mark, fold or punch the ballot punchcard except as
outlined in the instructions.

• A pre -addressed Return Envelope to return your

1. Remember to SIGN YOUR NAME on the outside of the
MAILING envelope on the line under the Voter Affidavit. Your
signature is compared to your signature on file with the
County.
2. In the Ballot Guide, to the right of each measure or candidate,
is a number which is assigned to a position on your Ballot
Card.
3. Use a paper clip, tooth pick or sharp pencil to punch out the
pre -scored square located just above the number assigned to
the candidate or measure.
4. Write in candidates may be voted for by using the space
provided on the flap attached to your ballot card. You must list
both the Name and Office of the write-in candidate and the
Political Party in Partisan races. Do not punch out a position
number for any other candidate for that office.
5. After you have finished voting, place your Ballot Card in the
Ballot Security Envelope.
6. Place the Ballot Security Envelope containing your voted
ballot punchcard INSIDE THE PRE -ADDRESSED MAILING
ENVELOPE.
7. Put a first-class stamp on the envelope and mail it so it is
postmarked no later than the day of the election.
8. If you spoil your ballot or wish to change you vote, use the
BALLOT GUIDE and with a pen make your selections. Return
it in the Ballot Security Envelope instead of the ballot card.

RESOLUTION NO. 4
A resolution of the Board of Directors of Nooksack Valley School
District No. 506, Whatcom County, Washington, providing for the submission
to the qualified electors of the District at a special election to be held
therein on February 6, 1996 of the proposition of whether or not there
should be levied an excess tax of approximately 2.95 per thousand dollars
of assessed valuation (based on 100% of true and fair value) to provide
$1,350,000.00 for the District's General Fund to pay part of the general
expenses of maintenance and operation of the District, such levy to be made
in 1996 for collection in 1997 and whether there should be levied a further
excess tax of approximately 2.88 per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $1,350,000.00 for the
District's General Fund to pay part of the general expenses of maintenance
and operation of the District, such levy to be made in 1997 for collection
in 1998.
WHEREAS, the money in and to be paid into the General Fund of Nooksack
Valley School District No. 506, Whatcom County, Washington, during the
1996-1997 and 1997-1998 and 1998-1999 school years will be insufficient to
enable the District to take care of all of its necessary financial
obligations and to properly meet the educational needs of students
attending the District's schools; and
WHEREAS, in order to properly provide for said financial obligations
and educational needs of the District for the next two successive school
years, it is deemed necessary that a tax of approximately 2.95 per thousand
dollars of assessed valuation (based on 100% of true and fair value) to
provide $1,350,000.00 for the District's General Fund be levied upon all of
the taxable property within the District in excess of the maximum annual
tax levy permitted by law to be levied for the District without a vote of
the electors, such levy to be made in 1996 for collection in 1997 and that
a tax of approximately 2.88 per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $1,350,000.00 for the
District's General Fund be levied upon all of the taxable property within
the District in excess of the maximum annual tax levy permitted by law to
be levied for the District without a vote of the electors, such levy to be
made in 1997 for collection in 1998; and
WHEREAS, the Constitution and laws of the State of Washington require
that the question of whether or not such excess tax may be levied must be
submitted to the qualified electors of the District for their ratification
or rejection,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Nooksack
Valley School District No. 506, Whatcom County, Washington, as follows:
Section 1. It is hereby found and decl. ed that the welfare of the

Section 2. In order to provide $1,350,000.00 for the General Fund of
the District, a tax of approximately 2.95 per thousand dollars of assessed
valuation (based on 100% of true and fair value) should be levied in 1996
for collection in 1997 upon all the taxable property within the District in
excess of the maximum annual tax levy permitted by law to be levied for the
District without a vote of the electors and that in order to provide a
$1,350,000.00 for the General Fund of the District, a tax of approximately
2.88 per thousand of assessed valuation (based on 100% of true and fair
value) should be levied in 1997 for collection in 1998 upon all the taxable
property within the District in excess of the maximum annual tax levy
permitted by law to be levied for the District without a vote of the
electors.
Upon approval by the voters of Proposition No. 1 hereinafter set
forth, the District may use the proceeds of such levies during the 1996-
1997, 1997-1998, and 1998-1999 school years by incurring an indebtedness by
the issuance of warrants against the General Fund of the District, and may
expend the proceeds of said levies to pay such part of the general expenses
of maintenance and operations of the District as may be authorized or
allowed by law for the use of excess levy funds.
Section 3. It is hereby found and declared that an emergency exists
requiring the submission to the qualified electors of the District of the
proposition of whether or not such excess taxes should be levied in 1996
and 1997 for their ratification or rejection at a special election to be
held herein on February 6, 1996.
The Whatcom County Auditor as ex officio supervisor of elections in
Whatcom County is hereby requested to also find the existence of such
emergency and to call and conduct said special election to be held within
the District on said date and to submit to the qualified electors of the
District the proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and
directed to certify said proposition in the following form:

WHEREAS, the money in and to be paid into the General Fund of Nooksack
Valley School District No. 506, Whatcom County, Washington, during the
1996-1997 and 1997-1998 and 1998-1999 school years will be insufficient to

District's General Fund be levied upon all of the taxable property within
the District in excess of the maximum annual tax levy permitted by law to
be levied for the District without a vote of the electors, such levy to be
made in 1997 for collection in 1998; and
