1995 collection; and approximately $3.08
per $1,000.00 assessed value (based on

RESOLUTION 2-94
A resolution of the Board of Directors of Lynden School District #504, Whatcoiif"--- .
County, Washington, providing for the submission to the qualified electors of the
District at a special election to be held therein on April 21, 1994, of the
proposition of whether or not there should be levied an excess tax of
approximately $3.12 per thousand dollars of assessed valuation (based on 100%
of true and fair value) to provide $1,607,000.00 for the District's General Fund
to pay part of the general expenses of maintenance and operation of the District,
such levy should be made in 1994 for collection in 1995 and whether there should
be levied a further excess tax of approximately $3.08 per thousand dollars of
assessed valuation (based on 100% of true and fair value) to provide
$1,655,000.00 for the District's General Fund to pay part of the general expenses
of maintenance and operation of the District, such levy to be made in 1995 for
collection in 1996.
WHEREAS, the money in and to be paid into the General Fund of Lynden School District #504,
Whatcom County, Washington, during the 1994-95 and 1995-96 and 1996-97 school years will
be insufficient to enable the District to take care of all of its necessary financial obligations and
to properly meet the educational needs of students attending the District's schools; and
WHEREAS, in order to properly provide for said financial obligations and educational needs of
the District for the next two successive school years, it is deemed necessary that a tax of
approximately $3.12 per thousand dollars of.assessed valuation (based on 100% of true and fair
value) to provide $1,607,000.00 for the District's General Fund to be levied upon all of the
taxable property within the District in excess of the maximum annual tax levy permitted by law
to be levied for the District without a vote of the electors, such levy to be made in 1994 for
collection in 1995 and that a tax of approximately $3.08 per thousand dollars of assessed
valuation (based on 100% of true and fair value) to provide $1,655,000.00 for the District's
General fund be levied upon all of the taxable property within the District in excess of the
maximum annual tax levy permitted by law to be levied for the District without a vote of the
electors, such levy to be made in 1995 for collection in 1996; and
WHEREAS, the Constitution and laws of the State of Washington require that the question of
whether or not such excess tax may be levied must be submitted to the qualified electors of the
District for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Lynden School District
#504, Whatcom County, Washington, as follows:
Section 1. It is hereby found and declared that the welfare of the students and other
residents of the District requires the District to carry out the plans hereinafter provided.
Section I. In order to provide $1,607,000.00 for the General Fund of the District,
a tax of approximately $3.12 per thousand dollars of assessed valuation (based on 100 % of true
and fair value) should be levied in 1994 for collection in 1995 upon all taxable property within
the District in excess of the maximum annual tax levy permitted by law to be levied for the
District without a vote of the electors and that in order to provide $1,655,000.00 for the General
fund of the District, a tax of approximately $3.08 per thousand of assessed valuation (based on
100 % of true and fair value) should be levied in 1995 for collection in 1996 upon all the taxable
property within the District in excess of the maximum annual tax levy permitted by law to be
levied for the District without a vote of the electors.
Upon approval by the voters of Proposition No. 1 hereinafter set forth, the District may use the
proceeds of such levies during the 1994-95, 1995-96 and 1996-97 school years by incurring an
indebtedness by the issuance of warrants against the General Fund of the District, and may
expend the proceeds of said levies to pay such part of the general expenses of maintenance and
operations of the District as may be authorized or allowed by law for the use of excess levy
funds.
Section 3. It is hereby found and declared that an emergency exists requiring the
submission to the qualified electors of the District of the proposition of whether or not such
excess taxes should be levied in 1994-95 for their ratification or rejection at a special election
to be held herein on April 21, 1994.
The Whatcom County Auditor as ex officio supervisor of elections in Whatcom County is hereby
requested to also find the existence of such emergency and to call and conduct said special
election to be held within the District on said date and to submit to the qualified electors of the
District the proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and directed to certify said
proposition in the following form:

and fair value) to provide $1,655,000.00 for the 1996 collection as specified in District
Resolution No. 2-94.

The polls for such special election shall be open from 7:00 o'clock a.m. to 8:00 o'clock
p.m.
The Secretary of the Board of Directors is hereby authorized and directed to deliver a
certified copy of this Resolution to the Whatcom County Auditor and by which the Whatcom
County Auditor is hereby requested to take all procedural steps necessary and/or required by law
to the end that this proposition shall be submitted to the voters in said School District.
The foregoing Resolution was adopted at a special meeting of the Board of Directors of
the Lynden School District No. 504 on March 1, 1994, the undersigned directors being present
and voting.

No. 504, Whatcom County, Washington DO HEREBY CERTIFY that the foregoing is a true
and correct copy of Resolution No. 2-94 of the Board of Directors, duly adopted at a special
school board meeting held on the 1st day of March, 1994.

The Secretary of the Board of Directors is hereby authorized and directed to deliver a
certified copy of this Resolution to the Whatcom County Auditor and by which the Whatcom
County Auditor is hereby requested to take all procedural steps necessary and/or required by law
to the end that this proposition shall be submitted to the voters in said School District.
The foregoing Resolution was adopted at a special meeting of the Board of Directors of
the Lynden School District No. 504 on March 1, 1994, the undersigned directors being present
and voting.
