envelope. This is known as the Voter Affidavit, and is compared to
your signature on file with the County.
2. Place and unfold your Ballot Punchcard next to this Ballot Guide.
3. In this Ballot Guide, to the right of each measure or candidate, is a
number which is assigned to a position on your Ballot Punchcard -
use a paper clip or sharp pencil to punch out the pre -scored
square located just above the number assigned to the Candidate
or Measure.
4. After you have finished voting, carefully place your Ballot in the
Ballot Security Envelope. Please DO NOT return this Ballot Guide,
it is yours to keep.
5. IMPORTANT Put the Ballot Security Envelope containing your
voted Ballot Punchcard INSIDE the pre -addressed Mailing
Envelope, and MAIL IT — be sure to put a first-class stamp on it!

A RESOLUTION of the Board of Directors of Point Roberts
Park and Recreation District #1, Whatcom County,
Washington, providing for the submission to the
qualified electors of the district at the Primary
Election to be held therein on September . /2- _Z-r

WHEREAS, the money in and to be paid into the General
Fund of the Point Roberts Park and Recreation District #1,
Whatcom County, Washington, during will be
insufficient to enable the district to take care of all of
its necessary financial obligations; and
WHEREAS, in order to properly provide for said
operation and maintenance, it is deemed necessary that a tax
of approximately $ ,,01 per thousand dollars of assessed
valuation (based on 100% of true and fair value) to provide

of the taxable property within the district in excess of the
maximum annual tax levy permitted by law to be levied for

WHEREAS, the Constitution and laws of the State of

excess tax may be levied must be submitted to the qualified

NOW, THEREFORE, BE IT RESOLVED by the Board of
Directors of Point Roberts Park and Recreation District #1,
Whatcom County, Washington as follows.
Section 1. It is hereby found and declared that the
welfare of the residents of the district requires the
district to carry out the plans hereinafter provided.
Section 2. In order to provide xPOO. -- for the
General Fund of the District, the distr {ct authorizes the
County Council of Whatcom County to levy a tax of

valuation (based on 100% of true and fair value) to be
levied in 1q :a for collection upon all the taxable
property within the District in excess of the maximum annual

Upon approval by the voters of Proposition No. 1
hereinafter set forth, the district may use the proceeds of

proceeds of said levy to pay the general expenses of
maintenance and operations of the District as may be
authorized or allowed by law for the use of excess levy
funds.

emergency exists requiring the submission to the qualified
electors of the district a proposition of whether or not
such excess tax should be levied for their ratification or
rejection at the Primary Election to be held therein on

The Whatcom County Auditor as ex-officio supervisor of
election in Whatcom County is hereby requested to also find
the existence of such emergency and to call and conduct said
excess levy election to be held within the district on said
date and to submit to the qualified electors of the district
