The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the General and Special
Election held November 5, 2013, within the boundaries of Point Roberts Park and Recreation
District 1, Whatcom County, State of Washington.
The proposition would issue $250,000 in general obligation bonds for community center capital
improvements and to levy property taxes annually in addition to regular tax levies to repay the bonds.

Passage of this proposition would authorize Point Roberts Park and Recreation District to
borrow $250,000 by issuing general obligation bonds. As provided in District Resolution #13-
02, the bonds would pay for improvements to the District's community center, including new
roof, HVAC, flooring, storage shed, drainage improvements and design for seismic
improvements. The bonds would be repaid from annual property tax levies over a period not to
exceed 10 years. Depending on amounts repaid each year and on prevailing interest rates,
property tax levies are estimated to increase approximately 5.5¢ per $1,000 of assessed value for
the term of the bonds.

Hi Debbie and Nancy,
think we are "on track," but please do let me know if I am missing anything here.
1. Levy Resolution: Already submitted prior to the August 6, 2013 deadline.
2. Explanatory Statement (for Voters' Pamphlet): We are working with our attorney to have this to
you by the August 12 deadline.
3. PRO Committee: I expect our Board of Commissioners to formally appoint two volunteers to serve
on this committee when we meet on August 12 at 7 pm. They are Renee Coe (chair) and Shelley
Damewood. I have their appointment form, which I will sign and email to Nancy following their formal
appointment Monday night. (No other supporters have come forward seeking to serve on this
committee.) Ms. Coe has informed me that her committee has already prepared their PRO
statement; and I asked her to wait until they have been formally appointed by the Board to submit it to
your office. She will probably do so on August 13 (the deadline being August 16).
4. CON Committee: So far I have received only one expression of interest in serving on a CON
committee, from Mr. Ron Hughes. I sent Mr. Hughes a copy of your 3/5/13 memorandum along with a
copy of the CON committee appointment form, CON statement form, and committee statement
requirements sheet. I also provided Mr. Hughes with a copy of our Bond Levy Resolution and advised
that we need a minimum of two persons to form a committee. I promised to let him know if I received
any additional expressions of interest in serving on a CON committee. I advised him of the August 12
deadline. To date, I have not received any additional expressions of interest, nor have I heard
anything further from Mr. Hughes (re efforts to recruit a co -committee member). I leave it to you to
determine what, if any, steps the Auditor's Office should take to form a CON Committee. Of course it
is still possible that one will form in time for appointment by our Board on August 12. 1 feel that the
"call for service" on a CON committee has been well publicized, on local bulletin boards (notices still
posted), through an extensive community email distribution by "Point -Interface," and by the All Point
Bulletin's weekly electronic edition of 8/1/13).

I just got the draft explanatory statement from our bond counsel and will forward it to you and Nancy
by the due date. Also we have a PRO committee selected, though not formally appointed by our Board
of Commissioners. I have also taken due measures to solicit a CON committee (no responses so far)
Our next regular, scheduled meeting is August 12, at 7 pm. If we formally appoint (and record in our
minutes) the committees then, would submitting the forms by email that night qualify as meeting your
August 12 deadline Or would you suggest that we call a special meeting ahead of the deadline for this
purpose? By the way, the instructions on the Appointment Forms were a bit confusing to me: It says
that the committee chairperson shall submit the form by August 12, but the form suggests that it must
be signed off by an "authorized" person, which I assume would be me as chair of our board of
commissioners. I assume that after signing, I can submit it to you, right?

Call for Committee to Oppose Proposed Park and Recreation District
Bond Measure
As reported in the August 2013 All Point Bulletin, the Parks Board is placing a
measure on the November 5, 2013 general election ballot to request voter
approval of a $250,000 bond measure, not to exceed 10 years, to finance
needed capital improvements to our Community Center. The main
improvements to be undertaken are a new roof, new heating and air conditioning

units on the roof, improved drainage to alleviate chronic water problems
underneath the building, and an additional storage shed.
The Parks Board has already identified 2 persons to form a "PRO" committee, to
prepare a 200-word statement in favor of the measure for inclusion in the voters'
pamphlet.
The Parks Board is also required to appoint a "CON" committee of 2-3
persons if there are residents opposed to the bond measure who would
like to submit a statement against the bond measure. If you wish to serve
on a "CON" committee, contact Commissioner Mark Robbins at 360-945-

The deadline for appointment of committees is August 12, 2013.

The monthly Point Roberts All Point Bulletin normally hits the street on the last Friday of each month,
with a deadline for submission of ads and notices about a week before that date. We missed
(neglected) to use that medium to solicit pro and con teams in their August issue. Doing so prior to
our passing the bond levy resolution (at our July meeting) would have seemed premature.
If no one opposed to the measure responds to my invitation to serve on a con committee, you would
likewise have to use other means to take your best shot at it prior to the deadline.
The best communications tool we have in Point Roberts (perhaps less "official" than a newspaper but
in my opinion more effective) is the "Point -Interface" (or "P-I")email distribution, run by Carol Fuegi
to support her charity PAWS (Point Roberts Animal Wellness Society). People advertising or selling
items via P-I make voluntary donations to PAWS. There would be no expectation of a donation from
the County to run a public service notice. Items to be sent out to P-I subscribers (who number in the
several hundreds) can be submitted to < point-interface@pointroberts. net>.
There is often a lag time of a couple of days between submission and transmission. I sent my
solicitation for con committee volunteers to P-I on Sunday and am waiting for it to be sent out to
everyone. When it is sent, I can forward a copy to you for your information.
Two years ago, when we had our regular levy on the ballot, no one came forward to oppose the
measure. We did appoint a pro committee to submit a statement. I do not remember if your office
made any attempt to form a con committee.

I just got the draft explanatory statement from our bond counsel and will forward it to you and Nancy
by the due date. Also we have a PRO committee selected, though not formally appointed by our Board
of Commissioners. I have also taken due measures to solicit a CON committee (no responses so far).
Our next regular, scheduled meeting is August 12, at 7 pm. If we formally appoint (and record in our
minutes) the committees then, would submitting the forms by email that night qualify as meeting your
August 12 deadline. Or would you suggest that we call a special meeting ahead of the deadline for this
purpose? By the way, the instructions on the Appointment Forms were a bit confusing to me: It says
that the committee chairperson shall submit the form by August 12, but the form suggests that it must
be signed off by an "authorized" person, which I assume would be me as chair of our board of
commissioners. I assume that after signing, I can submit it to you, right?

A RESOLUTION of the Board of Commissioners of Point Roberts
Park and Recreation District No. 1, Whatcom County, Washington,
authorizing the form of the ballot proposition and specifying
certain other matters concerning submission to the District's voters
at the election to be held on November 5, 2013, of a proposition
for the issuance of the District's general obligation bonds in the
principal amount of $250,000 to pay for capital improvements to
the District's community center.
WHEREAS, the Board of Commissioners (the "Board") of Point Roberts Park and
Recreation District No. 1, Whatcom County, Washington (the "District"), has been reviewing the
condition of the community center owned and operated by the District and has determined that
the building needs significant capital repairs and upgrades to extend its useful life and to provide
a safe facility for use by residents of the District (as further described in this resolution, the
"Improvements"); and
WHEREAS, to provide part of the funds to pay for costs of the Improvements, the Board
deems it necessary and advisable that the District issue and sell its unlimited tax levy general
obligation bonds in a principal amount not to exceed $250,000 (the "Bonds"); and
WHEREAS, the Constitution and laws of the State of Washington (including
RCW 28A.530.010 and RCW 84.52.056) provide that the question of whether the Bonds may be
issued and sold for these purposes and taxes levied to pay debt service on the Bonds must be
submitted to the voters of the District for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Point
Roberts Park and Recreation District No. 1, Whatcom County, Washington, as follows:
Section 1. Findings. The Board finds that the best interests of the District's residents
require the District to undertake the Improvements described in Section 2 of this resolution when
and how the Board deems most necessary and advisable.
Section 2. Capital Improvements. The District shall make the following capital
improvements to the District's community center:
Replacement of the roof, HVAC system, and flooring, installation of new skylights,
construction of a new storage shed, drainage improvements on the site, including related parking
and landscaping modifications, upgrades to the playground, and planning and design for seismic
improvements (collectively, the "Improvements").
The Improvements include all necessary furniture, equipment, and appurtenances. The
cost of all architectural, engineering, legal, and other consulting services, inspection and testing,
administrative and relocation expenses, acquisitions of property, on and off -site utilities,
technology infrastructure and upgrades, and other costs incurred in connection with making the
Improvements will be considered part of the cost of the Improvements. The District will
determine the extent, timing and specifications for construction and installation of structures and
other improvements.
The District will apply proceeds of the Bonds and other money of the District legally
available for the Improvements among the various Improvements to accomplish, as nearly as
may be, all the Improvements.
If proceeds of the Bonds, plus other funds of the District legally available for the
Improvements, are insufficient to accomplish all of the Improvements, the District will use the
available funds for those Improvements deemed by the Board most necessary and in the best
interest of the District.
If the Board determines that it has become impracticable to acquire, construct or install
one or more of the Improvements by reason of changed conditions, or costs substantially in
excess of the amount of Bond proceeds or other available funds, the District is not required to
acquire, construct or install those Improvements.
If all of the Improvements have been completed or duly provided for, or found to be
impracticable, the District may apply all or any portion of the leftover Bond proceeds to other
capital improvements to the District's community center, to the redemption of Bonds, or the
redemption of other outstanding obligations of the District as the Board determines.
Section 3. Authorization of Bonds. To provide part of the funds necessary to pay
costs of the Improvements (or to reimburse the District for those costs to the extent that District
funds have been used for that purpose), together with incidental costs and costs related to the sale
and issuance of the Bonds, the District will issue and sell the Bonds as unlimited tax general
obligation bonds in a principal amount not to exceed $250,000. The balance, if any, of the cost
of the Improvements will be paid from funds that the District now has or may later have on hand
that are legally available for this purpose and out of possible state or federal grants. Bond
proceeds may not be used for the replacement of equipment or for any other than a capital
purpose. The Bonds will be issued in an amount not exceeding the amount approved by the
voters of the District as required by the Constitution and laws of the State of Washington and not
exceeding the amount permitted by the Constitution and laws of the State of Washington.
Section 4. Details of Bonds. The Bonds will be sold in such amounts and at such
time or times as the Board deems necessary and advisable and as permitted by law. The Bonds
will bear interest at a rate or rates authorized by the Board and will mature in the amounts and at
the times, within a maximum term of 10 years from date of issue (but may mature at an earlier
date or dates), and have other terms all as authorized by the Board and as provided by law. The
exact date, form, terms and maturities of the Bonds will be as hereafter established by resolution
of the Board. The Bonds will be general obligations of the District and, unless paid from other
sources, both principal of and interest on the Bonds will be payable out of annual tax levies to be
made upon all taxable property within the District without limitation as to rate or amount and in
excess of any constitutional or statutory tax limitations. After voter approval of the bond

proposition and in anticipation of the issuance of the Bonds, the District may issue short-term
obligations as authorized by Chapter 39.50 RCW. Proceeds of the Bonds may be used to redeem
and retire short term obligations or to reimburse the District for expenditures previously made for
the Improvements.
Section 5. Election. The Board finds that it is in the best interest of the District and
its residents to submit to the District's voters the proposition of whether the District will issue the
Bonds for the purposes described in this resolution at the election to be held on November 5,
2013. The District requests that the Whatcom County Auditor, as ex officio supervisor of
elections, call and conduct the election to be held within the District and submit to the District's
voters the proposition set forth below. The Secretary of the Board is authorized and directed to
certify the proposition to the Auditor in substantially the following form at least 45 days prior to
the election date:

contained in this resolution; provided, however, that any provision that for any reason is held by
reason of its extent to be invalid will be deemed to be in effect to the extent permitted by law.

its adoption.

A RESOLUTION of the Board of Commissioners of Point Roberts
Park and Recreation District No. 1, Whatcom County, Washington,
authorizing the form of the ballot proposition and specifying
certain other matters concerning submission to the District's voters
at the election to be held on November 5, 2013, of a proposition
for the issuance of the District's general obligation bonds in the
principal amount of $250,000 to pay for capital improvements to
the District's community center.
WHEREAS, the Board of Commissioners (the "Board") of Point Roberts Park and
Recreation District No. 1, Whatcom County, Washington (the "District"), has been reviewing the
condition of the community center owned and operated by the District and has determined that
the building needs significant capital repairs and upgrades to extend its useful life and to provide
a safe facility for use by residents of the District (as further described in this resolution, the
"Improvements"); and
WHEREAS, to provide part of the funds to pay for costs of the Improvements, the Board
deems it necessary and advisable that the District issue and sell its unlimited tax levy general
obligation bonds in a principal amount not to exceed $250,000 (the "Bonds"); and
WHEREAS, the Constitution and laws of the State of Washington (including
RCW 28A.530.010 and RCW 84.52.056) provide that the question of whether the Bonds may be
issued and sold for these purposes and taxes levied to pay debt service on the Bonds must be
submitted to the voters of the District for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Point
Roberts Park and Recreation District No. 1, Whatcom County, Washington, as follows:
Section 1. Findings. The Board finds that the best interests of the District's residents
require the District to undertake the Improvements described in Section 2 of this resolution when
and how the Board deems most necessary and advisable.
Section 2. Capital Improvements. The District shall make the following capital
improvements to the District's community center:
Replacement of the roof, HVAC system, and flooring, installation of new skylights,
construction of a new storage shed, drainage improvements on the site, including related parking
and landscaping modifications, upgrades to the playground, and planning and design for seismic
improvements (collectively, the "Improvements").
The Improvements include all necessary furniture, equipment, and appurtenances. The
cost of all architectural, engineering, legal, and other consulting services, inspection and testing,
administrative and relocation expenses, acquisitions of property, on and off -site utilities,
technology infrastructure and upgrades, and other costs incurred in connection with making the
Improvements will be considered part of the cost of the Improvements. The District will
determine the extent, timing and specifications for construction and installation of structures and
other improvements.
The District will apply proceeds of the Bonds and other money of the District legally
available for the Improvements among the various Improvements to accomplish, as nearly as
may be, all the Improvements.
If proceeds of the Bonds, plus other funds of the District legally available for the
Improvements, are insufficient to accomplish all of the Improvements, the District will use the
available funds for those Improvements deemed by the Board most necessary and in the best
interest of the District.
If the Board determines that it has become impracticable to acquire, construct or install
one or more of the Improvements by reason of changed conditions, or costs substantially in
excess of the amount of Bond proceeds or other available funds, the District is not required to
acquire, construct or install those Improvements.
If all of the Improvements have been completed or duly provided for, or found to be
impracticable, the District may apply all or any portion of the leftover Bond proceeds to other
capital improvements to the District's community center, to the redemption of Bonds, or the
redemption of other outstanding obligations of the District as the Board determines.
Section 3. Authorization of Bonds. To provide part of the funds necessary to pay
costs of the Improvements (or to reimburse the District for those costs to the extent that District
funds have been used for that purpose), together with incidental costs and costs related to the sale
and issuance of the Bonds, the District will issue and sell the Bonds as unlimited tax general
obligation bonds in a principal amount not to exceed $250,000. The balance, if any, of the cost
of the Improvements will be paid from funds that the District now has or may later have on hand
that are legally available for this purpose and out of possible state or federal grants. Bond
proceeds may not be used for the replacement of equipment or for any other than a capital
purpose. The Bonds will be issued in an amount not exceeding the amount approved by the
voters of the District as required by the Constitution and laws of the State of Washington and not
exceeding the amount permitted by the Constitution and laws of the State of Washington.
Section 4. Details of Bonds. The Bonds will be sold in such amounts and at such
time or times as the Board deems necessary and advisable and as permitted by law. The Bonds
will bear interest at a rate or rates authorized by the Board and will mature in the amounts and at
the times, within a maximum term of 10 years from date of issue (but may mature at an earlier
date or dates), and have other terms all as authorized by the Board and as provided by law. The
exact date, form, terms and maturities of the Bonds will be as hereafter established by resolution
of the Board. The Bonds will be general obligations of the District and, unless paid from other
sources, both principal of and interest on the Bonds will be payable out of annual tax levies to be
made upon all taxable property within the District without limitation as to rate or amount and in
excess of any constitutional or statutory tax limitations. After voter approval of the bond

proposition and in anticipation of the issuance of the Bonds, the District may issue short-term
obligations as authorized by Chapter 39.50 RCW. Proceeds of the Bonds may be used to redeem
and retire short term obligations or to reimburse the District for expenditures previously made for
the Improvements.
Section 5. Election. The Board finds that it is in the best interest of the District and
its residents to submit to the District's voters the proposition of whether the District will issue the
Bonds for the purposes described in this resolution at the election to be held on November 5,
2013. The District requests that the Whatcom County Auditor, as ex officio supervisor of
elections, call and conduct the election to be held within the District and submit to the District's
voters the proposition set forth below. The Secretary of the Board is authorized and directed to
certify the proposition to the Auditor in substantially the following form at least 45 days prior to
the election date:

The Secretary of the Board is hereby authorized to deliver a certified copy of this
resolution to the Whatcom County Auditor.
Section 6. Severability. If any provision of this resolution is held to be invalid, such
invalidity will not affect or invalidate any other provision of this resolution or the Bonds, but this
resolution and the Bonds will be construed and enforced as if the invalid provision had not been
contained in this resolution; provided, however, that any provision that for any reason is held by
reason of its extent to be invalid will be deemed to be in effect to the extent permitted by law.
Section 7. Effective Date. This resolution will become effective immediately upon
its adoption.

Whatcom County, Washington, has jurisdiction of and is required by law to conduct all elections
for special districts within the County; and
WHEREAS, Point Roberts Park and Recreation District No. 1, Whatcom County,
Washington, is a special district lying entirely within the boundaries of Whatcom County; and
WHEREAS, the Board of Commissioners of the District, by resolution adopted July 9,
2013, a certified copy of which has been delivered to the undersigned, authorized and directed
the undersigned to assume jurisdiction of and conduct a bond election on November 5, 2013; and
NOW, THEREFORE, it is hereby authorized and ordered as follows:
The undersigned hereby assumes jurisdiction within Whatcom County of the above -
mentioned bond election of Point Roberts Park and Recreation District No. 1, Whatcom County,
