1. Remember to SIGN YOUR NAME on the outside of the
MAILING envelope on the line under the Voter Affidavit. Your
signature is compared to your signature on file with the
County.
2. In the Ballot Guide, to the right of each measure or candidate,
is a number which is assigned to a position on your Ballot
Card.
3. Use a paper clip, tooth pick or sharp pencil to punch out the
pre -scored square located just above the number assigned to
the candidate or measure.
4. Write in candidates may be voted for by using the space
provided on the flap attached to your ballot card. You must list
both the Name and Office of the write-in candidate and the
Political Party in Partisan races. Do not punch out a position
number for any other candidate for that office.
5. After you have finished voting, place your Ballot Card in the
Ballot Security Envelope.
6. Place the Ballot Security Envelope containing your voted
ballot punchcard INSIDE THE PRE -ADDRESSED MAILING
ENVELOPE.
7. Put a first-class stamp on the envelope and mail it so it is
postmarked no later than the day of the election The ballot
will be counted if it is postmarked not later than election day
and if it is received by the county auditor not later than the
tenth day following any special election or primary, or the
fifteenth day following a general election.
8. If you spoil your ballot or wish to change your vote, use the

NOTICE IS HEREBY GIVEN that on November 4, 1997, a special election will be held
in the above -named park and recreation district for the submission to the qualified electors of said
park and recreation district of the following propositions:

LYNDEN REGIONAL PARKS AND RECREATION DISTRICT

A Resolution of Lynden Regional Parks and Recreation .District,
Washington, providing for the submission to the qualified electors ��• �;:
of the District at a special election to be held therein on
November 4, 1997 of propositions authorizing the District to issue
its general obligation bonds in the aggregate principal amount of
not to exceed $1,000,000 for the purpose of providing funds to
acquire land and $1,500,000 for the purpose of providing funds to
develop a new park on the land.
WHEREAS, the best interests and welfare of the inhabitants of the Lynden Regional Parks
and Recreation District, Washington (the "District") requires the District to acquire and develop
land for a new park; and
WHEREAS, it is deemed necessary and advisable that the District issue and sell its
unlimited tax levy general obligation bonds in the principal amount not to exceed $1,000,000 for
the purpose of acquisition of land and $1,500,000 for the purpose of developing a new park on
said land; and
WHEREAS, the constitution and laws of the State of Washington provide that the
question of whether or not the District may issue such bonds be submitted to the qualified electors
of the district for their ratification or rejection;
NOW, THEREFORE, THE BOARD OF CONMUSSIONERS OF THE LYNDEN
REGIONAL PARKS AND RECREATION DISTRICT, WASHINGTON, DOES RESOLVE, as
follows:
Section 1. Findings. The District Commissioners hereby finds that the best interests
and welfare of the inhabitants of the district require the District to undertake the Park Projects
hereinafter described at the time or times and in the order and in the manner deemed most
necessary and advisable by the District Commissioners.
Section 2. Authorization of Park Projects and Bonds. The District shall undertake the
following improvements (collectively, the "Park Projects"):
(i) acquire land to be developed as a park (the "Proposition No. 1 Project") and
(ii) construct and equip a new park on the acquired land (the "Proposition No. 2 Project")
The cost of land acquisition and development, including planning, engineering and other
consulting services, inspection and testing, project management and administrative expenses, on -
and off -site utilities and other costs incurred in connection with the Park Projects shall be deemed
a part of the costs of the Park Projects. The Park Projects shall be completed with all necessary
appurtenances and related facilities.
For the purposes of providing part of the funds necessary to pay the costs of the
Proposition No. 1 Project and the Proposition No. 2 Project, including all costs of financial, legal
and other services lawfully incurred and incidental thereto, and to the issuance of bonds, the
District shall issue and sell its general obligation bonds in the aggregate principal amount of not to
exceed $1,000,000 and $1,500,000, respectively (collectively the "Bonds"), The Bonds shall be
issued in an aggregate principal amount not exceeding the amount approved by the qualified
electors of the District. Both the principal of and interest on the Bonds, unless paid from other
sources, shall be payable out of annual tax levies to be made on all the taxable property within the
District without limitation or amount. None of the proceeds of said Bonds shall be used for the
replacement of equipment or for other than a capital purpose.
The expenditure of Bond proceeds shall be made in accordance with the district's budgets
as duly approved from time to time.
If the District Commissioners shall determine that it has become impractical to accomplish
the Park Projects substantially, by reason of changed conditions or increased costs, the District
Commissioners may make such changes in the size, timing, scope or details of the Park Projects as
they shall deem reasonable or, if for such reasons the District Commissioners deems it in the best
interests of the District, the District Commissioners shall not be required to accomplish any
portion of the Park Projects and may apply unexpended Bond proceeds to the payment of
principal or interest on the Bonds.
If available funds are sufficient, the District shall acquire, construct and equip other capital
improvements, as determined necessary by the District Commissioners or shall apply proceeds of
the Bonds or to the payment of principal of or interest on the Bonds, as the District
Commissioners in its discretion shall determine.
The Bonds to be issued shall be issued in such amounts and at such time or times as found
necessary and advisable by the District Commissioners. The Bonds may be issued in one or more
series and shall bear interest payable at a rate or rates not to exceed a maximum rate authorized
by the District Commissioners. The Bonds shall mature in such amounts and at such times within
a maximum term 20 years from date of issue, but may mature at an earlier date or dates as
authorized by the District Commissioners, and as provided by law. The exact date, form, terms,
options of redemption, maturities and conditions sale of the Bonds shall be as hereafter fixed by

RESOLUTION NO. I
A Resolution of Lynden Regional Parks and Recreation District,
Washington, providing for the submission to the qualified electors
of the District at a special election to be held therein on
November 4, 1997 of propositions authorizing the District to issue
its general obligation bonds in the aggregate principal amount of
not to exceed $1,000,000 for the purpose of providing funds to
acquire land and $1,500,000 for the purpose of providing funds to
develop a new park on the land.
WHEREAS, the best interests and welfare of the inhabitants of the Lynden Regional Parks
and Recreation District, Washington (the "District") requires the District to acquire and develop
land for a new park; and
WHEREAS, it is deemed necessary and advisable that the District issue and sell its
unlimited tax levy general obligation bonds in the principal amount not to exceed $1,000,000 for
the purpose of acquisition of land and $1,500,000 for the purpose of developing a new park on
said land; and
WHEREAS, the constitution and laws of the State of Washington provide that the
question of whether or not the District may issue such bonds be submitted to the qualified electors
of the district for their ratification or rejection;
NOW, THEREFORE, THE BOARD OF CONIlVIISSIONERS OF THE LYNDEN
REGIONAL PARKS AND RECREATION DISTRICT, WASHINGTON, DOES RESOLVE, as
follows:
Section 1. The District Commissioners hereby finds that the best interests
and welfare of the inhabitants of the district require the District to undertake the Park Projects
hereinafter described at the time or times and in the order and in the manner deemed most
necessary and advisable by the District Commissioners.
Section 2. Authorization of Park Projects and Bonds. The District shall undertake the
following improvements (collectively, the "Park Projects"):
(i) acquire land to be developed as a park (the "Proposition No. 1 Project") and
(ii) construct and equip a new park on the acquired land (the "Proposition No. 2 Project")
The cost of land acquisition and development, including planning, engineering and other
consulting services, inspection and testing, project management and administrative expenses, on -
and off -site utilities and other costs incurred in connection with the Park Projects shall be deemed
a part of the costs of the Park Projects. The Park Projects shall be completed with all necessary
appurtenances and related facilities.
For the purposes of providing part of the funds necessary to pay the costs of the
Proposition No. 1 Project and the Proposition No. 2 Project, including all costs of financial, legal
and other services lawfully incurred and incidental thereto, and to the issuance of bonds, the
District shall issue and sell its general obligation bonds in the aggregate principal amount of not to
exceed $1,000,000 and $1,500,000, respectively (collectively the "Bonds"), The Bonds shall be
issued in an aggregate principal amount not exceeding the amount approved by the qualified
electors of the District. Both the principal of and interest on the Bonds, unless paid from other
sources, shall be payable out of annual tax levies to be made on all the taxable property within the
District without limitation or amount. None of the proceeds of said Bonds shall be used for the
replacement of equipment or for other than a capital purpose.
The expenditure of Bond proceeds shall be made in accordance with the district's budgets
as duly approved from time to time.
If the District Commissioners shall determine that it has become impractical to accomplish
the Park Projects substantially, by reason of changed conditions or increased costs, the District
Commissioners may make such changes in the size, timing, scope or details of the Park Projects as
they shall deem reasonable or, if for such reasons the District Commissioners deems it in the best
interests of the District, the District Commissioners shall not be required to accomplish any
portion of the Park Projects and may apply unexpended Bond proceeds to the payment of
principal or interest on the Bonds.
If available funds are sufficient, the District shall acquire, construct and equip other capital
improvements, as determined necessary by the District Commissioners or shall apply proceeds of
the Bonds or to the payment of principal of or interest on the Bonds, as the District
Commissioners in its discretion shall determine.
The Bonds to be issued shall be issued in such amounts and at such time or times as found
necessary and advisable by the District Commissioners. The Bonds may be issued in one or more
series and shall bear interest payable at a rate or rates not to exceed a maximum rate authorized
by the District Commissioners. The Bonds shall mature in such amounts and at such times within
a maximum term 20 years from date of issue, but may mature at an earlier date or dates as
authorized by the District Commissioners, and as provided by law. The exact date, form, terms,
options of redemption, maturities and conditions sale of the Bonds shall be as hereafter fixed by
ordinance or ordinances, of the District commissioners passed for such purpose. After voter

NOTICE IS HEREBY GIVEN that on November 4, 1997, a special election will be held
in the above -named park and recreation district for the submission to the qualified electors of said
park and recreation district of the following propositions:
PROPOSITION NO. 1
LYNDEN REGIONAL PARKS AND RECREATION DISTRICT
PARK LAND ACQUISITION BONDS - $1,000,000
For the purpose of acquiring land for a new park, shall the Lynden Regional Parks
and Recreation District issue up to $1,000,000 of general obligation bonds
payable, both principal and interest, out of annual property tax levies in excess of
constitutional or statutory tax limitations, maturing within a maximum term of 20
years, all as provided in Resolution #1 of the District?

PROPOSITION NO. 2
LYNDEN REGIONAL PARKS AND RECREATION DISTRICT
PARK DEVELOPMENT BONDS - $1,500,000
For the purpose of developing constructing and furnishing a new park, shall the
Lynden Regional Parks and Recreation District issue up to $1,500,000 of general
obligation bonds payable, both principal and interest, out of annual property tax
levies in excess of constitutional or statutory tax limitations, maturing within a
maximum term of 20 years, all as provided in Resolution #1 of the District?
