BOARD OF TRUSTEES
RESOLUTION NUMBER: 8/10/93-9
RESOLUTION OF THE BOARD OF TRUSTEES OF THE WHATCOM COUNTY RURAL
LIBRARY DISTRICT REQUESTING AN EXCESS LEVY ELECTION.
The regular meeting of the Board of Trustees of the Whatcom
County Rural Library District was held in Whatcom County,
Washington August 10, 1993, attended by a quorum of the Board
for the conduct of such business; and, after due consideration
and deliberation, the following resolution was duly passed by
all Trustees then attending voting in favor and no one voting
against:
WHEREAS, the Whatcom County Rural Library District was
established in 1944 and is still using ostensibly the same
non -automated circulation system; and
WHEREAS, in the last ten years the service area
population has increased about thirty-three percent (33%); the
population is expected to continue to grow; and circulation has
increased about seventy-five percent (75%); and
WHEREAS, technology exists to automate routine library
functions to help accommodate projected growth; and
WHEREAS, library automation would improve library service
by allowing library patrons to search catalogs by key words,
check out and return books faster, renew books at any outlet,
know where books are located and when they are due back and
reserve materials quickly;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES
OF THE WHATCOM COUNTY RURAL LIBRARY DISTRICT as follows:
Section 1. That it has been determined that since increased
circulation of books and other Library services require library
automation, the Library Board of Trustees finds it necessary to
ask the County Auditor in Whatcom County to place before the
voters in a Special Levy Election in the District on
November 2, 1993, a proposition to levy a general tax upon the
taxable property within the Library District in excess of the
constitutional and statutory limitations for one (1) year in
the sum of Two Hundred Eighty Thousand Dollars ($280,000)
requiring assessment of approximately seven cents ($.07) per
One Thousand Dollars ($1,000) of assessed valuation, based on
100% of true and fair value, such levy to be made in 1993 for
collection in 1994, one year only.

Section 2. That the importance of improving library services as
described in this Resolution should be considered by the
Whatcom County Auditor to constitute the type of emergency that
satisfies Section 29.13.020(2) of the Revised Code of
Washington which allows the Whatcom County Auditor to call a
special election upon presentation of a Resolution at least
forty-five days prior to the proposed election date.
Section 3. That the proposition, including caption thereof,
shall take the following form:
