The Canvass Board scheduled the recount at its meeting of February 15. The Counting Board was scheduled to meet at 8:30 a.m., Wednesday, February 20, 2002. Rich and Pete opened the transfer and the 2/5/02 document cases, verified the seal numbers and signed the seal logs. The reason for opening the document case is to retrieve the seal log for the polling place transfer cases. Rich introduced himself to the one observer and explained the recount process. Aubrey Cohen, Bellingham Herald Reporter arrived at 9:06 a.m. Ethel took the absentee ballots out of the transfer cases and placed them into the designated box to prepare for staff to hand count the ballots. After the count of absentee ballots the ballots were placed into transfer case numbered R-1. Seals were placed on the absentee ballot transfer cases, the seal numbers were recorded on the seal log and Rich and Pete signed the seal logs, copies were taken of the seal logs and the original seal log was placed in the 2/5/02 document case with the copy placed in the transfer case. The poll ballot transfer cases were opened by Rich and Pete. The seal numbers were verified and Rich and Pete signed the seal logs. Judy and Joyce opened the individual transfer cases and counted the ballots. After the poll ballots were counted the ballots were placed back into their original transfer cases. Rich and Pete recorded the new seal number for each transfer case on the seal log and signed the seal logs. The transfer cases were sealed with a copy of the seal log and the original seal log was placed into the February 5, 2002 document case. A copy of the final hand count was produced and given to Jackie DeGroot. The official final count from February 15, 2002 was also given to her. Meeting adjourned at 11:20 a.m. until 4:00 p.m. today when the Canvass Board will meet to sign the official canvass for the Meridian School District 505 hand count of absentee and poll ballots. Canvass Board Meeting Meridian School District 505 Hand Recount Page two The Whatcom County Canvass Board reconvened Wednesday, February 20, 2002 at 4:00 p.m. for the purpose of signing the Canvassing Board certification of Recount Canvass and Abstract. Those present: Shirley Forslof, Auditor Dave Grant, Civil Deputy Prosecutor Dan McShane, Council Member Rich Griffith, Chief Deputy Auditor Carol Ebergson, Recording Secretary Shirley called the meeting to order for the recount of the Meridian School District 505 Special Election. Shirley moved that the $.25 per ballot deposited at the time of the request for the recount be the cost of the recount, Dan and Dave approved the motion. Shirley, Dan and Dave signed the certification of the recount canvass. Discussion: The Legislature is planning to make many changes in the canvassing process. The Federal government is passing a law for specialized equipment for those with disabilities are able to vote unassisted. Meridian School Board meeting will discuss the recount and plan to schedule an election on April 23. The meeting adjourned at 4:15 p.m.
