A resolution of the Board of Directors of Nooksack Valley School
District No. 506, Whatcom County, Washington, providing for the
submission to the qualified electors of the District at a special
election to be held therein on February 4, 1992 of the proposition
of whether or not there should be levied an excess tax of
approximately 2.99 per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $800,000.00 for
the District's General Fund to pay part of the general expenses
of maintenance and operation of the District, such levy to be
made in 1992 for collection in 1993 and whether there should be
levied a further excess tax of approximately 2.90 per thousand
dollars of assessed valuation (based on 100% of true and fair
value) to provide $800,000.00 for the District's General Fund to
pay part of the general expenses of maintenance and operation of
the District, such levy to be made in 1993 for collection in 1994.
WHEREAS, the money in and to be paid into the General Fund of Nooksack
Valley School District No. 506, Whatcom County, Washington, during the
1992-1993 and 1993-1994 and 1994-1995 school years will be insufficient to
enable the District to take care of all of its necessary financial
obligations and to properly meet the educational needs of students
attending the District's schools; and
WHEREAS, in order to properly provide for said financial obligations
and educational needs of the District for the next two successive school
years, it is deemed necessary that a tax of approximately 2.99 per thousand
dollars of assessed valuation (based on 100% of true and fair value) to
provide $800,000.00 for the District's General Fund be levied upon all of
the taxable property within the District in excess of the maximum annual
tax levy permitted by law to be levied for the District without a vote of
the electors, such levy to be made in 1992 for collection in 1993 and that
a tax of approximately 2.90 per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $800,000.00 for the
District's General Fund be levied upon all of the taxable property within
the District in excess of the maximum annual tax levy permitted by law to
be levied for the District without a vote of the electors, such levy to be
made in 1993 for collection in 1994; and
WHEREAS, the Constitution and laws of the State of Washington require
that the question of whether or not such excess tax may be levied must be
submitted to the qualified electors of the District for their ratification
or rejection,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Nooksack
Valley School District No. 506, Whatcom County, Washington, as follows:
Section 1. It is hereby found and declared that the welfare of the
students and other residents of the District requires the District to carry
out the plans hereinafter provided.
Section 2. In order to provide $800,000.00 for the General Fund of
the District, a tax of approximately 2.99 per thousand dollars of assessed
valuation (based on 100% of true and fair value) should be levied in 1992
for collection in 1993 upon all the taxable property within the District in
excess of the maximum annual tax levy permitted by law to be levied for the
District without a vote of the electors and that in order to provide a
$800,000.00 for the General Fund of the District, a tax of approximately
2.90 per thousand of assessed valuation (based on 100% of true and fair
value) should be levied in 1993 for collection in 1994 upon all the taxable
property within the District in excess of the maximum annual tax levy
permitted by law to be levied for the District without a vote of the
electors.
Upon approval by the voters of Proposition No. 1 hereinafter set
forth, the District may use the proceeds of such levies during the 1992-
1993, 1993-1994, and 1994-1995 school years by incurring an indebtedness by
the issuance of warrants against the General Fund of the District, and may
expend the proceeds of said levies to pay such part of the general expenses
of maintenance and operations of the District as may be authorized or
allowed by law for the use of excess levy funds.
Section 3. It is hereby found and declared that an emergency exists
requiring the submission to the qualified electors of the District of the
proposition of whether or not such excess taxes should be levied in 1992
and 1993 for their ratification or rejection at a special election to be
held herein on February 4, 1992.
The Whatcom County Auditor as ex officio supervisor of elections in
Whatcom County is hereby requested to also find the existence of such
emergency and to call and conduct said special election to be held within
the District on said date and to submit to the qualified electors of the
District the proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and
directed to certify said proposition in the following form:

purposed by levied for Nooksack Valley School
District's General Fund upon all taxable property
within the District: approximately 2.99 per
$1,000.00 assessed value (based on 100% of true
and fair value) to provide $800,000.00 for 1993
collection; and approximately 2.90 per $1,000.00
assessed value (based on 100% of true and fair
value) to provide $800,000.00 for 1994 collection
as specified in District Resolution

directed to deliver a certified copy of this resolution to the Whatcom
County Auditor.
ADOPTED by the Board of Directors of Nooksack Valley School District
No. 506, Whatcom County, Washington, at a regular open public meeting
thereof, held December 12, 1991, the following Directors being present and
voting therefore.
