said county and state and of Federated Publications, Inc., a Dela-
ware Corporation (publisher of said newspaper), and authorized to
make this affidavit; that the legal notice entitled in the cause and
court named on the attached copy which is a true and correct copy
of the original (and hereinafter referred to as "Notice") was pub-
lished in the regular and entire issue, and not in supplement, of

1. Remember to SIGN YOUR NAME on the outside of the
MAILING envelope on the line under the Voter Affidavit. Your
signature is compared to your signature on file with the
County.
2, In the Ballot Guide, to the right of each measure or candidate,
is a number which is assigned to a position on your Ballot
Card.
3. Use a paper clip, tooth pick or sharp pencil to punch out the
pre -scored square located just above the number assigned to
the candidate or measure.
4. Write in candidates may be voted for by using the space
provided on the flap attached to your ballot card. You must list
both the Name and Office of the write-in candidate and the
Political Party in Partisan races. Do not punch out a position
number for any other candidate for that office.
5. After you have finished voting, place your Ballot Card in the
Ballot Security Envelope.
6. Place the Ballot Security Envelope containing your voted
ballot punchcard INSIDE THE PRE -ADDRESSED MAILING
ENVELOPE.
7. Put a first-class stamp on the envelope and mail it so it is
postmarked no later than the day of the election. The ballot
will be counted if it is postmarked not later than election day
and if it is received by the county auditor not later than the
tenth day following any special election or primary, or the
fifteenth day following a general election.
8. If you spoil your ballot or wish to change your vote, use the
BALLOT GUIDE and with a pen make your selections. Return
it in the Ballot Security Envelope instead of the ballot card.

WHEREAS, the undersigned, as the duly elected, qualified and acting Auditor of Whatcom
County, Washington, has jurisdiction of and is required by law to conduct all special elections for
park and recreational districts within the County; and
WHEREAS, the Lynden Regional Park and Recreation District, Whatcom County,
Washington, lies entirely within the boundaries of Whatcom County; and
WHEREAS, the Board of Directors of said district by resolution adopted July 27, 1998, a
certified copy of which has been delivered to the undersigned, has found that an emergency exists
requiring the holding of a special election on September 15, 1998; and
WHEREAS, said district by said resolution has authorized and directed the undersigned to
assume jurisdiction of and conduct said special election within Whatcom County;
NOW, THEREFORE, it is hereby authorized and ordered as follows;
The undersigned concurs in the finding of an emergency and does hereby assume jurisdiction
within Whatcom County of the above -mentioned special election of Lynden Regional Park and
Recreation District, Whatcom County, Washington, authorized and ordered by resolution of its
Board of Directors adopted July 27, 1998, and will conduct said special election to be held
September 15, 1998.

A Resolution of Lynden Regional Parks and Recreation RQ44d1tors
Washington, providing for the submission to the qualified electors of
the District at a special election to be held therein on September 15,
1998 of propositions authorizing the District to issue its general
obligation bonds in the aggregate principal amount of not to exceed
$1,100,000. for the purpose of providing funds to acquire land for a
new park.
WHEREAS, the best interest and welfare of the inhabitants of the Lynden
Regional Parks and Recreation District, Washington (the "District") requires the District
to acquire land for a new park; and
WHEREAS, it is deemed necessary and advisable that the District issue and sell
its unlimited tax levy general obligation bonds in the principal amount not to exceed
$1,100,000 for the purpose of acquisition of land and development of a new park on said
land; and
WHEREAS, the constitution and laws of the State of Washington provide that
the question of whether or not the District may issue such bonds be submitted to the
qualified electors of the district for their ratification or rejection;
NOW THEREFORE, THE BOARD OF COMMISSIONERS OF THE
LYNDEN REGIONAL PARKS AND RECREATION DISTRICT, WASHINGTON,
DOES RESOLVE, as follows:
Section 1. Findings. The District Commissioners hereby find that the best
interest and welfare of the inhabitants of the district require the district to undertake the
Park Projects hereinafter described at the time or times and in the order and in the manner
deemed most necessary and advisable by the District Commissioners.
Section 2. Authorization of Park Proiects and Bonds. The District shall
undertake the following improvements:
Acquire land to be developed as a park
For the purposes of providing part of the funds necessary to pay the costs of the
Proposition No. 1 Project, financial, legal and other services lawfully incurred and
incidental thereto, and to the issuance of bonds, the District shall issue and sell its general
obligation bonds in the aggregate principal amount of not to exceed $1,100,000. The
bonds shall be issued in an aggregate principal amount not exceeding the amount
approved by the qualified electors of the district. Both the principal of and interest on the
Bonds, unless paid from other sources shall be payable out of annual tax levies to be
made on all the taxable property within the District without limitation or amount. None
of the proceeds of said bonds shall be used for the replacement of equipment or for other
than a capital purpose.
The expenditure of Bond proceeds shall be made in accordance with the district's
budgets as duly approved from time to time.
If the District Commissioners shall determine that it has become impractical to
accomplish the Park acquisition project substantially, by reason of changed conditions or
increased costs, the District Commissioners may make such changes in the size, timing,
scope or details of the Park acquisition project as they shall deem reasonable or if for
such reasons the District Commissioners deem it in the best interest of the District, the
District Commissioners shall not be required to accomplish any portion of the Park
acquisition, project and may apply unexpended Bond proceeds to the payment of principal
or interest on the bonds.

If available funds are sufficient, the District shall acquire, construct and equip
other capital improvements, as determined necessary by the District Commissioners or
shall apply proceeds of the Bonds to the payment of principal of or interest on the Bonds,
as the District Commissioners in its discretion shall determine.
The bonds to be issued shall be issued in such amounts and at such time or times
as found necessary and advisable by the District Commissioners. The Bonds may be
issued in one or more series and shall bear interest payable at a rate or rates not to exceed
a maximum rate authorized by the District Commissioners. The bonds shall mature in
such amounts and at such times within a maximum term 20 years from date of issue, but
may mature at an earlier date or dates as authorized by the District Commissioners, and as
provided by law. The exact date, form, terms, options of redemption, maturities and
conditions sale of the Bonds shall be as hereafter fixed by ordinance or ordinances, of the
District commissioners passed for such purpose. After voter approval of the bond
propositions and in anticipation of the issuance of the Bonds, the District may issue short-
term obligations as authorized by Chapter 39.50 RCW.
S c C t i o l l .) . Bond Election. It is hereby found and declared that an
emergency exists requiring the submission to the qualified electors of the District
propositions authorizing the District to issue bonds for the purpose of undertaking the
projects, at the general election to be held therein on the 15th day of September, 1998.
The Whatcom County Auditor as ex officio supervisor of elections is hereby requested to
assume jurisdiction of and to call and conduct said election to be held within the District
and to submit to the qualified electors of the District the proposition hereinafter set forth.
The District Secretary is hereby authorized and directed to certify the following
propositions to the Whatcom County Auditor in the following form:

For the purpose of acquiring land for a new park, shall the Lynden Regional
Parks and Recreation District issue up to $ 1,100,000. of general obligation
bonds payable, both principal and interest, out of annual property tax levies
in excess of constitutional or statutory tax limitations, maturing within a
maximum term of 20 years, all as provided in Resolution #2 of the District?

Certification of such propositions by the District Secretary to the Whatcom
County Auditor in accordance with law, prior to the date of such election on
September 15, 1998, and any other act consistent with the authority and prior to
the effective date of this resolution, are hereby ratified and confirmed.
Section 4. Levy Authorized. The District shall annually levy a tax on all the
taxable property within the District, in excess of regular property tax levies, in an amount
sufficient, together with other funds available for such purposes, to pay principal and
interest on the bonds.
Section 5. Severability. In the event any one or more of the provisions of this
resolution shall for any reason be held to be invalid, such invalidity shall not affect or
invalidate any other provision of this resolution or the Bonds, but this resolution and the
bonds shall be construed and enforced as if such invalid provision had not been contained
herein; provided, that any provision which shall for any reason be held by reason of its
extend to be invalid shall be deemed to be in effect to the extent permitted by law.
