The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the Special Election held
February 9, 2016, within the boundaries of Mount Baker School District 507, Whatcom County, State
of Washington.
The proposition concerned a replacement educational programs and operations levy. The proposition
authorizes the District to levy excess taxes to replace an expiring levy, for collection in years 2017,
2018, 2019, and 2020, on all taxable property within the District to support the District's educational
programs and daily operations, including teachers, staff, classroom materials, and textbooks.
Based on the criteria for passage which was supplied by the district, the measure Passed.

Filing a Proposed Ballot Measure for Inclusion in
Election
(AUDITOR'S OFFICE - Elections)
This procedure applies to Auditor's Staff, the Prosecuting Attorney, the Assessor's Office, and
representatives of the cities and districts submitting a proposed ballot measure.
Actions by Cities and District Representative:
1. Submits proposed ballot measure (considered ballot title) together with the ballot measure
1 cover sheet, an explanatory statement for the Local Voter Pamphlet prepared by legal
counsel, and the "For" and "Against" committee appointments to the Auditor's Office. Must
be submitted at least 60 days prior to the election date for a special election, no later than
the Friday immediately before the first day of regular candidate filing for the primary election,
or no later than the day of the primary for a general election.
Actions by Election Clerk:
If received by mail or courier (e.g., Fourth Corner Network), date stamps Ballot Measure
Cover Sheet and the first page of the resolution. Gives to Office Coordinator to complete
steps 4-6.
If received over the counter, date stamps Ballot Measure Cover Sheet and the first page of
the resolution.
4. Verifies that:
• the Ballot Measure Cover Sheet (FRM #AU270090F) is complete and all
documentation requested is attached,
• the date of the election is stated in the resolution
Prepares Ballot Measure Receipt. Notes any information from the Ballot Measure Cover
sheet that is missing, if any (See FRM #AU470090A). Fills in the submittal deadline date
(resolution deadline date) if there is missing information. Makes a copy for file and gives
original to filer.
\.,Provides local voter pamphlet information (Committee Statement Deadlines &
�f Requirements and the Committee Statement Form) to submitter.

Voting Yes for this levy maintains funding that represents 23% of the Mount Baker School District
budget. These levy funds help reduce class size, support school security and college/career prep
programs. This levy also supports after school tutoring, late bus transportation, extra -curricular arts
programs and our Mount Baker sports programs.
It is crucial to preserve current school district funding levels to ensure that these important programs
and supports stay available to all students.
This levy request is calculated at the same level as the 2012 levy which was approved by voters.
The overall rate per thousand collected the by school district if this levy is approved is less in the
first year than the rate per thousand collected by the school district in 2006. This stability is due to
sound fiscal management and the retirement of all of the school districts school construction bonds.
EP&O levies maintain local support for our students and have been. consistently supported by
parents, residents and businesses in the Mount Baker School District. Let�.s renew our commitment
to children, schools and our community. Vote Yes for schools!

Explanatory Statement —Proposition No. 1

Passage of Proposition No.Awould allow the levy of: $5,800,000 in property taxes within the Mount
Baker School District No. 507 for collection in 2017, $5,880,000 in 2018, $5,970,000 in 2019, and $6,060,000 in
2020. This levy replaces an expiring levy, and, in accordance with Resolution No. 15/16:3, would be used to
pay certain costs of District education programs and operations support. Based upon projected information,
estimated levy rates per $1,000 of assessed value may be $3.95 (2017 collection), $4.00 (2018), $4.06 (2019),
and $4.12 (2020). The exact levy rate will be determined at the time of the levy.

A RESOLUTION of the Board of Directors of Mount Baker School District No. 507, Whatcom County,
Washington, providing for the submission to the qualified electors of the District at a special election to be
held therein on February 9, 2016, of the proposition of whether excess taxes should be levied in the amount of
$5,800,000 in 2016 for collection in 2017, $5,880,000 in 2017 for collection in 2018, $5,970,000 in 2018 for
collection in 2019, and $6,060,000 in 2019 for collection in 2020, said excess taxes to pay part of the cost of
education programs and maintenance and operations support of the District.
WHEREAS, Mount Baker School District No. 507, Whatcom County, Washington (the "District"), for the past
four years has had in effect a maintenance and operations levy to enable the District to pay for its educational
programs and services, including teaching, school supplies, technology, athletics, buildings and transportation;
and
WHEREAS, the current maintenance and operations levies expire this year; and
WHEREAS, the money in and to be paid into the General Fund of the District during the 2016-2017, 2017-
2018, 2018-2019, 2019-2020, and 2020-2021 school years will be insufficient to enable the District to pay for
necessary educational programs and operations and to properly meet the educational needs of the students
attending District schools; and
WHEREAS, to provide properly for such educational programs and operations and educational needs, the
Board of Directors of the District deems it necessary to levy the following taxes upon all of the taxable
property within the District above the maximum annual tax levy permitted by law to be levied within the
District without a vote of the electors:
A. A tax of approximately $3.95 per thousand dollars of assessed valuation to provide $5,800,000,
said levy to be made in 2016 for collection in 2017;
B. A tax of approximately $4.00 per thousand dollars of assessed valuation to provide $5,880,000,
said levy to be made in 2017 for collection in 2018;
C. A tax of approximately $4.06 per thousand dollars of assessed valuation to provide
$5,970,000, said levy to be made in 2018 for collection in 2019; and
D. A tax of approximately $4.12 per thousand dollars of assessed valuation to provide $6,060,000,
said levy to be made in 2019 for collection in 2020.
WHEREAS, the Constitution and laws of the State of Washington require that the question of whether such
excess taxes may be levied must be submitted to the qualified electors of the District for their ratification or
rejection;

NOW THEREFORE BE IT RESOLVED, that the Board of Directors of Mount Baker School District No. 507 as
follows:
Section 1 - The following taxes for the District's General Fund should be levied upon
all of the taxable property within the District above the maximum annual tax levy permitted by law to be levied
within the District without a vote of the electors:
A. $5,800,000, said levy to be made in 2016 for collection in 2017;
B. $5,880,000, said levy to be made in 2017 for collection in 2018;
C. $5,970,000, said levy to be made in 2018 for collection in 2019; and
D. $6,060,000, said levy to be made in 2019 for collection in 2020.
The estimated levy rate depends upon the final dollar amount of assessed value of the property within
the District. At this time, based upon information provided by the County Assessor's office, the
estimated levy rate for the 2017 levy is $3.95 per thousand dollars of assessed valuation, the estimated
levy rate for the 2018 levy is $4.00 per thousand dollars of assessed valuation, the estimated levy rate
for the 2019 levy is $4.06 per thousand dollars of assessed valuation, and the estimated levy rate for the
2020 levy is $4.12 per thousand dollars of assessed valuation. The exact levy rate shall be adjusted
based upon the actual assessed value of the property within the District at the time of the levy. Upon
approval by the voters of the proposition substantially in the form set forth below, the District may use
the proceeds of said levies during the levies during the 2016-2017, 2017-2018, 2018-2019, 2019-2020,
and 2020-2021 school years by incurring an indebtedness by the issuance of short term obligations
against the General Fund of the District, as authorized by Chapter 39.50 RCW, and may expend the
proceeds of said levies to pay such part of the general expenses of maintenance and operations of the
District during such school years as may be authorized or allowed by law for the use of excess levy funds.
Section 2 - It is hereby found and declared that the best interests of the District require
the submission to the qualified electors of the District of the proposition of whether the District shall levy such
excess tax for their ratification or rejection at a special election to be held therein on February 9, 2016.
The Whatcom County Auditor, as ex officio supervisor of elections in Whatcom County, Washington, is
hereby requested to call and conduct the special election to be held within the District on the date and to
submit to the qualified electors of the District the proposition substantially in the form hereinafter set
forth. The Secretary of the Board of Directors is hereby authorized and directed to certify the proposition
substantially in the following form:

property within the District above the maximum annual tax levy permitted by law to be levied within the
District without a vote of the electors:
A. A tax of approximately $3.95 per thousand dollars of assessed valuation to provide $5,800,000,
said levy to be made in 2016 for collection in 2017;
B. A tax of approximately $4.00 per thousand dollars of assessed valuation to provide $5,880,000,
said levy to be made in 2017 for collection in 2018;
C. A tax of approximately $4.06 per thousand dollars of assessed valuation to provide
$5,970,000, said levy to be made in 2018 for collection in 2019; and
D. A tax of approximately $4.12 per thousand dollars of assessed valuation to provide $6,060,000,
said levy to be made in 2019 for collection in 2020.
WHEREAS, the Constitution and laws of the State of Washington require that the question of whether such
excess taxes may be levied must be submitted to the qualified electors of the District for their ratification or
rejection;

NOW THEREFORE BE IT RESOLVED, that the Board of Directors of Mount Baker School District No. 507 as
follows:
Section 1 - The following taxes for the District's General Fund should be levied upon
all of the taxable property within the District above the maximum annual tax levy permitted by law to be levied
within the District without a vote of the electors:
A. $5,800,000, said levy to be made in 2016 for collection in 2017;
B. $5,880,000, said levy to be made in 2017 for collection in 2018;
C. $5,970,000, said levy to be made in 2018 for collection in 2019; and
D. $6,060,000, said levy to be made in 2019 for collection in 2020.
The estimated levy rate depends upon the final dollar amount of assessed value of the property within
the District. At this time, based upon information provided by the County Assessor's office, the
estimated levy rate for the 2017 levy is $3.95 per thousand dollars of assessed valuation, the estimated
levy rate for the 2018 levy is $4.00 per thousand dollars of assessed valuation, the estimated levy rate
for the 2019 levy is $4.06 per thousand dollars of assessed valuation, and the estimated levy rate for the
2020 levy is $4.12 per thousand dollars of assessed valuation. The exact levy rate shall be adjusted
based upon the actual assessed value of the property within the District at the time of the levy. Upon
approval by the voters of the proposition substantially in the form set forth below, the District may use
the proceeds of said levies during the levies during the 2016-2017, 2017-2018, 2018-2019, 2019-2020,
and 2020-2021 school years by incurring an indebtedness by the issuance of short term obligations
against the General Fund of the District, as authorized by Chapter 39.50 RCW, and may expend the
proceeds of said levies to pay such part of the general expenses of maintenance and operations of the
District during such school years as may be authorized or allowed by law for the use of excess levy funds.
Section 2 - It is hereby found and declared that the best interests of the District require
the submission to the qualified electors of the District of the proposition of whether the District shall levy such
excess tax for their ratification or rejection at a special election to be held therein on February 9, 2016.
The Whatcom County Auditor, as ex officio supervisor of elections in Whatcom County, Washington, is
hereby requested to call and conduct the special election to be held within the District on the date and to
submit to the qualified electors of the District the proposition substantially in the form hereinafter set
forth. The Secretary of the Board of Directors is hereby authorized and directed to certify the proposition
substantially in the following form:
