The Board of Commissioners of Point Roberts Park and Recreation District 1 adopted Resolution 23-03
concerning the following question: To support its programs and operations and replace an expiring levy,
will the Point Roberts Park and Recreation District 1 be authorized to impose regular property tax levies
of 21.5 cents or less per $1,000.00 of assessed valuation on property within the District for each of six
consecutive years, commencing with a levy in 2023 for collection in 2024 and ending with a levy in 2028
for collection in 2029, as provided in District Resolution 23-03?

Explanatory Statement
This proposition renews the expiring authority of the Board of Comr1issioners of the Point Roberts Park
and Recreation District 1 to levy a regular property tax to pay for the District's recreational programs
and operations. As provided in District Resolution 23-03, the authorization lasts six years, with taxes to
be collected beginning in 2024 through 2029. The levy will be set each year by the District's Board,
subject to a maximum rate of 21.5 cents per $1,000.00 assessed value, and subject also to the 101%
limitation on annual increases in tax collections, as provided in state law.

RESOLUTION NO 23-03
A RESOLUTION of the Board of Commissioners of Point Roberts Park and
Recreation District No. 1, Whatcom County, Washington, providing for submission to the
qualified electors of the District at the election to be held on November 7, 2023, of a
proposition authorizing the District to levy regular property taxes at a rate of 21.5 cents or less
per $1,000 of assessed value of property in the District for six years, commencing with a levy
in 2023 for collection in 2024 and ending with a levy in 2029 for collection in 2030, which
taxes will pay operating expenses of the District..
WHEREAS, for the past six years Point Roberts Park and Recreation District No. 1,
Whatcom County, Washington (the "District"), has had in effect a voter -approved regular
property tax levy to enable the District to pay for its recreational programs and operations;
and
WHEREAS, the District's regular property tax levy is the primary source of revenue
for its programs and operations; and
WHEREAS, the District's current regular property tax levy expires at the end of 2023;
and
WHEREAS, RCW 36.69.145 authorizes the District to impose regular property tax
levies for another six years with voter approval and;
WHEREAS, at the November 7, 2023, election, the District wishes to submit the
question of whether regular property taxes may be levied to the qualified electors of the
District for their approval or rejection;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF POINT ROBERTS PARK AND RECREATION DISTRICT NO. 1, WHATCOM
COUNTY, WASHINGTON, as follows:
Section 1. Authorization of Levies. To support the District's programs and
operations, the District authorizes the levy of regular property taxes at a rate of 21.5 cents or
less per $1,000 of assessed valuation on all taxable property within the District for six years,
commencing with a levy in 2023 for collection in 2024 and ending with a levy in 2029 for
collection in 2030. Subject to approval by the voters, as provided in Section 2 of this
resolution, the actual levy for each of those six years will be fixed by the Board in accordance
with state law and with regulations of the Whatcom County Treasurer and Whatcom County
Assessor and subject to the levy increase limitations of Chapter 84.55 RCW.
Section 2. Authorization of Election and Approval of Ballot Proposition. The Board
hereby finds that the best interests of the District require submitting to the qualified electors of
the District the proposition of whether the District will be authorized to levy a regular
property tax in amounts not to exceed the maximum rate described in Section 1 for their
ratification or rejection at a special election in conjunction with the general election to be held
in the District on November 7, 2023.
The Whatcom County Auditor, as ex officio supervisor of elections in Whatcom
County, Washington, is hereby requested to conduct the election to be held within the District
on November 7, 2023, and to submit the proposition to the qualified electors of the District in
substantially the following form, as provided in RCW 29A.36.210(1):

Roberts Park and Recreation District be authorized to impose regular property tax levies of
21.5 cents or less per $1,000 of assessed valuation on property within the District for each of
six consecutive years, commencing with a levy in 2023 for collection in 2024 and ending with
a levy in 2029 for collection in 2030, as provided in District Resolution No. 23-03.

The Secretary of the Board of Commissioners of the District is hereby directed to deliver a
certified copy of this resolution to the Whatcom County Auditor prior to August 1, 2023.
Section 3. Notices Relating to Ballot Prol2osition. For purposes of receiving notice of
the exact language of the ballot title required by RCW 29A.36.080, the Board hereby
designates the Chairman of the Board, Mitchell Friedman, telephone (503) 869-7310 and
email Mitch.fiiedman3 nail.com, as the individual to whom the Auditor would provide
such notice. The Chairman of the Board is authorized to approve changes to the ballot
proposition, if any, deemed necessary by the Auditor or the Whatcom County Prosecuting
Attorney.
Section 4. Effective Date. This resolution will become effective immediately upon its
adoption.
ADOPTED by the Board of Commissioners of the Point Roberts Park and Recreation
District No. 1, Whatcom County, Washington, at a regular meeting held on July 10, 2023.

Board (the "Resolution"), duly adopted at a regular meeting held on July 10, 2023.

POINT ROBERTS PARK AND RECREATION DISTRICT NO. 1

WHEREAS, the undersigned, as the duly elected, qualified and acting Auditor of
Whatcom County, Washington, has jurisdiction of and is required by law to conduct all
elections for taxing districts within the County; and
WHEREAS, Point Roberts Park and Recreation District No. 1, Whatcom County,
Washington, lies entirely within the boundaries of Whatcom County; and
WHEREAS, the Board of Directors of the District by resolution adopted on July 10,
2023, a certified copy of which has been delivered to the undersigned, has found that the best
interests of the District require the holding of a special election in conjunction with the
general election on November 7, 2023; and
WHEREAS, the District by the resolution has authorized and directed the undersigned
to assume jurisdiction of and conduct the special election within the District;
NOW, THEREFORE, it is hereby authorized and ordered as follows:
The undersigned hereby assumes jurisdiction within Whatcom County of the above -
mentioned special election of Point Roberts Park and Recreation District No. 1, Whatcom
County, Washington, authorized and ordered by resolution of its Board of Directors adopted
on July 10, 2023, and will conduct the special election to be held in conjunction with the
general election on November 7, 2023.
