HomeMy WebLinkAbout1993 - Point Roberts Park and Recreation District 1 Sept 14, 1993 Primary Election 79.9%RECEIVED SHIRLEY FORSLOF WHATCOM COUNTY AUDITOR JUL 2 9 1993 POINT ROBERTS PARK AND RECREATION DISTRICT #1 RESOLUTION _ A RESOLUTION of the Board of Directors of Point Roberts Park and Recreation District #1, Whatcom County, Washington, providing for the submission to the qualified electors of the district at the Primary Election to be held therein on September /� /f5 a proposition of whether or not there should be levied an excess tax of approximately per thousand dollars of assessed valuation (based on 100/ of true and fair value) to provide for the districts General Fund to pay the general expenses of maintenance and operation of the Point Roberts Park and Recreation District #1, such levy to be made in %c1 9 3 for collection in WHEREAS, the money in and to be paid into the General Fund of the Point Roberts Park and Recreation District #1, Whatcom County, Washington, duringwill be insufficient to enable the district to take care of all of its necessary financial obligations; and WHEREAS, in order to properly provide for said operation and maintenan e, it is deemed necessary that a tax of approximately • per thousand dollars of assessed valuation (based on 100/ of true and fair value) to provide �OeV,'for the districts General Fund be levied upon all of the taxable property within the district in excess -of the maximum annual tax levy permitted by law to be levied for the district without a vote of the electors, such levy to be made in lf47,3 for collection inV!Z9tZ and WHEREAS, the Constitution and laws of the State of Washington require that the question of whether or not such excess tax may be levied must be submitted to the qualified electors of the district for their ratification or rejection. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Point Roberts Park and Recreation District #1, Whatcom County, Washington as follows, Section 1. It is hereby found and declared that the welfare of the residents of the district requires the district to carry out the plans hereinafter provided. Section 2. In order to provide $ 00• for the General Fund of the District, the district authorizes the County Council of W atcom County to levy a tax of approximately $�, / per thousand dollars of assessed valuation (based on 100% of true and fair value) to be levied in /9 f3, for collection %% 9 upon all the taxable property within the District in excess of the maximum annual tax levy be permitted by law to be levied for the District without a vote of the electors. Upon approval by the voters of Proposition No. 1 hereinafter set forth, the district may use the proceeds of such levy during the year, and may expend the proceeds of said levy to pay the general expenses of maintenance and operations of the District as may be authorized or allowed by law for the use of excess levy funds. - a - Section 3. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the district a proposition of whether or not such excess tax should be levied for their ratification or rejection at the Primary Election to be held therein on September / a The Whcom County Auditor as ex-officio supervisor of election in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said excess levy election to be held within the district on said date and to submit to the qualified electors of the district the proposition hereinafter set forth.
