The Community Center hosts the Seniors Program, Food Bank, Library, Historical Society, annual Kids Camp, and a multitude of regular meetings and special events. Baker Field provides a skate park, baseball and football facilities, wooded trails, and play area for the Point Roberts school. Commissioners have been donating approximately 35 hours each week of their own time (without compensation) to maintain these facilities and operate the many programs. The current Park levy for maintenance of facilities and programs is low. Even with the proposed increased levy, Park and Recreation will operate at a fraction of the cost of other local tax Districts. No other District depends on its commissioners to donate so much of their personal time to the basic operations that the entire community enjoys. It is necessary and fair that the District be allocated funds to hire a manager who can assume responsibilities to ensure smooth operation and provide a modest functional reserve for the District. If it fails, it is only a matter of time before these vital resources are lost. Committee members' names and the committee name (if applicable) will be published in the Local Voters' Pamphlet in conjunction with the For/Against statements. The Park District has adopted a resolution to put a new 6-year levy on the November 7, 2017 ballot. This levy will replace the existing 6-year levy which ends this year. The Park District will be seeking a new levy of 21.5 cents per $1000 of assessed property value. For a $200,000 property in Point Roberts, this will result in an annual tax of $43 for each of the years from 2018 to 2023, an increase of about $26 from the current rate. The Park District intends to use the increased revenue to hire a part-time manager, to cover the costs of a new septic system for the Community Center, to implement improvements at the Community Center and at Baker Field, and to expand its program offerings to meet new community needs. The purpose of the Special Meeting on July 31 is to identify the Pro and Con committees which will submit statements (and rebuttals) for use in the voters' pamphlet. The members (1 to 3 people) for these committee must be finalized at the meeting on July 31, since their names must be submitted to the Whatcom County Auditor's Office no later than August 1, 2017.
