RESOLUTION NO. 13
A RESOLUTION of the Board of Directors of Meridian School
District No. 505, Whatcom County, Washington, providing
for the submission to the qualified electors of the
District at a special election to be held therein on
February 8, 1994, of the proposition of whether or not
there should be levied an excess tax of approximately
$3.04 per thousand dollars of assessed valuation (based
on 100% of true and fair value unless specifically
otherwise provided by law) to provide $790,000.00 for the
District's General Fund to pay part of the general
expenses of maintenance and operation of the District,
such levy to be made in 1994 for collection in 1995 and
whether there should be levied a further excess tax of
approximately $2.83 per thousand dollars of assessed
valuation (based on 100% of true and fair value) to
provide $790,000.00 for the District's General Fund to
pay part of the general expenses of maintenance and
operation of the District, such levy to be made in 1995
for collection in 1996.
WHEREAS, the money in and to be paid into the General Fund of
Meridian School District No. 505, Whatcom County, Washington,
during the 1994-95, 1995-96, and 1996-97 school years will be
insufficient to enable the District to take care of all its
necessary financial obligations and to properly meet the
educational needs of students attending the District's schools; and
WHEREAS, in order to properly provide for said financial
obligations and educational needs of the District for the next two
successive school years, it is deemed necessary that a tax of
approximately $3.04 per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $790,000.00 for
the District's General Fund be levied upon all of the taxable
property within the District in excess of the maximum annual tax
levy permitted by law to be levied for the District without a vote
of the electors, such levy to be made in 1994 for collection in
1995 and that a tax of approximately $2.83-per thousand dollars -of -
assessed valuation (based on 100% of true and fair value) to
provide $790,000.00 for the District's General Fund be levied upon
all of the taxable property within the District in excess of the
maximum annual tax levy permitted by law to be levied for the
District without a vote of the electors, such levy to be made in
1995 for collection in 1996; and
WHEREAS, the Constitution and laws of the State of Washington
require that the question of whether or not such excess tax may be
levied must be submitted to the qualified electors of the District
for their ratification or rejection.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Directors of
Meridian School District No. 505, Whatcom county, Washington, as
follows:
Section 1. It is hereby found and declared that the
welfare of the students and other residents of the District
requires it to carry out the plans hereinafter provided.
Section 2. In order to provide $790,000.00 for the General
Fund of the District, a tax of approximately $ 3.04 per thousand
dollars of assessed valuation ( based on 100 % of true an fair value)
should be levied in 1994 for collection in 1995 upon all the
taxable property within the District in excess of the maximum
annual tax levy permitted by law to be levied for the District
without a vote of the electors and that in order to provide
$790,000.00 for the General Fund of the district, a tax of
approximately $2.83 per thousand dollars of assessed valuation
(based on 100% of true and fair value) should be levied in 1995 for
collection in 1996 upon all the taxable property within the
District in excess of the maximum annual tax levy permitted by law
to be levied for the District without a vote of the electors.
Upon approval by the voters of Proposition No. 1 hereinafter
set forth, the District may use the proceeds of such levies during
the 1994-95, 1995-96 amd 1996-97 school years by incurring an
indebtedness by the issuance of warrants against the General Fund
of the District and may expend the proceeds of said levies to pay
such part of the general expenses of maintenance and operations of
the District as may be authorized or allowed by law for the use of
excess levy funds.
Section 3. It is hereby found and declared that an
emergency exists requiring the submission to the qualified electors
of the District of the proposition of whether or not such excess
taxes should be levied in 1994 and 1995 for their ratification or
rejection at a special election to be held on February 8, 1994.
The Whatcom County Auditor as ex officio supervisor of
elections in Whatcom County is hereby requested to also find the
existence of such emergency and to call and conduct said special
election to be held within the District on said date to submit to
the qualified electors of the District the proposition hereinafter
set forth.
The secretary of the Board of Directors is hereby authorized
and directed to certify said proposition in the following form:
