RESOLUTION ONE W.C. Auditors
A RESOLUTION of the Board of Directors of Point Roberts Park and Recreation District #1,
Whatcom County, Washington, providing for the submission to the qualified electors of the district at the
General Election to be held therein on November 2, 1999, a proposition of whether or not there should be
levied an excess tax of approximately $.12 (twelve cents) per thousand dollars of assessed valuation (based
on 100% of true and fair value) to provide $30,000 (thirty thousand dollars) for the districts General Fund
to pay the general expenses of maintenance and operation of the Point Roberts Park and Recreation District
#1, such levy to made in 1999 and collection in 2000 and in 2001.
WHEREAS, the money in and to be paid into the General Fund of the Point Roberts Park and
Recreation District #1, Whatcom County, Washington, during 2000 and 2001 will be insufficient to enable
the district to take care of all of its necessary financial obligations; and
WHEREAS, in order to properly provide for said operation and maintenance, it is deemed
necessary that a tax of approximately $.12 (twelve cents) per thousand dollars of assessed valuation (based
on 100% of true and fair value) to provide $30,000 (thirty thousand dollars) for the districts General Fund
be levied upon all of the taxable property within the district in excess of the maximum annual tax levy
permitted by law to be levied for the district without a vote of the electors, such levy to be made in 1999 for
collection in 2000 and 2001; and
WHEREAS, the Constitution and laws of the State of Washington require that the question of
whether or not such excess tax may be levied must be submitted to the qualified electors of the district for
their ratification or rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Point Roberts Park and
Recreation District #1, Whatcom County, Washington, as follows.
Section 1. It is hereby found and declared that the welfare of the residents of the district requires
the district to carry out the plans hereinafter provided.
Scction 2. In order to provide $30,000 (thirty thousand dollars) for the General Fund of the
District, the district authorizes the County Council of Whatcom County to levy a tax of approximately $.12
(twelve cents) per thousand dollars of assessed valuation (based on 100% of true and fair value) to be
levied in 1999 for collection in 2000 and in 2001 upon all taxable property within the District in excess of
the maximum annual tax levy be permitted by law to be levied for the District without a vote of the
electors.
Upon approval by the voters of Proposition No. 1, hereinafter set forth, the district may use the
proceeds of such levy during 2000 and 2001 tax years, and may expend the proceeds of said levy to pay the
general expenses of maintenance and operations of the District as may be authorized or allowed by law for
the use of excess levy funds.
Section 3. It is hereby found and declared that an emergency exists requiring the submission to
the qualified electors of the district a proposition of whether or not such excess tax should be levied for
their ratification or rejection at the General Election to be held therein on November 2, 1999.
The Whatcom County Auditor as ex-officio supervisor of election in Whatcom County is hereby
requested to also find the existence of such emergency and to call and conduct said excess levy election to
be held within the district on said date and to submit to the qualified electors of the district the proposition
hereinafter set forth.
The secretary of the Board of Directors is hereby authorized and directed to certify said
proposition in the following form:

Whatcom County, Washington, at a meeting thereof, held August 5, 1999, the following directors being
present and voting in favor of said resolution.

Shall a tax, of approximately $.12 (twelve cents), per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $30,000 (thirty thousand dollars) for operation and
maintenance purposes be levied for the Point Roberts Park and Recreation District #1 in 1999 for collection
in 2000 and 2001 upon all taxable property within the District, all as specified in Point Roberts Park and
Recreation District #1, Resolution.

The polls for such General Election shall be open from 7:00 o'clock a.m. to 8:00 p.m.
The Secretary of the Board of Directors is hereby authorized and directed to deliver a certified
copy of this resolution to the Whatcom County Auditor.
ADOPTED by the Board of Directors of the Point Roberts Park and Recreation District #1,
Whatcom County, Washington, at a meeting thereof, held August 5, 1999, the following directors being
present and voting in favor of said resolution.
