It is hereby found and declared that the welfare of the residents of the district requires the district to carry out the plans hereinafter provided. Section 2. In order to provide ", 1QG?�?c' for the General Fund of the District, the district authorizes the County Council of Whatcom County to levy a tax of approximately per thousand dollars of assessed valuation (based on 100% of true and fair value) to be levied in / ,?/for collection 4q2!6g --upon all the taxable property within the District in excess of the maximum annual tax levy be permitted by law to be levied for the District without a vote of the electors.
