINANCE NO. 2026-034
AMENDMENT NO. 9 OF THE 2026 BUDGET
WHEREAS, the 2025-2026 budget was adopted November 19, 2024; and
WHEREAS, changing circumstances require modifications to the approved 2025-2026 budget; and
WHEREAS, the modifications to the budget have been assembled here for deliberation by the Whatcom County
Council.
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that by the Whatcom County Council that
the 2025-2026 Whatcom County Budget Ordinance #2024-057 is hereby amended by adding the following
additional amounts to the 2026 budget included therein:

BE IT FURTHER ORDAINED THAT the Whatcom County Council that Exhibit B — Capital Appropriations in the
2025-2026 Budget Ordinance should also be amended to provide for the changes outlined in the attached
exhibit A.
BE IT FURTHER ORDAINED by the Whatcom County Council that Exhibit C - Position Control Changes in the
2025-2026 Budget Ordinance should also be amended to provide for the following FTE changes in the Superior
Court and Superior Court Clerk's Offices:
Add one FTE - Superior Court, Court Programs and Technology Coordinator
Add one FTE - Superior Court Clerk, Specialty Court Clerk
