1-SIGN-YOUR NAME on the Outside of the MAILING
envelope below the Voter Affidavit. If you are unable
to sign your name, you must make an identifying
mark and have two people sign as witnesses next to
your mark.
2. In this Ballot Guide, to the right of each measure or
candidate, is a number which is assigned to a
position on your Ballot Card.
3. Use a paper clip, tooth pick or sharp pencil to punch
out the pre -scored square located just above the
number assigned to the candidate or measure.
4. Write -In candidates may be voted for by using the
space provided on the Security Flap attached to your
ballot card. You must list both the Name of the
person, the Office Title and the Political Party in
partisan races you wish to vote for. DO NOT punch
out any other position number for that office.
5. After you have finished voting, place your Ballot in
the Ballot Security Envelope.
6. Place the Security Envelope containing your Ballot
into the Pre -addressed Mailing Envelope.
7. Put a first-class stamp on the envelope and mail it so
it is postmarked no later than the day of the Election.
Your ballot will be counted if received in the Election
Office no later than the 9th day after a Special or
Primary, OR the 14th day after a General Election.
You may deposit your ballot at the Election Office at
311 Grand Ave. #103, Bellingham any day but no
later than 8:00 pm Election Day. OR at any open Poll
Site on Election Day.
8. If you spoil your ballot, cross out the incorrect vote
and vote the correct one OR you may request a
replacement ballot by contacting the Auditor's Office.

for Proposition No. 1 of the Meridian School District School Support Levy, as presented
by the District's Resolution No. 4-04, copy enclosed, and find it to be in compliance with
statutory form requirements.

MAINTENANCE AND OPERATIONS LEVY
RESOLUTION NO. 4-04
A RESOLUTION of the board of Directors of Meridian School
District No. 505, Whatcom County, Washington, providing for
the submission to the qualified electors of the district at a special
election to be held therein on April 27, 2004 of a proposition of
whether an excess tax of $1,820,000 should be levied in 2004 for
collection in 2005, and whether an excess tax of $1,875,000
should be levied in 2005 for collection in 2006, and whether an
excess tax of $1,930,000 should be levied in 2006 for collection
in 2007, and whether an excess tax of $1,990,000 should be
levied in 2007 for collection in 2008, said excess taxes being for
the District's General Fund to pay part of the general expenses of
maintenance and operation support of the District.
WHEREAS, the money in and to be paid into the General Fund of Meridian School
District No. 505, Whatcom County, Washington (the "District"), during the 2004-2005,
2005-2006, 2006-2007, 2007-2008, and 2008-2009 school years will be insufficient to enable
the District to pay for necessary maintenance and operation expenses and to properly meet
the educational needs of the students attending District schools; and
WHEREAS, in order to properly provide for such maintenance and operation expenses
and to meet such educational needs, the Board of Directors of Meridian School District No.
505, Whatcom County, Washington (the "Board of Directors"), deems it necessary to levy
the following taxes for the District's General Fund upon all of the taxable property within the
District in excess of the maximum annual tax levy permitted by law to be levied within the
District without a vote of the electors:
A. A tax of approximately $3.26 per one thousand dollars of assessed
valuation to provide $1,820,000, said levy to be made in 2004 for
collection in 2005; and

B. A tax of approximately $3.26 per one thousand dollars of assessed
valuation to provide $1,875,000, said levy to be made in 2005 for
collection in 2006; and

collection in 2007; and
D. A tax of approximately $3.26 per one thousand dollars of assessed
valuation to provide $1,990,000, said levy to be made in 2007 for
collection in 2008; and
WHEREAS, the Constitution and laws of the State of Washington require that the
question of whether or not such excess taxes may be levied must be submitted to the
qualified electors of the District for their ratification or rejection;
NOW THEREFORE, BE IT RESOLVED by the board of Directors of Meridian School
District No. 505, Whatcom County, Washington, as follows:
Section 1. The following taxes for the District's General Fund should be levied upon
all of the taxable property within the District in excess of the maximum annual tax levy
permitted by law to be levied within the district without a vote of the electors:
A. A tax of approximately $3.26 per one thousand dollars of assessed
valuation to provide $1,820,000, said levy to be made in 2004 for
collection in 2005;
B. A tax of approximately $3.26 per one thousand dollars of assessed

Upon approval by the voters of Proposition No. 1 set forth below, the District may use
the proceeds of said levies during the 2004-2005, 2005-2006, 2006-2007, 2007-2008, and
2008-2009 school years by incurring indebtedness by the issuance of short term obligations
against the General Fund of the District, as authorized by RCW 39.50, and may expend the
proceeds of said levies to pay such part of the general expenses of maintenance and operation
of the District during such school years as may be authorized or allowed by law for the use of
excess levy funds.
Section 2. It is hereby found and declared that an emergency exists requiring the
submission to the qualified electors of the District of the proposition as to whether or not the
District shall levy such excess taxes for their ratification or rejection at a special election to
be held therein on April 27, 2004.
The Whatcom County Auditor, as supervisor of elections in Whatcom County, Washington,
is hereby requested to find the existence of such an emergency and to call and conduct said
special election to be held within the District on said date and to submit to the qualified
electors of the District the proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and directed to certify said
proposition to the Whatcom County Auditor as supervisor of elections in Whatcom County,
Washington, in the following form:

District No. 505, Whatcom County, Washington (the "District"), and keeper of the records of
the Board of Directors (the "Board"), DO HEREBY CERTIFY:
1. That the attached resolution is true and correct copy of Resolution No. 4-04 of the Board
(the "Resolution"), duly adopted at a regular meeting thereof held on the 10`h day of
March, 2004.
2. That said meeting was duly convened and held in all respects in accordance with law, and
to the extent required by law, due and proper notice of such meeting was given; that a
legal quorum was present throughout the meeting and legally sufficient number of
members of the Board voted in the proper manner for the adoption of the Resolution; that
all other requirements and proceedings incident to the proper adoption of the Resolution
