NOTICE IS HEREBY GIVEN that on Tuesday, September 18, 1990,
a special election will be held in the Point Roberts Park and
Recreation District No. 1 for the submission to the qualified
electors of said district of the following proposition:
PROPOSITION NO. 1
POINT ROBERTS PARK AND RECREATION DISTRICT NO. 1
Shall a tax, of approximately $.12 per $1,000.00 of
assessed value (based on 100% of true and fair value)
to provide $20,000.00 for operation and maintenance
purposes be levied for the Point Roberts Park and
Recreation District #1 in 1990 for collection in 1991
upon all taxable property within the District, all as
specified in Point Roberts Park and Recreation District
#1, Resolution 90-02?

A RESOLUTION of the Board of Directors•of Point Roberts Park and
Recreation District #1, Whatcom County, Washington, providing for
the submission to the qualified electors of the district at t e
Primary Election to be held therein on September�9 a
proposition of whether or not there should be levied an excess tax
of approximately $..per thousand dollars of assessed valuation
(based on 1000 of true and fair value) to provide d oU°O for
the districts General Fund to pay the general expenses of maintenance
and operation of the Point Roberts Park and Recreation District /{1,
such levy to be made in,17019 for collection in
WHEREAS, the money in and to be paid into the General Fund of the
Point Roberts Park and Recreation District rl, Whatcom County, Washington,
during �/ w.ill be insufficient to enable the district to take care of all
of its necessary financial obligations; and
WHEREAS, in order to properly provide for said operation and
maintenance, it is deemed -necessary that a tax of approximately $ A kX per
thousand dollars of assessed valuation (based on 100%'of true and fair value)-

to provide 460600 for the districts General Fund be levied upon all of
the taxable property within the district in excess of the maximum annual tax
levy permitted by law to be levied for the district without a vote of the

WHEREAS, the Constitution and laws of the State of Washington require that
the question of whether or not such excess tax may be levied must be
submitted to the qualified electors of the district for their ratification or
rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Point
Roberts Park and Recreation District fl , Whatcom, County, Washington as follows,
Section 1. It is hereby found and declared that the welfare of the
residents of the district requires the district to carry out the plans hereinafter

District, the district authorizes the County Council of Whatcom County to levy a

Upon approval by the voters of Proposition No. -1 hereinafter set forth,

operations of the District as may be authorized or allowed by law for the use of
excess levy funds,
Section 3. It is hereby found and declared that an emergency exists
requiring the submission to, the qualified electors of the district a.

ratification or rejection at the Primary Election to be held therein on

The Whatcoin County Auditor as ex-officio supervisor of electionsin
Whatcom County is hereby requested to also find the existence of such emergency
and to call and conduct said excess levy election to be held within the district
on said date and to submit to the qualified electors of the district the
proposition hereinafter set forth.

directed to certify said proposition in the following form;
