Pursuant to a notice given by Wella Hansen, County Auditor of Whatcom
County, Washington, the undersigned, C. J. Johnson, Chairman of the Board
of County Commissioners of said County, and David S. McEachran, Prosecuting
Attorney of said County, now meet with Wella Hansen, County Auditor of said
County at the seat of said County on the 19th day of June, 1975, for the
purpose of canvassing the votes cast in the Whatcom County Water District
No. 14 Formation Election held within the voting precinct comprising said
District in the County of Whatcom, State of Washington, on the 17th day of
June, 1975.

do solemnly swear that the returns purporting to be the election returns of
the Whatcom County Water District No. 14 Election in Whatcom County, Washington,
have been in no wise altered by additions or erasures, and that they are the
same as when I received them, except that the votes of the absentee voters
have been added, SO HELP ME GOD.

The undersigned, being the officers designated by the law and constituting
the canvassing board in and for the County of Whatcom, State of Washington,
hereby certify that the following is a true and correct canvass of the votes
polled in Whatcom County, State of Washington, Water District No. 14, which
was held in a certain voting precinct in Whatcom County on Tuesday, June 17,
1975, as taken from the official returns. That said statement and returns
contain the total number of votes cast, the titles of the offices sought and
all contestants. That the total number of votes cast in the voting precinct
of Whatcom County Water District No. 14 in the County of Whatcom, State of

NOTICE OF SPECIAL ELECTION
ON THE QUESTION OF THE FORMATION OF WATER DISTRICT NO. 14 IN THE GLACIER AREA,
TO BE HELD WITHIN THE BOUNDARIES OF THE PROPOSED DISTRICT ON JUNE 17, 1975.
NOTICE IS HEREBY GIVEN to the qualified electors of the proposed Whatcom
County Water District No. 14, that on Tuesday, June 17, 1975, a special
formation election will be held for the purpose of establishing it as a
Water District.
That the boundaries of the said proposed water district,
as amended, are hereby established and defined as follows:
Beginning at the NW corner of Section 6, Township 39
North, Range 7 East, thence, southerly along the west line of
Section 6 to the SW corner of Section 6; thence, easterly_ along
the south line of Section 6 to the SE corner of the SW 1/4 of
the SW 1/4; thence, southerly along the west line of the NE 1/4
of the NW 1/4 of Section 7 to the SW corner of the NE 1/4 of
the NW 1/4 of Section 7; thence, easterly, along the south line
of the NE 1/4 of the NW 1/4 and NW 1/4 of the NE 1/4 to the SE
corner of the NW 1/4 of the NE 1/4 of Section 7; thence, southerly
along the west line of the SE 1/4 of the NE 1/4 to the east -west
center line of Section 7; thence, easterly along the east -west
center line of Section 7 and 8 to the center of Section 8; thence,
southerly along the north -south center line of Section 8 to the
S 1/4 corner of Section 8; thence, easterly along the south line
of Section 8 to the SE corner of Section 8; thence, north along
the east line of Sections 8 and 5 to the NE corner of Section 5;
thence, westerly along the north line of Sections 5 and 6 to the NW

The polling place will be the Glacier Post Office. The polls will
be open from 7:00 A.M. to 8:00 P. M. of said June 17, 1975.

WHEREAS, Water District No. 14 has requested that certain
property be annexed, and
WHEREAS, approval for the proposed action of Hater District
No. 14 by the Board of County Commissioners has been set out in
RCW 56.02-070.
NOW, THEREFORE, BE IT RESOLVED that the Board of County
Commissioners approved the request of Whatcom County Water
District No. 14 for annexation of certain property described
in the attached exhibits.

A RESOLUTION OF THE BOARD OF COMMISSIONERS
OF WHATCOM COUNTY WATER DISTRICT NO., 14,
WHATCOM COUNTY, WASHINGTON, FIXING THE TIME
AND PLACE OF HEARING ON A PETITION FOR AN-
NEXATION OF CERTAIN TERRITORY TO THE DISTRICT.
WHEREAS, there has been filed with the Board of Commissioners
of Whatcom County Water District No. 14 of Whatcom County, Wash-
ington, hereinafter called the Board, a petition asking that cer-
tain territory be annexed to the District, a copy of said petition
is attached and designated Exhibit "A", incorporated by reference
herein; and
WHEREAS, the Board has examined said petition and the signa-
tures appended thereto and has caused -the signatures to be checked
against the respective tracts and parcels of land as they appear
in the records of the Auditor of Whatcom County, Washington; and
WHEREAS, the Board finds that the above described petition is
signed by the owenrs of not less than sixty per cent of the area
of land within the territory proposed to be annexed, that such ter-
ritory is continguous to and in the same county as Whatcom County
Water District No. 14; and
WHEREAS, the Commissioners of Whatcom County Water District No.
14 by motion on the 29th day of July, 1976, authorized the attorneys
herein to proceed with the publishing of notice of the meeting to
hear the above named petition.
.NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners
of Whatcom County Water District No. 14,,as follows:
Section 1: The petition for annexation of certain territory to
Whatcom County Water District No. 14, a copy of which is attached
hereto and designated as Exhibit A is entertained by the Board at
a.public hearing on such proposed annexation shall be held on the
12th day of August, 1976, at the hour of 7:30 P.M. at the office
of Whatcom County Water District No. 14 located at the Snowline
Community Club, Glacier, Washington, at which hearing all interested
persons are invited to appear and voice approval or disapproval of
said proposed annexation.
Section 2: The attorneys of the District are hereby instructed
to cause a notice of said hearing in the form attached hereto desig-
nated Exhibit D and incorporated by reference herein, to be published
once in the Lynden Tribune prior to said hearing date and is further
instructed to post three copies of said notice in three public places
in the area proposed for annexation.
ADOPTED by the Board of Commissioners of Whatcom Cou ty Water

A RESOLUTION OF THE BOARD OF COMMISSIONERS OF
WHATCOM COUNTY WATER DISTRICT NO. 14, WHATCOM
COUNTY, WASHINGTON, ANNEXING CERTAIN PROPERTY
TO THE DISTRICT
WHEREAS, on the _�% %' clay of 4 , 1976, the
Board of Commissioners (hereinafter calle the "Board") of
Whatcom County Water District No. 14, blhatcom County, Wash-
ington, adopted Resolution No. ,L2. entertaining a certain
petition for annexation to the District of the property here-
inafter described, fixing the time and place of hearing upon
said petition, and providing for the publication and posting
of notice of the hearing; and
WHEREAS, such notice was published and posted as required
by law,and by said Resolution No. 12 ; and
WHEREAS, at the time and place stated in said Resolution
No. j.'.�. a public hearing was held upon said petition; and
WHEREAS, the Commissioners have determined that all of the
area described in the aforesaid petition should be annexed to
the District;
NOW, THEREFORE, BE IT RESOLVED by the Board of Water Com-

Section 1: The Board hereby finds that the property here
inafter described should be, and it is hereby, annexed to the

That portion of the Northeast quarter of the Southwest
quarter of Section 8, Township 39 North, Range 7 East
of W.M., lying Northeasterly of the Thread of Glacier
Creek.
Section 2: Said area shall be annexed and become a part
of Whatcom County Water District No. 141, effective on the 12th
day of August, 1976.
Section 3: Certified copies of this Resolution shall be
filed with the Board of County Commissioners, Whatcom County,
Washington.

8 WHEREAS, Whatcom County Water District No. 14 serves the
Glacier area; and,

WHEREAS, in the past confusion has occurred with regard
10 to the name of the water district; and,
11 WHEREAS, the Board of Commissioners of Water District No. 14
have passed a resolution (Resolution No. 94) requesting
12 approval of a change of name for the District; and,
13 WHEREAS, changing the name of the District to Glacier
Water District No. 14 will more closely reflect the
14 service offered by the District and the service area
of the District;
15 NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council
16 does hereby approve the change of the name of Whatcom Water Distric
17 No. 14 to "Glacier Water District No. 14"; provided, that all
18 existing obligations and contracts of the District entered into
19
under its former name shall remain outstanding without change and
20 with the validity thereof unimpaired and unaffected by such change
21 of name.

3 RESOLUTION AUTHORIZING THE NAME CHANGE FROM
4 GLACIER WATER DISTRICT NO. 14 TO "GLACIER WATER DISTRICT"
5 WHEREAS, the Board of Commissioners for Glacier Water District No. 14 has
6 determined that changing the Districts name to Glacier Water District would more
7 closely reflect the service offered by the district and the service area of the district; and
8 WHEREAS, the Board of Commissioners has submitted a certified copy of a
9 resolution of said board, adopted by majority vote at a regular meeting, providing for the
10 name change; and
11 WHEREAS, the state Revised Code of Washington, section 57.04.065, the County
12 Legislative Authority must approve of such name changes;
13 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that
14 the change of name from "Glacier Water District No. 14" to "Glacier Water District" is
15 hereby approved.

A RESOLUTION OF THE BOARD OF COMMISSIONERS OF
GLACIER WATER DISTRICT NO. 14 CHANGING THE NAME
OF GLACIER WATER DISTRICT NO. 14 TO GLACIER WATER DISTRICT
WHEREAS, Glacier Water District No. 14 serves the Glacier
area; and
WHEREAS, there has in the past been a great deal of confusion
over what the name of the water district is which serves the
Glacier area;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF GLACIER WATER DISTRICT NO. 14, as follows:
Section 1: The Board of Commissioners of Glacier Water
District No. 14 hereby declare their intention, subject to
the approval of the Whatcom County Council and Executive, to
change the name of the district to Glacier Water District for
the reason that the name Glacier Water District will more
closely reflect the service offered by the district and the
service area of the district.
Section 2: This resolution shall be effective upon its
approval by the Whatcom County Council and Executive.

SUMMARY STATEMENT:
A spokesperson for the Water District said the Board of Commissioners decided to seek
the name change after citizens expressed confusion over the ballot title in the last
election of Commissioners. The Board decided it would make better sense to have "Glacier
Water District" on the ballot rather than "Water District No. 14."
Under RCW 57.04.065, action by the Water District Board of Commissioners to change
the District's name must be approved by the county legislative authority.

WATER DISTRICT NO. 14 )
WHEREAS, the returns of the election for the formation of a water
district in the Glacier area have been duly canvassed, and
WHEREAS, of the votes cast on the proposition for the formation
of the water district 36 votes were cast in favor of the organization
of said district and 6 votes were cast against the same; that of the
votes cast on the proposition authorizing the water district to levy
a general tax of $1.25 per thousand dollars of assessed value for
general preliminary expenses of the district, 33 votes were cast in
favor of the levy and 7 votes were cast against the levy, said vote.
being a majority of three -fifths of the electors thereof voting on
the proposition and being not less than forty percent of the total
number of votes cast in the district at the last preceding general
State election held therein, as provided in R.C.W. 57.04.050.
NOW, THEREFORE, BE IT RESOLVED that Whatcom County Water District
No. 14, is now a duly organized Water District under the laws of the

The above entitled matter having come on for hearing before the
Board of County Commissioners of Whatcom County, Washington, on the
lst day of May, 1975 at 10:30 a.m., in the public hearing room, second
floor, Courthouse, Bellingham, Washington, upon the petition of
residents of the Glacier area for the formation of a water district,
pursuant to due notice of the hearing, and all persons appearing
having been heard and no objections being offered to the establishment
of said district or to the amended proposed boundary lines thereof
and the matter having been fully and finally heard, the said Board of
County Commissioners now enters its findings as follows:
1. That the petition was heretofore duly filed with the County
Auditor and within ten days after said filing, the petition was
transmitted to this Board by the County Auditor with the Auditor's
certificate attached thereto certifying to the sufficiency of the
signatures as required by law, and the Board now finds that the
petition was duly signed by more than 251 of the qualified electors
residing within the district described therein.
i. That at a regular meeting of this Board held on the 14th day
of April, 1975, the Board by Resolution fixed a time and place for
:aolding a public hearing on said petition and, pursuant to said
Resolution caused to be published for two successive weeks in the
Lynden Tribune a notice of such hearing.
