I Received this copy of Resolution 2003-1 from the Pt. Roberts Park & Recreation
Committee for placement on the November 4, 2003 Ballot.
Please prepare a ballot title for the Pt. Roberts Park & Recreation District.
I have also enclosed a copy of the Resolution 1 of 2001 and a copy of the ballot title that
you and Irene Waters approved on September 20, 3001 for the November 2001 ballot.
I just called Irene Waters and informed here that the resolution was incomplete and as an
example, it did not request the Auditor to submit the proposition to the voters at the
November 4, 2003 General Election. I read her portions of their 2001 Resolution. She

Be it resolved that the Point Roberts Park and Recreation District #1 is asking for a levy
in the amount of $35,000 per year for the operation and maintenance on taxable property
in the district to be collected in the years 2004, 2005, 2006, and 2007. This tax shall be
approximately $0.145 per thousand dollars of assessed valuation, based on 10.0% of true
and fair market value.

A RESOLUTION of the Board of Directors of Point Rbberts Park and Recreation District 41,
Whalcom Counry, Washington, providing for the submission to the Qualified electors of the district at the
General Election to be held therein on November 6 200), a proposition of whether or not there should be
levied un excess tax of approximately $ ( • /cAplcems) per thousand dollars of assessed valuation (based

to pay the general expenses of maintenance and operation of the Point Roberts Park and RCCTCJtion District
# 1, such levy to made in 2001 and collection in 2002 and in 2003
WHEREAS, the money in raid to be paid into the General Fwid of the Point Robcrts Park and
Recre3tion District #1, Whateom County, Washington, during 2002 and 2001 will be insufficient to enable
the distnct to take care of all of its necessary financial obligations; and
WHEREAS, in order to properly proviog, for said operation and maintenance, it is d.ccmed
necessarytliat ar taof approximately $. ( -Ants) per thousand dollars of assessed valuation (based
on 100% of true- and fair value) to provide $30,000 (thirty thousand dollars) for the districts General Fund
be levied upon all of the taxable property within the district in excess of the maximum atuival tax levy

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Point Roberts Park and
Recreation District 01, Whalcom County, Washington, as follows

Upon approval by the voters of Proposition No. 1, hereinafter set forth, the district may use: the

Section 3. It is hereby found and declared that an emergency exists requiring the submission to
the qualified electors of the district a proposition of whether or not such excess tax should be levied for
their ratification or rejection at the General Election to be held thereat on November 6, 2001.
The Wliatcom County Auditor as ex-oifreio supervisor of election in Whatcom County is hereby
requested to also find the existence of such emergency and to call and conduct said excess Icvy election w

held in the above -named district for the submission to the qualified electors of said district of the

A RESOLUTION of the Board of Directors of Point Roberts Park and Recreation District #1,
Whatcom County, Washington, providing for the submission to the qualified electors of the district at the
General Election to be held therein on November 4, 2003, a proposition of whether or not there should be
levied a tax of approximately $.145 (fourteen and one-half cents) per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $35,000 (thirty-five thousand dollars) for the districts
General Fund to pay the general expenses of maintenance and operation of the Point Roberts Park and
Recreation District #1, such levy to made in 2003 and collection in 2004, 2005, 2006, and 2007.
WHEREAS, in order to properly provide for said operation and maintenance, it is deemed
necessary that a tax of approximately $.145 (fourteen and one-half cents) per thousand dollars of assessed
valuation (based on 100% of true and fair value) to provide $35,000 (thirty-five thousand dollars) for the
districts General Fund be levied upon all of the taxable property within the district as permitted by law to
be levied for the district, such levy to be made in 2003 for collection in 2004, 2005, 2006, and 2007; and
WHEREAS, the Constitution and laws of the State of Washington require that the question of
whether or not such a tax may be levied must be submitted to the qualified electors of the district for their
ratification or rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Point Roberts Park and
Recreation District #1, Whatcom County, Washington, as follows.
Section 1. It is hereby found and declared that the welfare of the residents of the district requires
the district to carry out the plans hereinafter provided.
Section 2. In order to provide $35,000 (thirty-five thousand dollars) for the General Fund of the
District, the district authorizes the County Council of Whatcom County to levy a tax of approximately
$.145 (fourteen and one-half cents) per thousand dollars of assessed valuation (based on 100% of true and
fair value) to be levied in 2003 for collection in 2004, 2005, 2006, and 2007 upon all taxable property
within the District.
Upon approval by the voters of Proposition No. 1, hereinafter set forth, the district may use the
proceeds of such levy during 2004, 2005, 2006, and 2007 tax years, and may expend the proceeds of said
levy to pay the general expenses of maintenance and operations of the District as may be authorized or
allowed by law for use of levy funds.
The Whatcom County Auditor as ex-officio supervisor of election in Whatcom County is hereby
requested to find the need to call and conduct said levy election to be held within the district on said date
and to submit to the qualified electors of the district the proposition hereinafter set forth.
The secretary of the Board of Directors is hereby authorized and directed to certify said
proposition in the following form:
