WATER DISTRICT NO. 13 )
WHEREAS, the returns of the election for the formation of
a water district in the Peaceful Valley area have been duly canvassed,
and
WHEREAS, of the votes cast on the proposition for the formation
of the water district 3 votes were cast in favor of the organization
of said district and no votes were cast against the same: that of the
votes cast on the proposition authorizing the water district to levy
a general tax of $1.25 per thousand dollars of assessed value for
general preliminary expenses of the district, 3 votes were cast in
favor of the levy and no votes were cast against the levy, said vote
being a majority of three -fifths of the electors thereof voting on
the proposition and being not less than forty percent of the total
number of votes cast in the district at the last preceding general
State election held therein, as provided in R.C.W. 57.04.050.
NOW, THEREFORE, BE IT RESOLVED that Whatcom County Water
District No. 13, is now a duly organized +;'-ter District under the
laws of the State of Washington, with boundaries established and
defined as follows:
Beginning at the South quarter corner of Section 28, Township 40
North, Range 5 East, N.M.; running thence North along the center
section line of said Section 28 to the Northwest corner of the South-
west quarter of the Southeast quarter of said Section 281 thence East
along the -North line of the South half of the Southeast quarter of said
Section 28 to the East line of said Section 281 thence North along the
East line of said Section 28 to the East quarter corner of said Section
281 thence West along the East-West center line'of said Section 28 to

TUESDAY, JULY 23, 1974

Pursuant to a notice given by Wella Hansen, County Auditor of Whatcom
County, Washington, the undersigned,.C. J. Johnson, Chairman of the Board
of County Commissioners of said County, and Jane Mason, Prosecuting Attorney
of said County, now meet with Wella Hansen, County Auditor of said County,
at the seat of said County on the 25th day of July, 1974, for the purpose of
canvassing the votes cast in the Whatcom County Water District No. 13
Formation Election held within the voting precinct comprising said District
in the county of Whatcom, State of Washington, on the 23rd day of July, 1974.

been presented to the Board df
County Commissioners of What-
com County, Washington, peti-
tioning this Board for the for-
mation of a water district at
Peaceful Valley
WHEREAS; the said petition
set forth the object for the crea-
tion of the district, designated
the boundaarie5 thereof, set forth
the fact that the establishment
of said district will be conducive
to the public health. con-
venience and welfare and will
be of benefit to the property in-
cluded therein, and
WHEREAS, in compliance
with RCW _57-04.030, the petition
was duly filed with the What-
com County Auditor who, within
ten days after the filing of said
petition, examined the signa-
tures thereon, found that the pe-
tition was signed by more than
25 per cent of the qualified elec-
tors of said proposed district,
and certified to the sufficiency

Board of County Cost issioners of Whatcom County, Washington, on the
3rd day of June, 1974 at 10:30 a.m., in the office of the Board of
County Commissioners in the Courthouse, Bellingham, Washington,upon
the petition of residents of the Peaceful Valley area for the formation
of a water district, pursuant to due notice of the hearing, and all
persons appearing having been heard and no objections being offered to
the establishment of said district or to the proposed boundary lines
thereof and the matter having been fully and finally heard, the said

petition was duly signed by more than 25% of the qualified electors
residing within the district described therein.
2. That at a regular meeting of this Board held on the 16th day
of May, 1974, the Board by Resolution fixed a time and place for holding
a public hearing on said petition and, pursuant to said Resolution
caused to be published for two successive weeks in the Bellingham Herald
a notice of such hearing.
3. That at the said time and place the petition was duly and
finally heard as set forth in the findings above.
4. That the boundaries of the said proposed water district are
hereby established and defined as follows:

5. That the proposed water district will be conducive to the public
health, welfare and and be of special benefit to all land
included within the foregoing boundaries of the proposed district.
NOW, THEREFORE, BE IT RESOLVED that a special election is hereby
called to be held in the proposed water district, the boundaries of
which are hereinasove described in the foregoing findings, on the

of the County vf� atc.om is hereby requested to give notice of the
election as provided by law by publishing said notice in The Bellingham
Herald for four successive weeks and by posting a like notice in ten
public places in the proposed water district, in which notices the
boundaries of the water district and the object of the election shall
be set forth;
That the name of the proposed water district is hereby fixed as
WHATCOM COUNTY WATER DISTRICT NO. 13.
That a proposition shall be presented to the voters for their
approval or rejection authorizing the water district, after formation,
to levy at their earliest time permitted by law a general tax of
S mills on all property located in the district, for general
preliminary expenses of the district.
