The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the Special Election held
February 9, 2016, within the boundaries of Lynden School District 504, Whatcom County, State of
Washington.
The proposition concerned a replacement educational maintenance and operations levy. The
proposition authorizes the District to levy excess taxes to replace an expiring levy, for collection in
years 2017, 2018, 2019, and 2020, on all taxable property within the District to support the District's
educational maintenance and operations.
Based on the criteria for passage which was supplied by the district, the measure Passed.

Filing a Proposed Ballot Measure for Inclusion in
Election
(AUDITOR'S OFFICE — Elections)
This procedure applies to Auditor's Staff, the Prosecuting Attorney, the Assessor's Office, and
representatives of the cities and districts submitting a proposed ballot measure.
Actions by Cities and District Representative:
1. Submits proposed ballot measure (considered ballot title) together with the ballot measure
cover sheet, an explanatory statement for the Local Voter Pamphlet prepared by legal
counsel, and the "For' and "Against" committee appointments to the Auditor's Office. Must
be submitted at least 60 days prior to the election date for a special election, no later than
the Friday immediately before the first day of regular candidate filing for the primary election,
or no later than the day of the primary for a general election.
Actiions by Election Clerk:
�, If received by mail or courier (e.g., Fourth Corner Network), date stamps Ballot Measure
Cover Sheet and the first page of the resolution. Gives to Office Coordinator to complete
steps 4-6.
If received over the counter, date stamps Ballot Measure Cover Sheet and the first page of
the resolution.
Verifies that:
• the Ballot Measure Cover Sheet (FRM #AU270090F) is complete and all
documentation requested is attached,
the date of the election is stated in the resolution
Prepares Ballot Measure Receipt. Notes any information from the Ballot Measure Cover
sheet that is missing, if any (See FRM #AU470090A). Fills in the submittal deadline date
(resolution deadline date) if there is missing information. Makes a copy for file and gives
original to filer.
Provides local voter pamphlet information (Committee Statement Deadlines &
Requirements and the Committee Statement Form) to submitter.
Gives all materials to Office Coordinator.
Actions by Office Coordinator:
Creates ballot measure file folder and staples this procedure to front of folder to be used as
a checklist.
Ensures front staff completed and applied initials for Steps 2-7 above. Notes any
information still needed and tracks getting it from submitter.
Mails receipt if submitted by mail.
Iles copy of ballot measure receipt and original documents submitted in the file folder.
12. Checks to see that explanatory statement word count does not exceed 100 words. If it

Yam' folder in red.
18. Discusses with submitter requested order if more than one ballot title is to be submitted.

applicable), and ballot measure cover sheet. Attaches to Prosecuting Attorney's transmittal
letter.
NOTE: If ballot title submitted by a city, no review by the Prosecuting Attorney is
necessary.
L25- Prepares transmittal letter to Assessor to review if there are taxing or funding implications,
allowing 5 business days for processing to obtain their review. (See FRM #AU470090C -

to maintain the programs & experiences currently being offered.

EXPLANATORY STATEMENT - PROPOSITION NO. -I--
Passage of Proposition'N�o�llows the levy of.- $5,850,000 in property taxes within
Lynden School District No. 504 for collection in 2017, $6,050,000 in 2018, $6,250,000 in 2019,
and $6,450,000 in 2020 to replace an expiring levy. This levy, in accordance with Resolution
No. 19-15, would be used to pay certain costs of District education programs and operations

WHEREAS, Lynden School District No.504, Whatcom County, Washington (the
"District"), for the past four years has had in effect a maintenance and operations levy in order to
enable the District to pay for its educational programs and services, including teaching, school
supplies, technology, athletics, buildings and transportation; and
WHEREAS, the current maintenance and operations levies expire this year; and
WHEREAS, the money in and to be paid into the General Fund of the District during the
2016-2017, 2017-2018, 2018-2019, 2019-2020, and 2020-2021 school years will be insufficient to
enable the District to pay for necessary maintenance and operations and to properly meet the
educational needs of the students attending District schools; and
WHEREAS, in order to properly provide for such maintenance and operations and such
educational needs, the Board of Directors of the District deems it necessary to levy the following
taxes upon all of the taxable property within the District in excess of the maximum annual tax levy
permitted by law to be levied within the District without a vote of the electors:
A. A tax of approximately $2.83 per thousand dollars of assessed valuation to
provide $5,850,000, said levy to be made in 2016 for collection in 2017;
B. A tax of approximately $2.84 per thousand dollars of assessed valuation to
provide $6,050,000, said levy to be made in 2017 for collection in 2018;
C. A tax of approximately $2.85 per thousand dollars of assessed valuation to
provide $6,250,000, said levy to be made in 2018 for collection in 2019;
D. A tax of approximately $2.85 per thousand dollars of assessed valuation to
provide $6,450,000, said levy to be made in 2019 for collection in 2020; and
WHEREAS, the Constitution and laws of the State of Washington require that the question
of whether or not such excess taxes may be levied must be submitted to the qualified electors of the
District for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
LYNDEN SCHOOL DISTRICT NO.504, WHATCOM COUNTY, WASHINGTON, as follows:
Section 1. The following taxes for the District's General Fund should be levied upon all
of the taxable property within the District in excess of the maximum annual tax levy permitted by
Iaw to be levied within the District without a vote of the electors:
A. $5,850,000, said levy to be made in 2016 for collection in 2017; and
B. $6,050,000, said levy to be made in 2017 for collection in 2018, and
C. $6,250,000, said levy to be made in 2018 for collection in 2019; and
D. $6,450,000, said levy to be made in 2019 for collection in 2020.
The estimated levy rate depends upon the final dollar amount of assessed value of the property
within the District. At this time, based upon information provided by the Whatcom County
Assessor's office, the estimated levy rate for the 2016 levy is $2.83 per thousand dollars of assessed
valuation, the estimated levy rate for the 2017 levy is $2.84 per thousand dollars of assessed
valuation, the estimated levy rate for the 2018 levy is $2.85 per thousand dollars of assessed
valuation and the estimated levy rate for the 2019 levy is $2.85 per thousand dollars of assessed
valuation. The exact levy rate shall be adjusted based upon the actual assessed value of the property
within the District at the time of the levy. Upon approval by the voters of the proposition
substantially in the form set forth below, the District may use the proceeds of said levies during the
2016-2017, 2017-2018, 2018-2019, 2019-2020, and 2020-2021 school years by incurring an

indebtedness by the issuance of short term obligations against the General Fund of the District, as
authorized by Chapter 39.50 RCW, and may expend the proceeds of said levies to pay such part of
the general expenses of maintenance and operations of the District during such school years as may
be authorized or allowed by law for the use of excess levy funds.
Section 2. It is hereby found and declared that the best interests of the District require
the submission to the qualified electors of the District of the proposition of whether or not the
District shall levy such excess tax for their ratification or rejection at a special election to be held
therein on February 9, 2016.
The Whatcom County Auditor, as ex officio supervisor of elections in Whatcom County,
Washington, is hereby requested to call and conduct said special election to be held within the
District on said date and to submit to the qualified electors of the District the proposition
substantially in the form hereinafter set forth. The Secretary of the Board of Directors is hereby
authorized and directed to certify said proposition substantially in the following form:

Replacement Educational Maintenance and Operations Levy
In February of 2016, voters in the Lynden School District will be asked to renew a four-year Maintenan
and Operations Levy. The levy currently in place expires at the end of the 2016 calendar year. In the
Lynden School District, the Maintenance and operations Levy supports almost 20% of the day-to-day
operations of the overall educational programs across the district. As such, it is an essential resource i
making sure both classroom and extracurricular activities for students remain intact. While the levy
amounts to be collected will increase by 2-3% annually to account for inflationary variables, the eff-
the Board has been to sustain a relatively stable tax rate for our patrons. At the Regular Board Mee...,c
on October 22nd, consideration was given to the necessary scope of the ballot measure. The Board the
took formal action on a resolution at the November 12th meeting, setting parameters for the ballot
measure to be placed before our voters in February.
Recent legislation requires the District to appoint two committees of up to three members each for the
Voters Pamphlet. Anyone interested in participating in this activity is encouraged to contact the

Replacement Educational Maintenance and Operations Levy

In February of 2016, voters in the Lynden School District will be asked to renew a four-year Maintenance
and Operations Levy. The levy currently in place expires at the end of the 2016 calendar year. In the Lynden

School District, the Maintenance and Operations Levy supports almost 2.0% of the day-to-day operations of

Strategic Plan
During the 2013-2014 school year 16 focused group sessions were facilitated with students, staff, and
community involvement. The information gathered was reviewed by Focus Group participants, School Bus TrHern ntary Infonnatinri
District Administration and School Board Members, it then became a final plan approved by the school Fisher Elementary
board. Our Strategic Plan identifies our focus of work for the next three years. It is the guiding document Isom Elementary
that provides the road map for our focus, energy, efforts, and resources. Thank you to everyone who Bernice Vossbeck Elementary
