The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the Special Election held
February 9, 2016, within the boundaries of Meridian School District 505, Whatcom County, State of
Washington.
The proposition concerned a replacement educational maintenance and operations levy. The
proposition authorizes the District to levy excess taxes to replace an expiring levy, for collection in
years 2017, 2018, 2019, and 2020, on all taxable property within the District to support the District's
educational maintenance and operations.
Based on the criteria for passage which was supplied by the district, the measure Passed.

Filing a Proposed Ballot Measure for Inclusion in
Election
(AUDITOR'S OFFICE — Elections)
This procedure applies to Auditor's Staff, the Prosecuting Attorney, the Assessor's Office, and
representatives of the cities and districts submitting a proposed ballot measure.
Actions by Cities and District Representative:
1. Submits proposed ballot measure (considered ballot title) together with the ballot measure
cover sheet, an explanatory statement for the Local Voter Pamphlet prepared by legal
counsel, and the "For" and "Against" committee appointments to the Auditor's Office. Must
be submitted at least 60 days prior to the election date for a special election, no later than
the Friday immediately before the first day of regular candidate filing for the primary election,
or no later than the day of the primary for a general election.
Actions by Election Clerk:
2. If received by mail or courier (e.g., Fourth Corner Network), date stamps Ballot Measure
Cover Sheet and the first page of the resolution. Gives to Office Coordinator to complete
steps 4-6.
Q 3. If received over the counter, date stamps Ballot Measure Cover Sheet and the first page of
�J the resolution.
4. Verifies that:
• the Ballot Measure Cover Sheet (FIRM #AU270090F) is complete and all
documentation requested is attached,
the date of the election is stated in the resolution
5. Prepares Ballot Measure Receipt. Notes any information from the Ballot Measure Cover
sheet that is missing, if any (See FIRM #AU470090A). Fills in the submittal deadline date
(resolution deadline date) if there is missing information. Makes a copy for file and gives
original to filer.
�Q6. Provides local voter pamphlet information (Committee Statement Deadlines &
�) Requirements and the Committee Statement Form) to submitter.
7. Gives all materials to Office Coordinator.

If Your City/District Will Be Putting a Measure on the Ballot in 2016:
Depending on the type of ballot measure, there may be a requirement for a minimum 40%
turnout based on the voter turnout of the previous year's General Election (November 3,
2015). It is up to the attorney for the city/district to determine if that minimum turnout is
required.

A RESOLUTION of the Board of Directors of Meridian School District
No. 505, Whatcom County, Washington, providing for the submission to the
qualified electors of the District at a special election to be held therein on
February 9, 2016, of the proposition of whether excess taxes should be levied
of $4,150,000 in 2016 for collection in 2017, $4,200,000 in 2017 for
collection in 2018, $4,225,000 in 2018 for collection in 2019, and $4,250,000
in 2019 for collection in 2020, said excess taxes to pay part of the cost of
education programs and operations support of the District.
WHEREAS, Meridian School District No. 505, Whatcom County, Washington (the
"District"), for the past four years has had in effect a maintenance and operations levy in order to
enable the District to pay for its educational programs and services including, but not limited to,
teaching, school supplies, technology, athletics, buildings and transportation; and
WHEREAS, the current maintenance and operations levies expire this year; and
WHEREAS, the money in and to be paid into the General Fund of the District during the
2016-2017, 2017-2018, 2018-2019, 2019-2020, and 2020-2021 school years will be insufficient
to enable the District to pay for necessary maintenance and operations and to properly meet the
educational needs of the students attending District schools; and
WHEREAS, in order to properly provide for such maintenance and operations and such
educational needs, the Board of Directors of the District deems it necessary to levy the following
taxes upon all of the taxable property within the District in excess of the maximum annual tax
levy permitted by law to be levied within the District without a vote of the electors;
A. A tax of approximately $4.13 per thousand dollars of assessed valuation to
provide $4,150,000, said levy to be made in 2016 for collection in 2017;
B. A tax of approximately $4.18 per thousand dollars of assessed valuation to
provide $4,200,000 said levy to be made in 2017 for collection in 20185
C. A tax of approximately $4.20 per thousand dollars of assessed valuation to
provide $4,225,000 said levy to be made in 2018 for collection in 2019;
and
D. A tax of approximately $4.23 per thousand dollars of assessed valuation to
provide $4,250,000 said levy to be made in 2019 for collection in 2020;
WHEREAS, the Constitution and laws of the State of Washington require that the
question of whether or not such excess taxes may be levied must be submitted to the qualified
electors of the District for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
MERIDIAN SCHOOL DISTRICT NO.505, WHATCOM COUNTY, WASHINGTON, as
follows:
Section 1. The following taxes for the District's General Fund should be levied upon
all of the taxable property within the District in excess of the maximum annual tax levy
permitted by law to be levied within the District without a vote of the electors:
A. $4,150,000, said levy to be made in 2016 for collection in 2017;
B. $4,200,000, said levy to be made in 2017 for collection in 2018;
C. $4,225,000, said levy to be made in 2018 for collection in 2019; and
D. $4,250,000, said levy to be made in 2019 for collection in 2020.
The estimated levy rate depends upon the final dollar amount of assessed value of the
property within the District. At this time, based upon information provided by the Whatcom
County Assessor's office, the estimated levy rate for the 2016 levy is $4.13 per thousand dollars
of assessed valuation, the estimated levy rate for the 2017 levy is $4.18 per thousand dollars of
assessed valuation, the estimated levy rate for the 2018 levy is $4.20 per thousand dollars of
assessed valuation, and the estimated levy rate for the 2019 levy is $4.23 per thousand dollars of
assessed valuation. The exact levy rate shall be adjusted based upon the actual assessed value of
the property within the District at the time of the levy. Upon approval by the voters of the

proposition substantially in the form set forth below, the District may use the proceeds of said
levies during the 2016-2017, 2017-2018, 2018-2019, 2019-2020, and 2020-2021 school years by
incurring an indebtedness by the issuance of short term obligations against the General Fund of
the District, as authorized by Chapter 39.50 RCW, and may expend the proceeds of said levies to
pay such part of the general expenses of maintenance and operations of the District during such
school years as may be authorized or allowed by law for the use of excess levy funds.
Section 2. It is hereby found and declared that the best interests of the District require
the submission to the qualified electors of the District of the proposition of whether or not the
District shall levy such excess tax for their ratification or rejection at a special election to be held
therein on February 9, 2016.
The Whatcom County Auditor, as ex officio supervisor of elections in Whatcom County,
Washington, is hereby requested to call and conduct said special election to be held within the
District on said date and to submit to the qualified electors of the District the proposition
substantially in the form hereinafter set forth. The Secretary of the Board of Directors is hereby
authorized and directed to certify said proposition substantially in the following form:

Replacement Levy Election - February 9, 2016
In February of 2016, voters in the Meridian School District will be asked to replace a four-year Maintenance and
Operations Leary. Voters approved a levy in 2012 which expires in 2016. The replacement of this levy that will be put
before the voters in February will be for the years 2017-2020. In the Meridian School District the Maintenance and
Operations Levy supports approximately 22% of the day-to-day operations of the District. (Please see the attached
Leery Fact Sheet) If you would like specific information regarding the levy or Meridian School District finances, please
contact our Superintendent, Tom Churchill at tchurchillOmeri&an.tyednet. edu or at 398-7111.
Recent legislation requires the District to appoint two committees of up to three members each for the purpose of
preparing statements both for and against the Letiry Ballot Measure for the Voters Pamphlet. Anyone interesting in
participating in this activity is encouraged to contact the District Office at 398-7111.
