RESOLUTION OF THE COMMISSIONERS OF THE PORT OF BELLINGHAM, WASHINGTON
TO RE-ESTABLISH BOUNDARIES OF COM14ISSIONER DISTRICTS AS REQUIRED BY
THE CHANGE IN THE 40TH AND 42ND STATE LEGISLATIVE BOUNDARIES, AND
REPEALING RESOLUTION NO. 693.
WHEREAS, Commissioner Districts of the Port of Bellingham, as
-presently arranged, violate R.C.W. 53.16..010 in that they split voter
precincts (such violation having occurred by subsequent revisions
of voting precinct boundaries beyond the control of the Bellingham
Port Commission), and
WHEREAS, it is the desire of the Commissioners of the Port
of Bellingham to
- a. correct violation of R.C.W. 53.16.010
NOW, THEREFORE BE IT RESOLVED, that the Commissioners of the
-Port of Bellingham, having called and conducted a Public Hearing
on the subject hereby re-establish the Commissioner Districts as
follows

Beginning at the Southeast tip of Lummi Island, running
thence Northeasterly across Bellingham Bay to the Foot of
"E"'Street in the'City of Bellingham;
Thence Northeasterly on "E" Street to its intersection with
Jenkins Street;
Thence Southeasterly on Jenkins Street.to "B" Street;
Thence Southwesterly on'"B" Street to Irving Street;
Thence Southeasterly on Irving Street to its intersection
with Cornwall Avenue;
Thence South on Cornwall Avenue to the Meander Line of
Whatcom Creek;
Thence Easterly along Whatcom Creek to the intersection line
of the continuance of Birch Street with Whatcom Creek;
Thence Northerly along said line to the intersection of Birch
and Alabama Streets;
Thence Easterly along Alabama Street to the intersection of
Alabama Street and Electric Avenue;
Thence Southeasterly across Lake Whatcom to the Northeasterly
shoreline of Lake Whatcom;

DISTRICT NO. 2 is comprised of all property in Whatcom County lying
Northerly of the property line described as follows:
Beginning at the intersection of the Westerly line of Section
20, Township 39 North, Range 1 East, W.IK., and the shoreline
of the Straight of Georgia;
Running thence North along the Westerly line of said Section
20 to -:its intersection with the Henry and Thornton Roads;
Thence Easterly along the Henry and Thornton Roads to the
Westerly boundary of the City Limits of Ferndale;
- Thence Southeasterly along said City Limits of Ferndale to
the South Section Line of Section 33, Township 39 North, Range
2 East W.M;
Thence East along said Section Line through Sections 33, 34,
35, 36, Range 2 East; Sections 31,32,33,34,35,36, Range
3 East; Sections 31,32, Range 4 East, all in Township 39 North,
to the centerline of the Mt. Baker Highway ('State Highway 542);
Thence Northeasterly along the Mt. Baker Highway to the South
Meander Line of the Nooksack River;
Thence Southeasterly (upstream) along the South Meander Line
of the Nooksack River to its intersection with the Westerly
Line of Section 6, Township 38 North, Range 5 East W. M.;

DISTRICT NO. 3 is comprised of all property in Whatcom County not

and direct the Election Officer in the Office of the Whatcom County
Auditor to take all necessary steps.to formalize and implement
this action forthwith.

Dear Mr. Glenn:
Due to the legislative district boundary changes passed in
Olympia and finalized in May, we have altered the Port Commissioner
Districts --to conform to R.C.W. 53.16.010.
This, as you know, states that no voting precinct be divided
by a commissioner district. This is not the only alternate plan,
but we think the best for all concerned because it involves the
minimum number of changes.
For these reasons we recommend that the Board of Commissioners
adapt this, plan as. soon as possible.
Enclosed are two -maps and a list of the precincts in each district.
These i nclude'the nevi -precincts created by the Legislative Boundary
alterations, -

In reference to our conversation on the loth of April,
a Port Commissioner District Boundary Line should not divide
or alter a voting precinct. This is set out in R.C.W. 53.16.010.
My suggestions would be to alter Your boundary line dividing
District 2 and District 3, in three areas and the line between
District 1 and District 3 in three areas.
Prior to our conversation, I had not notated the precincts
which were divided slightly and so did not take them into account
on the registered population totals we sent you earlier.
The following; suggested chances are not necessarily the
easiest alternative but will give you complete compliance and
adjust the total population in a favorable manner. The voting
precincts 23, Rome, Park 2, Ferndale Twp. 3 and Mt. View 3 are
now adjusted to give you the best population split possible.
DISTRICT 2 and DISTRICT 3 CHANGES
Starting at the NW cor. of S. 6 T. 38 N R. 5E, the boundary
line should follow the Nooksack River northerly and westerly to
the Mt. Balzer Hiqhway. Then Southerly and Westerly along said
Hiway to the Kelly Rd. Then continue Westerly on Kelly Rd. to the
SW corner of S. 33, T. 39N, R.2E. Then Northerly on S. line to the
City Limits of. Ferndale. Then Northerly and Westerly on City Limit
Line to the Section Line between S. 9, T 39N R 2E and S.24 T39N R1E.
Then Northerly along said Section Line to the Thornton Rd. Then
Westerly continuously to the NW Corner of S.20 T39N, R1E. Then
Southerly to the Shoreline fronting Georgia Straight.

DISTRICT 1 and DISTRICT 3 CHANGES
Startina at the North Pt. of the North South Center Line
of S.3 T.37N, R4E, turn South alonq said center line to the
South Pt. of S.15 37N 4E, then West to the shoreline of Lake
Whatcom. Then follow shoreline to your original boundary.
Following said boundary to the intersection pt. of Alabama
and Electric -!Ave. in the City of Bellingham. Then follow
Alabama directly West to Birch St., then directly South on line
to Whatcom Creek. Now back on your original boundary line, to
the intersection of Cornwall Ave. and Irving St.. This being
1 and 1/2 blocks South'of your present intersection. Then North-
west on Irving to "B" St., then Northeast on "B" St. to Jenkins,
then NW on Jenkins to "E" St., then follow your original boundary
line to Bellingham Bay.
With these changes, the revised registered population will
be District 1 - 15,809
District 2 - 171355
District 3 15,202
Because of the area around Ferndale City, this should affect
your figures on total population even more drastically.

RESOLUTION OF THE COMMISSIONERS OF THE PORT OF BELLINGHAM
BELLINGHAM, WASHINGTON, TO RE-ESTABLISH BOUNDARIES OF COM-
MISSIONER DISTRICTS
WHEREAS, Commissioner Districts of the Port of Bellingham, as
presently arranged, violate R.C.W. 53.16.010 in that they split voter

of voting precinct boundaries beyond the control of the Bellingham
Port Commission), and
WHEREAS, population figures for existing Commission Districts
prepared by the office of the Whatcom County Auditor indicate a
maximum of 712-o disparity between Port Commissioner Districts, and
WHEREAS, it is the desire of the Commissioners of the Port
of Bellingham to
a. correct violation of R.C.W. 53.16.010, and
b, provide for more equal distribution of population
within Commissioner Districts in accordance with
R.C.W. 53.16.010.
NOW, THEREFORE BE IT RESOLVED, that the Commissioners of the
Port of Bellingham, having called and conducted a Public Hearing
on the subject hereby re-establish the Commissioner Districts as
follows:
