Dear Ms. Forslof:
We appreciate greatly you and your staff's review of the WTA Annexation Ballot
issue and your identification that the Van Wyck 2 precinct was not included. It
was an oversight on our part, and your department's identification of the
oversight avoided what may have been a very sticky problem.
On January 18, 1995 the WTA Board of Directors passed a resolution correcting
the oversight. An original of the Resolution is enclosed.
We worked closely with your department in development of the resolution and
with Richard Langabeer, WTA legal counsel. In addition, the resolution is
similar to previous annexation resolutions of the WTA. Please review the
document and advise the WTA on how we should proceed and what if any
additional obligations or responsibilities that we may have.
We appreciate the assistance that you and your staff have provided.

Monday, February 27, gives local citizens
their annual opportunity to listen and learn,
ask questions and provide input, and elect
board members to chart a course for the
year. For this is the date the Point Roberts
Registered Voters' Association (PRRVA)
holds its annual meeting, which will take
place this year at the Benson Road fire hall
upstairs meeting room, beginning at 7 p.m.
Doors will open at 6:30 p.m. as a dues -pay-
ing, social prelude to the meeting, where
beverages and desserts are a tradition.
New in 1995 was a January 29 mailing
to all registered voters asking their opin-
ions on a variety of issues - some specific,
some general. Voters have been asked to
return the questionnaires either by mail or
to the annual meeting.

Vote at the Gulf Road fireball
On March 14, local voters will go to the
Polls to determine whether or not the cit-
izens will support a sales and use tax to pro-
vide twice -a -month bus service to elderly
Point Roberts residents and those with dis
abilities.
Polls will be open from 7 a.m. to 8 p.m.
at the old fire hall on Gulf Road. To pass,
the ballot question needs a Yes vote of 50%
plus one vote.
If the measure passes, a sales and use tax
not to exceed three -tenths of one per
cent will be imposed by the Whatcom
Transportation Authority (V1Tl'A) and Point
Roberts will become annexed as part of the
Whatcom Transportation Benefit Area.
If Point Roberts agrees to annexation,
paratransit services would he paid for from
taxes generated.

NOTICE IS HEREBY GIVEN that on Tuesday, March 14, 1995, a special
election will be held in the precincts within the boundaries of the proposed
annexation to the above -named area for the submission to the qualified
electors of said precincts the following propositions:

The registration books in the voting precincts of Eastern
Whatcom County: Acme 1,2; Baker 1,2; Deming 1,2; Everson City;
Lawrence 1,2; Lynden Twp 3; Nooksack City; Nooksack Twp 1,2,3,4,;
Ten Mile 1,4; Van Wyck 2; Maple Falls; Rome, and Sumas City,
Southern Whatcom County: Crescent 1,2; Glenhaven; and Park 1, Point
Roberts and Lummi Island, Washington will be closed to original
registrations and transfers between precincts after Saturday,
February 11, 1995, until after the Special Election held on
Tuesday, March 14,1995.
Voter registration may be applied for by completing the mail -
in voter registration form located at the following:

The late registration procedure begins after the closing of
registration for voting at the polls and ends on the fifteenth day
before a special election.
No person may vote at the special election in a precinct
polling place unless he or she has registered to vote at least
thirty days before that election. If a person, otherwise qualified
to vote in the state, county, and precinct in which he or she
applies for registration, does not register to vote by the closing
date of February 11, 1995, he or she may register to vote in person
in the Whatcom County Auditor's office until 4:30 p.m., February
27, 1995, and apply for an absentee ballot.
Please note the late registration and absentee voting
procedure can be done only at the County Auditor's office, 311
Grand Avenue, Whatcom County Courthouse.

Attached is a list of Election Workers assigned to your poll site. Please contact each worker for verification that they
will be at the poll to work Tuesday, March 14, 1995. If you need an additional poll worker or at the last minute are
short a poll worker, please call and I will assign someone.
Election supplies will be delivered to the poll building, to which you are assigned unless we notify you with different
arrangements. Delivery is scheduled for Thursday, March 9, Friday, March 10 or Monday March 13. Also, please
verify that the poll building will be .open on Election day at 6:15 a.m. and that the Election supplies have been
delivered.
Election Day: The Election department will be staffed from 6:15 a.m. until after the votes are counted. Call 676-6742.
We will accept collect calls from the County. All Election Board members please read the "Election Board Reference
and Help guide" (green cover) which is included with your supplies. Also, any special instructions will be at the front
of the poll book. ALL election board members should check voting supplies for correct materials. Check the
votomatic pages using a demonstration ballot and periodically check the pages for any defacing.
The transfer case that contains the ballots and Election forms specified on page 9 of the "Election Board Reference
and Help guide," along with the poll book, which does not fit in the transfer case, is returned by you and one other poll
worker from the opposite political party to the Auditor's Office Election night. The Auditor's Office is located just
off the Rotunda on the first floor in the Whatcom County Courthouse.

A RESOLUTION CORRECTING RESOLUTION NO 134-94 BY THE WHATCOM
TRANSPORTATION AUTHORITY (WTA) PURSUANT TO RCW 36.57A.140 AND
RCW 82.14.045 WHICH CALLED FOR PROVIDING FOR THE ANNEXATION OF
CERTAIN TERRITORY TO THE WHATCOM TRANSPORTATION BENEFIT AREA,
DESCRIBING THE BOUNDARIES TO BE ANNEXED, AND PROVIDING FOR
SUBMISSION TO THE ELECTORATE OF THE TERRITORY SOUGHT TO BE
ANNEXED A PROPOSITION AUTHORIZING THE INCLUSION WITHIN THE
WHATCOM TRANSPORTATION BENEFIT AREA AND THE IMPOSITION OF A SALES
AND USE TAX AT THE RATE OF THREE TENTHS OF ONE PERCENT (.003) OF THE
SELLING PRICE (IN THE CASE OF A SALES TAX) OR THE VALUE OF THE ARTICLE
USED (IN THE CASE OF A USE TAX) TO BE COLLECTED BY THE WHATCOM
TRANSPORTATION AUTHORITY.
WHEREAS, through omission and oversight the Van Wyck 2 Voter Precinct
was not included in the Resolution 134-94; and
WHEREAS, where as it was the intent of the Board to include the area into
the pending annexation election and as a part of Resolution 134-94 ;
Therefore, be it resolved that Van Wyck 2 be included in Eastern Whatcom
County: Proposition 1.

The Logic and Accuracy Test for the March 14th, Special Election
will be held on Wednesday, March 1, at 9:00 a.m. in the Whatcom
County Auditor's office, 311 Grand Avenue, Bellingham, Washington.
This test will provide an audit of ballot tabulating and precinct
programming for the March 14, 1995, Special Election.
Democrat and Republican Party observers, the media, and other
interested persons are invited to attend and observe.

SUBJECT: Absentee Ballots are Available for the March 14, 1995 Election on the Question of
Annexation into the Whatcom Transportation Benefit Area
"Absentee Ballots are available in the Auditor's Office for registered voters for the Special Election to be held
on Tuesday, March 14, 1995," Auditor Shirley Forslof announced. The last day absentees are available will
be Monday, March 13, 1995 except for registered voters who are unexpectedly hospitalized on Election day.
If this is the situation please call the Election Department for addition information.
The Special Election is to consider annexation of property in the Eastern and Southern parts of Whatcom
County, Point Roberts and Lummi Island into the Whatcom Transportation Benefit Area. Precincts voting
and polling sites are: Acme 1, 2 at Acme Presbyterian Church; Baker 1 at Van Zandt Church of Nazarene;
Baker 2 and Deming 2 at Welcome Fire Hall; Deming 1 at Mt Baker Junior High School; Everson City and
Ten Mile 1 at Everson City Fire Hall; Lawrence 1, Ten Mile 4 and Van Wyck 2 at Harmony Elementary
School; Lawrence 2 at Immanuel Lutheran Church; Lynden Twp 3 and Nooksack Twp 2 at Nooksack Valley
High School; Nooksack City and Nooksack Twp 3 at Nooksack City hall; Nooksack Twp 1 and Nooksack
Twp 4 at Sumas Fire Hall; Maple Falls at Maple Falls Town Hall; Rome at Rome Grange; Sumas City at
Sumas City Hall; Crescent 1 at Lake Samish Fire Hall; Crescent 2 at Chuckanut Fire Hall; Glenhaven and

All registered voters or a relative (who is a registered voter) may phone the Election Department and request
an absentee ballot be mailed to them. The numbers to phone are 676-6742 and 398-1310 and ask for
Elections.
A registered voter may apply for an absentee ballot in person at the Auditor's Office, First floor of the
Courthouse, 311 Grand Avenue, Bellingham. Absentee ballots may be requested by letter. Include your name
and signature, current address and address where you wish to have the ballot mailed.

Thank you for serving as a Registrar of Voters and being a registration site for the citizens of Whatcom County.
Since you were appointed, Washington State and Federal Laws regarding voter registration have changed.
Registrars are no longer required for voter registration and voter registration forms (see attached) no longer
require the signature of the Registration Officer.
Please destroy (recycle) the old forms. At the present time I am not appointing Registration Assistants, (new
term) but if you are working on a political campaign or will be participating in a registration drive, the mail -
in voter registration forms may be picked up at the Election Division of my office in the County Courthouse.
A photocopy of the new mail -in form is attached for your information.
Mail -In Voter Registration Forms are also available at Whatcom County public and private schools, public
libraries, City of Bellingham Fire Halls, City Clerks offices, the State Drivers License office and selected state
offices.
I also wish to thank the participating agencies which have been appointed designated sites for the new voter
registration forms.
Again thank you for serving our community in your capacity as Registrar of Voter. It has been a pleasure
working with you and I hope to see you as you continue your participation and interest in informing citizens of
the registration process.

A RESOLUTION OF THE WHATCOM TRANSPORTATION AUTHORITY PURSUANT
TO RCW 36.57A.140 AND RCW 82.14.045 PROVIDING FOR THE ANNEXATION
OF CERTAIN TERRITORY TO THE WHATCOM TRANSPORT-ATION BENEFIT
AREA, DESCRIBING THE BOUNDARIES TO BE ANNEXED, AND PROVIDING FOR
SUBMISSION TO THE ELECTORATE OF THE TERRITORY SOUGHT TO BE
ANNEXED A PROPOSITION AUTHORIZING THE INCLUSION WITHIN THE
WHATCOM TRANSPORTATION BENEFIT AREA AND THE IMPOSITION OF A
SALES AND USE TAX AT THE RATE OF THREE TENTHS OF ONE PERCENT (.003)
OF THE SELLING PRICE (IN THE CASE OF A SALES TAX) OR THE VALUE OF THE
ARTICLE USED (IN THE CASE OF A USE TAX) TO BE COLLECTED BY THE
WHATCOM TRANSPORTATION AUTHORITY.
WHEREAS, the Whatcom Transportation Authority (WTA) is a public
transportation benefit area (PTBA) created in accordance with the procedures
established by chapter 36.57A RCW; and
WHEREAS, RCW 36.57A.140 provides there shall be submitted to the
electorate of the areas sought to be annexed a proposition authorizing the inclusion of
the area within the PTBA and authorizing the imposition of such taxes authorized by
law; and
WHEREAS, RCW 82.14.045 authorizes a PTBA for the purpose of
providing funds for the operation, maintenance or capital needs of public
transportation systems to fix and impose sales tax provided that no such sales and
use tax shall be imposed without submitting such an authorizing proposition to the
voters and obtaining approval of a majority of persons thereon; and

The Canvassing Board of Whatcom County, pursuant to R.C.W.
29.62.020, will hold public meetings beginning at 8:00 a.m.,
Wednesday, March 1, 1995 and continuing through March 24, 1995 at
the office of Shirley Forslof, County Auditor, Whatcom County
Courthouse, 311 Grand Avenue and at the election warehouse at 3975
Iron Gate Road, Bellingham, Washington. These meetings are to
canvass the absentee votes cast at the Special Election held March
14, 1995.- The official canvass will be held by the Canvassing
Board at 9:30 a.m., Friday, March 24, 1995 in the office -of Shirley
Forslof, Whatcom County Auditor. These meetings will be held to
determine the status of the challenged and questioned ballots and
to certify the results of the Special Election held March 14, 1995.
These meetings of the Canvassing Board are open public meetings
under the applicable provisions of chapter 42.30 R.C.W. and shall
be continued -until the activity for which the meetings are held
have been completed. A record of the proceedings of the County
Canvassing Board shall be made and maintained in the County
Auditor's Office, and shall be made available for public
inspection and copying. The record shall be retained for the same
time period required by law for the retention of absentee ballots.

NOW THEREFORE BE IT RESOLVED, that there shall be submitted on
March 14, 1995, to the electorate of the above described areas to be annexed a
proposition authorizing the inclusion of the above described areas within the
Whatcom Transportation Benefit Area and authorizing the imposition of a sales and
use tax at the rate of three tenths of one percent (.003) of the selling price (in the
case of a sales tax) or the value of the article used (in the case of a use tax).
BE IT FURTHER RESOLVED, that the ballot titles for the respective areas
to be annexed be submitted to the Whatcom County Auditor and read substantially as
follows for four separate election ballots and propositions as contained below.
Proposition 1: Eastern Whatcom County
"Shall the area composed of Acme 1,2; Baker 1,2; Deming 1,2; City of Everson;
Lawrence 1, 2; Lynden 3; City of Nooksack; Nooksack 1,2,3,4; Ten Mile 1, 4; Maple

Shirley Forslof, Whatcom County Auditor, reminds citizens who wish to vote at the polls in the March 14, 1995
Special Election that they must be registered by Saturday, February 11, 1995. Also, if registered voters have
moved they should transfer their voter registration to their new address (this may be accomplished with a phone
call to the Auditor's Office).
The Special Election is to consider annexation of property in the Eastern and Southern parts of Whatcom County,
Point Roberts and Lummi Island into the Whatcom Transportation Benefit Area. Precincts voting and polling
sites are: Acme 1, 2 at Acme Presbyterian Church; Baker 1 at Van Zandt Church; Baker 2 and Deming 2 at
Welcome Fire Hall; Deming 1 at Mt Baker Junior High School; Everson City and Ten Mile 1 at Everson City
Fire Hall; Lawrence 1, Ten Mile 4 and Van Wyck 2 at Harmony Elementary School; Lawrence 2 at Immanuel
Lutheran Church; Lynden Twp 3 and Nooksack Twp 2 at Nooksack High School; Nooksack City and Nooksack

This is a reminder of that the Whatcom County Canvassing Board will
meet at 9:30 AM on Friday, March 24th. This meeting is for the
official canvass of the regular, special, challenged and absentee
ballots from the Special Election which was held on March 14, 1995.
The meeting will be held in the Whatcom County Auditor's office and
will continue until the canvass of ballots is completed.
