Resolution #2-2000. Resolution #2-2000 calls for a special levy election on April 5,
2000. This election is not needed due to the passage of the special levy election on
March 14, 2000.

The meeting was called to order by President, Cindy Petersen. All school board members
and Mr. Heppner were present.
The minutes of the March 16, 2000 regular school board meeting and the March 30, 2000
special school board meeting were approved as received.
Guests attending the school board meeting were Cassie Waldemar, Kristine Visser and
3agdeep Sihota. State Representative Doug Erickson provided an update on the 2000
legislative session. He talked about improving communication from Whatcom County to the
legislature in Olympia. Local issues need to be voiced to the legislature. The 2000
supplemental budget has not been approved because the House and Senate can't agree on
property tax relief and money for transportation (I-695 shortfall). The budget should allocate
more money for school construction purposes. Representative Erickson said the Governor's
latest budget proposal incorporates a compromise between the House and Senate budget
proposals. Keeping the local portion of the state property tax in local school district is not
received well by the Iegislature. Representative Erickson does not support the initiative 732-
salary COLA. increases for teachers, He is concerned about the state pension system and how
the legislature borrows from pension funds. He does not support letting the voters decide to
amend the constitution to allow special levies to receive a simple majority to receive
approval. Appreciation was expressed to Representative Erickson for his visit to the board
meeting.
Mr. 3ernberg showed pictures of the April 1, 2000 playground equipment installation by
parents and staff. He also expressed Fisher's appreciation for the talented and gifted funds.
Mr. Crawford announced the district newsletter "Connection" will go online April 21, 2000.
The filter purchase for our network has been delayed as the state has alternative filtering
products for consideration that are compatible with our systems and at a lower cost.
Mr, Crawford presented the Curriculum Advisory Committee recommendations of March 20,
2000. Larry Korthuis moved to approve the recommendations of the CAC as presented.
Robin Mullins seconded. Motion carried.
Ross Maddalena moved to cancel Resolution #2-2000-Maintenance and Operation Levy, and
to approve Resolutions #6-2000-WIAA membership 2000-01 and #7-2000-designating
$25,000 to the transportation Vehicle Fund from the 2000 special levy. Don Smith seconded.
Motion carried.
Policies -943 1 5-Release of Information Concerning Sexual and Kidnapping Offenders and
#5251-Conflict of Interest were presented for second reading. Don Smith moved to adopt
Policies #4315 and #5251 as presented. Ross Maddalena seconded. Motion carried.
Don Smith moved to approve the following summer programs: Migrant School, Special
education, K-8 "Can Do", LHS Private Industry Council, LHS-weight lifting, LHS-football
camp, LHS-boys and girls basketball comps, LHS-LMS-open gyms for basketball and
volleyball, and LHS-girls tennis camp. Larry Korthuis seconded. Motion carried.
Robin Mullins moved to approve the 2000-01 interlocal contract with ESD 189 for Whatcom
Discovery. Ross Maddalena seconded. Motion carried.
The meeting was moved to executive session at 8:00 p.m. for personnel issues for one hour.
The meeting was reopened at 8:55 p.m.
Larry Korthuis moved to accept the following resignations: Donna Allen-71h and 8`' grade
assistant volleyball coach, Warren Pugh-71h and 8`' grade teacher at the end of the 1999-2000
school year, Rebecca Williams -elementary teacher on leave in 1999-00, JoAnn Roorda-LHS
computer lab supervisor -on leave 1999-00, and Pat Murphy-7 h and 8a' grade baseball coach.
Don Smith seconded. Motion carried.
Don Smith moved to approve the following leaves: Chris Elsner -maternity leave -first
semester 2000-01 school year; Cindy Savage-2000-01 school year for child care; Carol
VanderKooi-for 2000-01 school year from nurse position to be RTL coordinator and Peter
Witecki-May 11, 12, and 15 to attend National Chess Tournament. Ross Maddalena
seconded. Motion carried.
Don Smith moved to approve the following transfers: Nadine Grover -custodian from LHS to
LMS and Melissa Valley to LMS and Christy Maberry to LHS as teachers. Larry Korthuis
seconded Motion carried. Cindy Petersen abstained.
Ross Maddalena moved to hire the following: Tom Opstad-Assistant Superintendent and
Federal Programs Director; Deanna Plagerman-Isom-cook helper-1.25 hours effective March
16, 2000 and Mike Johnston-LHS custodian -effective April 26, 2000. Robin Mullins
seconded. Motion carried.

RESOLUTION 2-2000
A RESOLUTION of the Board of Directors of Lynden
School District No. 504, Whatcom County, Washington,
providing for the submission to the qualified electors of the
district at a special election to be held therein on April 25,
2000 of a proposition of whether an excess tax of
$2,650,.000 should be levied in 2000 for collection in 2001,
and whether an excess tax of $2,750,0000 should be levied
in 2001 for collection in 2002, said excess taxes being for
the District's General Fund to pay part of the general
expenses of maintenance and operation support of the
District.
WHEREAS, the money in and to be paid into the General Fund of Lynden School
District No. 504, Whatcom County, Washington (the "District"), during the 2000-2001,
2001-2002 and 2002-2003 school years will be insufficient to enable the District to pay
for necessary maintenance and operation expenses and to properly meet the educational
needs of the students attending District schools; and
WHEREAS, in order to properly provide for such maintenance and operation
expenses and to meet such educational needs, the Board of Directors of Lynden School
District No. 504, Whatcom County, Washington (the "Board of Directors"), deems it
necessary to levy the following taxes for the District's General Fund upon all of the
taxable property within the District in excess of the maximum annual tax levy permitted
by law to be levied within the District without a vote of the electors:
A. A tax of approximately $3.00 per one thousand dollars
of assessed valuation to provide $2,650,000, said levy
to be made in 2000 for collection in 2001; and
B. A tax of approximately $3.06 per one thousand dollars
of assessed valuation to provide $2,750,000, said levy
to be made in 2001 for collection in 2002; and
WHEREAS, the Constitution and laws of the State of Washington require that the
question of whether or not such excess taxes may be levied must be submitted to the
qualified electors of the District for their ratification or rejection;
NOW THEREFORE, BE IT RESOLVED by the Board of Directors of Lynden
School District No. 504, Whatcom County, Washington, as follows:
Section 1. The following taxes for the District' General Fund should be levied
upon all of the taxable property within the District in excess of the maximum annual tax
levy permitted by law to be levied within the district without a vote of the electors:
A. A tax of approximately $3.00 per one thousand dollars
of assessed valuation to provide $2,650,000, said levy
to be made in 2000 for collection in 2001;
B. A tax of approximately $3.06 per one thousand dollars
of assessed valuation to provide $2,750,000, said levy
to be made in 2001 for collection in 2002;
Upon approval by the voters of Proposition No. 1 set forth below, the District may
use the proceeds of said levies during the 2000-2001, 2001-2002 and 2002-2003 school
years by incurring indebtedness by the issuance of short term obligations against the
General Fund of the District, as authorized by RCW 39.50, and may expend the proceeds
of said levies to pay such part of the general expenses of maintenance and operation of
the District during such school years as may be authorized or allowed by law for the use
of excess levy funds,
Section 2. It is hereby found and declared that an emergency exists requiring the
submission to the qualified electors of the District of the proposition or whether or not the
District shall levy such excess taxes for their ratification or rejection at a special election
to be held therein on April 25, 2000.
The Whatcom County Auditor, as supervisor of elections in Whatcom County,
Washington, is hereby requested to find the existence of such an emergency and to call
and conduct said special election to be held within the District on said date and to submit
to the qualified electors of the District the proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and directed to certify
said proposition to the Whatcom County Auditor as supervisor of elections in Whatcom
County, Washington, in the following form:

To meet the educational needs of students in Lynden School District #504,
shall the District levy the following taxes, in addition to regular tax levies and in
place of an expiring levy, upon all taxable property within the District, for support
of the District's maintenance and operation expenses:

No. 504, Whatcom County, Washington (the "District"), and keeper of the records of the
Board of Directors (the "Board"), DO HEREBY CERTIFY:
1. That the attached resolution is true and correct copy of Resolution No. 2-2000
of the Board (the "Resolution"), duly adopted at a regular meeting thereof held on the
20a` day of January, 2000.
2. That said meeting was duly convened and held*n all respects in accordance
with law, and to the extent required by law, due and proper notice of such meeting was
given; that a legal quorum was present throughout the meeting and legally sufficient
number of members of the Board voted in the proper manner for the adoption of the
Resolution; that all other requirements and proceedings incident to the proper adoption of
the Resolution have been duly fulfilled, carried out and otherwise observed; and that I am
