READ ALL INSTRUCTIONS BEFORE VOTING OPEN THIS BALLOT GUIDE HOW TO VOTE Ballot Punchcard Punch chip completely out of Ballot Punchcard with a paper clip or similar device. 1. Remember to SIGN YOUR NAME on the outside of the MAILING envelope on the line under the Voter Affidavit. Your signature is compared to your signature on file with the County. 2. In the Ballot Guide, to the right of each measure is a number which is assigned to a position on your Ballot Card. 3. Use a paper clip, tooth pick or sharp pencil to punch out the pre -scored square located just above the number assigned to the measure. 4. After you have finished voting, place your Ballot Card in the Ballot Security Envelope. 5. Place the Ballot Security Envelope containing your voted ballot punchcard INSIDE THE PRE -ADDRESSED MAILING ENVELOPE. 6. Put a first-class stamp on the envelope and mail it so it is postmarked no later than the day of the election. The ballot will be counted if it is postmarked not later than election day and if it is received by the county auditor not later than the tenth day following any special election. 7. If you spoil your ballot or wish to change your vote, use the BALLOT GUIDE and with a pen make your selections. Return it in the Ballot Security Envelope instead of the ballot card. 8. WHEREAS, the money in and to be paid into the General Fund of Nooksack Valley School District No. 506, Whatcom County, Washington, during the 1998-1999 and 1999-2000 and 2000-2001 school years will be insufficient to enable the District to take care of all of its necessary financial obligations and to properly meet the educational needs of students attending the District's schools; and WHEREAS, in order to properly provide for said financial obligations and educational needs of the District for the next two successive school years, it is deemed necessary that a tax of approximately 3.13 per thousand dollars of assessed valuation (based on 100% of true and fair value) to provide $1,500,000.00 for the District's General Fund be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to be made in 1998 for collection in 1999 and that a tax of approximately 3.10 per thousand dollars of assessed valuation (based on 100% of true and fair value) to provide $1,675,000.00 for the District's General Fund be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to be made in 1999 for collection in 2000; and WHEREAS, the Constitution and laws of the State of Washington require that the question of whether or not such excess tax may be levied must be submitted to the qualified electors of the District for their- ratification or rejection, NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Nooksack Valley School District No. 506, Whatcom County, Washington, as follows: Section 1. It is hereby found and declared that the welfare of the students and other residents of the District requires the District to carry out the plans hereinafter provided. Section 2. In order to provide $1,500,000.00 for the General Fund of the District, a tax of approximately 3.13 per thousand dollars of assessed valuation (based on 100% of true and fair value) should be levied in 1998 for collection in 1999 upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors and that in order to provide a $1,675,000.00 for the General Fund of the District, a tax of approximately 3.10 per thousand of assessed valuation (based on 100% of true and fair value) should be levied in 1999 for collection in 2000 upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors. DEC 161991 Upon approval by the voters of Proposition No. 1 1iereinaffter set forth, the District may use the proceeds of such levies during the 1998-I999, 1999-2000, and 2000-2001 school years by incurring an indebtedness by the issuance of warrants against the General Fund of the District, and may expend the proceeds of said levies to pay such part of the general expenses of maintenance and operations of the District as may be authorized or allowed by law for the use of excess levy funds. Section 3. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the proposition of whether or not such excess taxes should be levied in 1998 and 1999 for their ratification or rejection at a special election to be held herein on February 3, 1998. The Whatcom County Auditor as ex officio supervisor of elections in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said special election to be held within the District on said date and to submit to the qualified electors of the District the proposition hereinafter set forth.
