RESOLUTION N0. 6-80
A RESOLUTION of the Board of Directors of Point Roberts
Park And Recreation District #1, Whatcom County, Washington,
providing for the submission to the qualified electors of
the district at the General Election to be held therein
on November 4, 1980, of the proposition of whether or not
there should be levied an excess tax of approximately
$ .25,� per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide
$15,000.00 for the districts General Fund to pay the
general expenses of maintenance and operation of the
Point Roberts Park District, such levy to be made in
1980 for collection in 1981.
WHEREAS, the money in and to be paid into the General
Fund. of the Point Roberts Park and Recreation District #1, Whatcom
County, Washington, during 1981 will be insufficient to enable the
district to take care of all of its necessary financial obligations;
and
WHEREAS, in order to properly provide for said operation
and maintenance, it is deemed necessary that a tax of approximately
$ .25)� per thousand dollars of assessed valuation (based on 100% of
true and fair value) to provide $15,000.00 for the districts General
Fund be levied upon all of the taxable property within the district
in excess of the maximum annual tax levy permitted by law to be levied
for the district without a vote of the electors, such levy to be
made in 1980 for collection in 1981; and
WHEREAS, the Constitution and laws of the State of Washington
require that the question of whether or not such excess tax may be
levied must be submitted to the qualified electors of the district
for their ratification or rejection,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of the Point Roberts Park and Recreation District #1, Whatcom County,
Washington, as follows:
Section 1. It is hereby found and declared that the welfare
of the residents of the district requires the district to carry out
the plans hereinafter provided.

Section 2. In order to provide $15,000.00 for the
General Fund of the District, the district authorizes the County
Council of Whatcom County to levy a tax of approximately $ .25/ per
thousand dollars of assessed valuation (based on 1000 of true and fair
value) to be levied in 1980 for collection in 1981 upon all the taxable
property within the District in excess of the maximum annual tax levy
permitted by law to be levied for the District without a vote of the
electors.
Upon approval by the voters of Proposition No. 1 hereinafter
set forth, the district may use the proceeds of such levy during the
1981 year, and may expend the proceeds of said levy to pay the general
expenses of maintenance and operations of the District as may be
authorized or allowed by law for the use of excess levy funds.
Section 3. It is hereby found and declared that an
emergency exists requiring the submission to the qualified electors
of the district of the proposition of whether or not such excess tax
should be levied for their ratification or rejection at the General
election to be held thore`n on T.ovember 4, 1980.
The Whatcom County Auditor as ex officio supervisor of
elections in Whatcom County is hereby requested to also find the
existence of such emergency and to call and conduct said excess levy
election to be held within the district on said date and to submit
to the qualified electors of the district the proposition hereinafter
set forth.
The Secretary of the Board of Directors is hereby authorized
and directedto certify said proposition in the following form:

The polls for such General election shall be open from 7:00
o'clock a.m. to 8:00 o'clock p.m.
The Secretary of the Board of Directors is hereby
authorized and directed to deliver a certified copy of this
resolution to the Whatcom County Auditor.
ADOPTED by the Board of Directors of the Point Roberts
Park and Recreation District #1, Whatcom County, Washington, at a
special meeting thereof, held September 17, 1980, the following
directors being present and voting in favor of said resolution.

BEEN VOTED IN PRIOR TO THE SETTING OF LEVIES IN 1979.*
SEQUENCE
All property shall be subject to taxation at 12 o'clock noon on
January 1 each year (RCW 84.36.005-84.40.040) etc.
At present our assessment roll are closed for the Jan. 1, 1979
assessment year which is the basis of taxes to be collected
Feb. 15, 1980. The value is then multiplied by the levies
which are usually set by the second Monday in October (RCW 84.52.070.)*
or as soon thereafter as possible.
February 15th - (1980 property taxes can be paid on this date.)
These taxes are based on assessments made the previouse year (1979)
and levies voted in timely and certified for collection in 1980.

BE IT RESOLVED:— The Point Roberts Park and Recreation District,
years 1980-1981, request a levy to produce $12,000.00 (Twelve
Thousand Dollars) for necessary maintenance and operations at
the Point Roberts Community Park on Benson Road and the premises
known as School House Property.
A tract of land located in Section 3, Township 40 North, Range 3
West of W. M., described as
Commencing 338 feet East and 20 feet South of the Northeast
corner of Lot 4, Section 4, Township 40North, Range 3 West of W. M.,
Thence East 200 feet: thence South 193 feet: thence West 200 feet;
thence North 193 feet to Point of Beginning.
