WHEREAS, the money in and to be paid into the General Fund of Meridian School District No. 505, Whatcom County, Washington, during the 1992-93, 1993-94, and 1994-95 school years will be insufficient to enable the District to take care of all its necessary financial obligations and to properly meet the educational needs of students attending the District's schools; and WHEREAS, in order to properly provide for said financial obligations and educational needs of the District for the next two successive school years, it is deemed necessary that a tax of approximately $2.66 per thousand dollars of assessed valuation (based on 100% of true and fair value) to provide $625,000.00 for the District's General Fund be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to be made in 1992 for collection in 1993 and that a tax of approximately $2.69 per thousand dollars of assessed valuation (based on 100% of true and fair value) to provide $650,000.00 for the District's General Fund be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to be made in 1993 for collection in 1994; and WHEREAS, the Constitution and laws of the State of Washington require that the question of whether or not such excess tax may be levied must be submitted to the qualified electors of the District for their ratification or rejection. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Meridian School District NO. 505, Whatcom County, Washington, as follows: Section 1. It is hereby found and declared that the welfare of the students and other residents of the District requires it to carry out the plans hereinafter provided. Section 2. In order to provide $625,000.00 for the General Fund of the District, a tax of approximately $2.66 per thousand dollars of assessed valuation (based on 100% of true and fair value) should be levied in 1992 for collection in 1993 upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors and that in order to provide $650,000.00 for the General Fund of the District, a tax of approximately $2.69 per thousand dollars of assessed valuation (based on 100% of true and fair value) should be levied in 1993 for collection in 1994 upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors. Upon approval by the voters of Proposition No. 1 hereinafter set forth, the District may use the proceeds of such levies during the 1992-93 and 1993-94 school years by incurring an indebtedness by the issuance of warrants against the General Fund of the District and may expend the proceeds of said levies to pay such part of the general expenses of maintenance and operations of the District as may be authorized or allowed by law for the use of excess levy funds. Section 3. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the proposition of whether or not such excess taxes should be levied in 1992 and 1993 for their ratification or rejection at a special election to be held on February 4, 1992. The Whatcom County Auditor as ex officio supervisor of elections in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said special election to be held within the District on said date to submit to the qualified electors of the District the proposition hereinafter set forth.
