The Mount Baker School District maintains a commitment to educational improvement. Local
levy funding supports educational, maintenance, and equipment replacement programs not
funded by the State of Washington. Classroom instructional materials, maintenance of current
class size, and school improvement funding are included in this request. Additionally, this
funding will help the district offset increased operating costs for which there is no other
revenue source.

NOW, THEREFORE, BE IT RESOLVED THAT:
Section 1: The Board hereby determines that the welfare of the students and other residents of the
District requires the District to place before the qualified electors of the District, for their approval
or rejection, the issue of whether excess property taxes should be levied within the District to pay a
portion of the District's maintenance and operation expenses.
Section 2: To provide money to pay a portion of the District's maintenance and operation expenses
as described in Section 3 below, the following taxes for the District's General Fund shall be levied
upon all taxable property within the Distriin excess of the maximum annual tax levy permitted by

law without voter approval.

Section 3: If the proposition specified in Section 6 below is approved by the qualified electors of
the District as required by the Constitution and the laws of the State, the District shall be authorized
to use such levy proceeds during the 2009-2010, 2010-2011, 2011-2012, and 2012-2013 school
years to pay such part of the District's maintenance and operation expenses as may be authorized or
allowed by law for the use of such levies.
Section 4: Upon approval of such proposition, the District may issue warrants or other lawful
indebtedness against the District's General Fund for such maintenance and operation expenses.
Section 5: The Board hereby finds and declares that an emergency exists due to the District's need
to provide for the maintenance and operation of the District as described in Section 3 above, which
emergency requires the approval or rejection by the qualified electors of the District at a special
election to be held on March 11, 2008, of the proposition of whether or not the District shall levy
such excess property taxes.
Section 6: The Whatcom County Auditor, as ex officio Supervisor of Elections for the District, is
also hereby requested to find the existence of such emergency; to deem the same to exist; to call
and conduct such special election to be held within the District on Tuesday, March 11, 2008; and to
submit to the qualified electors of the District the proposition in substantially the form presented in
Exhibit A-1.
Section 7: The special election will be held on Tuesday, March 11, 2008. Polling places, if any,
will be open from 7:00 a.m. and will remain open until 8:00 p.m., when they will close.
Section S: The locations of the polling places, if any, shall be as specified by the Whatcom County
Auditor, as ex officio Supervisor of Elections for the District.
Section 9: A notice of special election substantially in the form set forth in Exhibit "A" attached
hereto and by reference incorporated herein shall be published at least once, which publication shall
take place not more than ten days nor less than three days prior to the date of such election. Such
publication shall be in a newspaper of general circulation within the District.
Section 10: The Secretary to the Board is hereby directed to deliver a certified copy of this
Resolution to the Whatcom County Auditor at least 45 days before the date for the special election.
Section 11: All resolutions in conflict with this Resolution are hereby repealed in their entirety.
Section 12: This Resolution shall take effect immediately upon adoption.

507, Whatcom County, Washington, at a regular meeting thereof, held on January 10, 2008.

NOTICE IS HEREBY GIVEN that a special election will be held within Mount Baker School
District No. 507, Whatcom County, Washington (the "District"), on
TUESDAY, March 11, 2008
on such date for the purpose of submitting to the qualified electors, for their approval or rejection, the
proposition of whether excess property taxes should be levied within the District in 2008 as part of the
tax to be collected in 2009, in 2009 as part of the tax to be collected in 2010, in 2010 as part of the tax

Washington, by Resolution No. 07/8:10, adopted January 10, 2008, a certified copy of which has been
delivered to the undersigned, has found that an emergency exists requiring the holding of a special
election on March 11, 2008; and
WHEREAS, such Board by such Resolution has authorized and directed the undersigned to assume
jurisdiction of and to conduct such special election within the District;
NOW, THEREFORE, it is hereby authorized and ordered as follows:
The undersigned concurs in the finding of an emergency and does hereby assume jurisdiction
of the above -mentioned special election of Mount Baker School District No. 507, Whatcom
County, Washington, authorized and ordered by Resolution No. 07/08:10 of its Board of
Directors, adopted on January 10, 2008, and will conduct such special election to be held on

WHATCOM COUNTY, WASHINGTON, CALLING A SPECIAL
ELECTION IN ORDER TO SUBMIT TO THE QUALIFIED ELECTORS OF
THE DISTRICT THE PROPOSITION OF WHETHER EXCESS PROPERTY
TAXES SHOULD BE LEVIED TO PAY A PORTION OF, THE DISTRICT'S
MAINTENANCE AND OPERATION EXPENSES; AND PROVIDING FOR
OTHER MATTERS PROPERLY RELATING THERETO.
WHEREAS, Mount Baker School District No. 507, Whatcom County, Washington (the
"Di ::tiict"), is a first-class school district duly organized and existing under and by virtue of the
Constitution and the laws of the state of Washington (the "State");
WHEREAS, pursuant to RCW 84.52.053, the District may authorize a four-year excess levy for
maintenance and operation purposes when authorized to do so by a simple majority of the qualified
electors of the District;
WHEREAS, the Board of Directors of the District (the "Board") hereby determines that the money
in and to be paid into the District's General Fund during the 2009-2010, 2010-2011, 2011-2012, and
2012-2013 school years will be insufficient to enable the District to meet all of its maintenance and
operation needs;
WHEREAS, to provide properly for such maintenance and operat* n ds, the Board hereby
deems it necessary and advisable Z .g 3 o
(1) That an excess tax of approximately $2.853 per $1,00 , assessed valuation, to provide
an aggregate amount of $4,130,000, be levied in 2008 as part of the taxes to be collected
in 2009 and;
(2) That an excess tax of approximately $2.815 per $1,000 of assessed valuation, to provide
an aggregate amount of $4,148,000, be levied in 2009 as part of the taxes to be collected
in 2010, and;
(3) That an excess tax of approximately $2.797 per $1,000 of assessed valuation, to provide
an aggregate amount of $4,164,000, be levied in 2010 as part of the taxes to be collected
in 2011, and;
(4) That an excess tax of approximately $2.702 per $1,000 of assessed valuation, to provide
an aggregate amount of $4,345,000, be levied in 2011 as part of the taxes to be collected
in 2012, and;
(5) That such excess taxes be for the District's General Fund to pay a portion of the
District's maintenance and operation expenses;
WHEREAS, the Constitution and the laws of the State require that the proposition of whether or
not such excess taxes may be levied must be submitted to the qualified electors of the District for
their approval or rejection; and
WHEREAS, the Board deems it necessary and advisable to place the proposition for such excess
tax levies before the qualified electors of the District at an election to be held within the District on
March 11, 2008;
NOW, THEREFORE, BE IT RESOLVED THAT:
Section 1: The Board hereby determines that the welfare of the students and other residents of the
District requires the District to place before the qualified electors of the District, for their approval
or rejection, the issue of whether excess property taxes should be levied within the District to pay a
portion of the District's maintenance and operation expenses.
Section 2: To provide money to pay a portion of the District's maintenance and operation expenses
as described in Section 3 below, the following taxes for the District's General Fund shall be levied
upon all taxable property within the Distrrvy
ess of the maximum annual tax levy permitted by
law without voter approval.

Section 3: If the proposition specified in Section 6 below is approved by the qualified electors of
the District as required by the Constitution and the laws of the State, the District shall be authorized
to use such levy proceeds during the 2009-2010, 2010-2011, 2011-2012, and 2012-2013 school
years to pay such part of the District's maintenance and operation expenses as may be authorized or
allowed by law for the use of such levies.
Section 4: Upon approval of such proposition, the District may issue warrants or other lawful
indebtedness against the District's General Fund for such maintenance and operation expenses.
Section 5: The Board hereby finds and declares that an emergency exists due to the District's need
to provide for the maintenance and operation of the District as described in Section 3 above, which
emergency requires the approval or rejection by the qualified electors of the District at a special
election to be held on March 11, 2008, of the proposition of whether or not the District shall levy
such excess property taxes.
Section 6: The Whatcom County Auditor, as ex officio Supervisor of Elections for the District, is
also hereby requested to find the existence of such emergency; to deem the same to exist; to call
and conduct such special election to be held within the District on Tuesday, March 11, 2008; and to
submit to the qualified electors of the District the proposition in substantially the form presented in
Exhibit A-1.
Section 7: The special election will be held on Tuesday, March 11, 2008. Polling places, if any,
will be open from 7:00 a.m. and will remain open until 8:00 p.m., when they will close.
Section 8: The locations of the polling places, if any, shall be as specified by the Whatcom County
Auditor, as ex officio Supervisor of Elections for the District.
Section 9: A notice of special election substantially in the form set forth in Exhibit "A" attached
hereto and by reference incorporated herein shall be published at least once, which publication shall
take place not more than ten days nor less than three days prior to the date of such election. Such
publication shall be in a newspaper of general circulation within the District.
Section 10: The Secretary to the Board is hereby directed to deliver a certified copy of this
Resolution to the Whatcom County Auditor at least 45 days before the date for the special election.
Section 11: All resolutions in conflict with this Resolution are hereby repealed in their entirety.
Section 12: This Resolution shall take effect immediately upon adoption.

NOTICE IS HEREBY GIVEN that a special election will be held within Mount Baker School
District No. 507, Whatcom County, Washington (the "District"), on
TUESDAY, March 11, 2008
on such date for the purpose of submitting to the qualified electors, for their approval or rejection, the
proposition of whether excess property taxes should be levied within the District in 2008 as part of the
tax to be collected in 2009, in 2009 as part of the tax to be collected in 2010, in 2010 as part of the tax
to be collected in 2011, in 2011 as part of the tax to be collected in 2012, for the purpose of providing
money to pay such portion of the District's general maintenance and operation expenses, all as more

EXPLANATORY STATEMENT (for use in Voter Information packet or similar venues):
The Mount Baker School District maintains a commitment to educational improvement. Local
levy funding supports educational, maintenance, and equipment replacement programs not
funded by the State of Washington. Classroom instructional materials, maintenance of current
class size, and school improvement funding are included in this request. Additionally, this
funding will help the district offset increased operating costs for which there is no other
revenue source.

WHEREAS, the undersigned, as the duly elected, qualified and acting Auditor of Whatcom
County, Washington, has jurisdiction of and is required by law to conduct all special elections for

WHEREAS, the Board of Directors of Mount Baker School District No. 507, Whatcom County,
Washington, by Resolution No. 07/8:10, adopted January 10, 2008, a certified copy of which has been
delivered to the undersigned, has found that an emergency exists requiring the holding of a special
election on March 11, 2008; and
WHEREAS, such Board by such Resolution has authorized and directed the undersigned to assume
jurisdiction of and to conduct such special election within the District;
NOW, THEREFORE, it is hereby authorized and ordered as follows:
The undersigned concurs in the finding of an emergency and does hereby assume jurisdiction
of the above -mentioned special election of Mount Baker School District No. 507, Whatcom
