Authorization of Levies. To support the District's programs and operations, the District authorizes the levy of regular property taxes at a rate of 21.5 cents or less per $1,000 of assessed valuation on all taxable property within the District for six years, commencing with a levy in 2023 for collection in 2024 and ending with a levy in 2029 for collection in 2030. Subject to approval by the voters, as provided in Section 2 of this resolution, the actual levy for each of those six years will be fixed by the Board in accordance with state law and with regulations of the Whatcom County Treasurer and Whatcom County Assessor and subject to the levy increase limitations of Chapter 84.55 RCW. Section 2. Authorization of Election and Approval of Ballot Proposition. The Board hereby finds that the best interests of the District require submitting to the qualified electors of the District the proposition of whether the District will be authorized to levy a regular property tax in amounts not to exceed the maximum rate described in Section 1 for their ratification or rejection at a special election in conjunction with the general election to be held in the District on November 7, 2023.
