WHEREAS, Public Hospital District No. 304, Skagit County,
Washington (the "District"), is a municipal corporation duly
organized and existing under the laws of the State of
Washington; and
WHEREAS, in order to better provide health care services
for the residents of the District and other persons who are in
urgent need of additional and improved health care facilities,
it is necessary for the District to improve and equip United
General Hospital (the "Hospital") by constructing and equipping
a new emergency room, a heating; air conditioning and

and a linear accelerator, and;
WAS, it is deemed to be in the best interests of the
District and the public that a plan be specified and adopted
providing for the carrying out Qf those improvements and that a.
proposition of incurring an indebtedness and issuing general
obligation bonds in the amount of $8,675,000 to pay the cost
thereof be submitted to the qualified voters of the Di, strict for
their ratification or reelection at a special election to be held
therein on November 5, 1991, in conjunct ,cn with, tie state
general election to be held on the same date; NOW. THERFFORE,
BE IT RESOLVED BY THE COMMISSIoN OF pUELIC HOSPITAL
DISTRICT NO. 304, SKAGIT COUNTY, TY, WLSHINGTON, as follows:
Section 1. The public interest,. welfare and convenience of
residents of the Doi strict recRiLire the District to improve and
equip the Hospital pursuant to the plan described in Section 2
hereof,
Section 2. The foliowinq plan for improving and equ-ippinq
the Hospital (the "Plan"), which is for the benefit of the
(1) The District shall construct and eTlip a new emergency
room;
(2) The District shall convert the existing emergency room
to outpatient ser%rices;
(3) The District shall construct and equip a heating, air
conditioning and ventil.ia.tion system;
(4) The District shall construct and equip a fire
system,

(5) The District shall purchase and install a computed
tomography system and a linear accelerator.
The Play shall be undertaken in accordance with -plans and
specifications to be prepared by the architects designated by
the District. The Commission of the District may modify details
of the Plan where necessary or advisable in the judgment of the

declared to be, as nearly as may be, the amount of $8,675,000.
The economic life of the improvements included in the Plan is
erected to be at least 20 years.
Section 4. The District shall borrow not to exceed
$8,675,000 on the credit of the District and issue and sell its
general obligation bonds in that par amount for strictly capital
purposes, other than the replacement of equipro-=)t, to provide
part of the funds .for carrying out thr- 'Plan, Costs of

therefor maturing within 20 years and levy annual excess
property taxes necessary to pay and retire those bonds, as
provided in Resolution NO, 871.7
