Authorizing Increase of Property Tax Levy
The Board of Fire Commissioners of Fire Protection District 19, Whatcom County, Washington, adopted
Resolution No. 248 authorizing a regular property tax levy of $1.10 per $1,000.00. This proposition
would authorize the District to set its regular property tax levy at $1.10 per $1,000.00 of assessed
valuation for 2021 and thereafter subject to any otherwise applicable statutory dollar rate limitations.
The dollar amount of this levy would be used for the purpose of computing the limitations for
subsequent levies under RCW 84.55.050. Should this proposal be approved?

Explanatory Statement - Proposition 2021-11
Whatcom County Fire Protection District 19 d/b/a Glacier Fire and Rescue (the "District") seeks voter
approval to authorize an increase of its regular property tax levy to $1.10 per $1,000.00 of assessed
valuation in 2021 (with collection beginning in 2022), which is an increase of approximately $0.36 per
$1,000.00 increase of assessed value. This levy is the primary funding source for fire and emergency
medical services provided by the District. Voter approval of Proposition 2021-11 will help maintain and
increase the level of services currently provided by the District.

A RESOLUTION OF THE BOARD OF COMMISSIONERS OF
GLACIER FIRE AND RESCUE, WHATCOM COUNTY, WASHINGT%� DOOM BRADRICK OR
INCREASE OF REAL PROPERTY TAX LEVYCOUNTY
A RESOLUTION OF THE BOARD OF COMMISSIONERS OF GLACIER FIRE AND RESCUE
(#19), PROVIDING FOR THE SUBMISSION TO THE QUALIFIED ELECTORS OF THE
DISTRICT AT AN ELECTION TO BE HELD WITHIN THE DISTRICT ON NOVEMBER 2, 2021,
IN CONJUNCTION WITH THE STATE GENERAL ELECTION TO BE HELD ON THE SAME
DATE, OF A PROPOSITION AUTHORIZING A LEVY OF A PROPERTY TAX NOT TO
EXCEED $1.10 PER $1,000 OF TRUE AND ASSESSED VALUATION SUBJECT TO
OTHERWISE APPLICATION STATUTORY LIMITATIONS.
WHEREAS, it is the judgment of the Board of Commissioners of the District that it is essential
and necessary for the protection of the health and life of the residents of the District that fire and
emergency medical services be provided by the District. Such services will necessitate the
expenditures of revenues for station maintenance, operations, equipment and personnel in
excess of those which can be provided by the District's regular tax revenue levied at the current
rate of approximately $0.74 per $1,000 of assessed valuation of taxable property within the
District as limited by the 101 % limitation.
WHEREAS, the Board of Commissioners has determined that the one percent limit factor
established by RCW 84.55.010 will not be sufficient to provide for the expected cost increases
required to maintain and increase the level of services currently provided by the District.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Glacier Fire and
Rescue (#19), as follows:
Section 1. In order to provide fire protection, prevention and emergency medical services in the
District, it is necessary for the District to operate and maintain emergency fire and medical
services vehicles and to maintain station facilities to be staffed by properly trained personnel
and equipment with proper firefighting and emergency medical equipment and to train and
retain volunteers.
Section 2. In order to provide the revenue adequate to pay the costs of providing adequate life
protection services and facilities as described in Section 1 and to maintain reserve funds
sufficient to assure the continuation of such services, the District shall, in accordance with RCW
84.55.050, remove the limitation in regular property taxes imposed by RCW 84.55.010 and levy
beginning in 2021 and collect beginning in 2022 pursuant to RCW 52.76.130, RCW 52.16.140
and RCW 52.16.160, a general tax on taxable property within the District as a rate of $1.10 per
$1,000 of assessed valuation subject to otherwise applicable statutory limits.
Section 3. The amount levied in 2021 shall serve as the District's tax levy base for purposes of
applying the limit factor established by RCW 84.55.010 in subsequent years.
Section 4. There shall be submitted to the qualified electors of the District for their ratification or
rejection, at a general election on November 2, 2021, in conjunction with the state general
election to be held on the same date, the question of whether or not the regular property tax
levy of the District should be increased to $1.10 per $1,000 of the true and assessed valuation
subject to otherwise applicable statutory limitations. The Auditor of Whatcom County, as ex-
officio Supervisor of Elections, is hereby requested to call such election, and to submit the
following proposition as such election, in the form of a ballot title substantially as follows:

ADOPTED at a regular meeting of the Board of Commissioners of Glacier Fire and
Rescue, Whatcom County, Washington, on the 6t" day of July, 2021 of which notice was given
in the manner provided by law, the following Commissioners being present and voting.
CERTIFICATION
I, the undersigned, Secretary of Whatcom County Fire Protection District No. 19, (the
"District"), hereby certify as follows:
1. The attached copy of Resolution No. 248 (the "Resolution") is a full, true, and correct
copy of the Resolution duly adopted at a regular meeting of the Board of Fire
Commissioners of the District (the "Board") held on July 6th 2021, as the Resolution
appears on the minute book of the District and the Resolution is now in full force and
effect.
2. The meeting was held in accordance with law.
3. A quorum of the members of the Board was present throughout the meeting and a
majority of those members present voted in the proper manner for the adoption of the
Resolution.

EXPLANATORY STATEMENT — PROPOSITION NO.
Whatcom County Fire Protection District No. 19 d/b/a Glacier Fire and Rescue (the "District")
seeks voter approval to authorize an increase of its regular property tax levy to $1.10 per $1,000
of assessed valuation in 2021 (with collection beginning in 2022), which is an increase of
approximately $0.36 per $1,000 increase of assessed value. This levy is the primary funding
source for fire and emergency medical services provided by the District. Voter approval of
Proposition 1 will help maintain and increase the level of services currently provided by the
District.
Glacier Fire and Rescue will be submitting a proposal to the voters within the district in
November to increase the real property tax levy. The levy will be an increase of $0.36
per $1,000 of assessed evaluation. The levy rate for Glacier Fire and Rescue is one of
the lowest of all fire districts in Whatcom County. This increase will allow the District to
keep up with increasing costs in order to maintain fire station facilities, replace aging
apparatus, fire and medical equipment, to train and retain volunteers, and to provide a
consistent level of fire and emergency medical service to the residents. The District is
required to have committees that will provide pro and con statements to the proposal
that will be included in the voters' pamphlet. If you would like to be on either committee
and provide a statement, please contact Glacier Fire and Rescue at
glacierfire(a)frontier.com. Glacier Fire and Rescue asks that the voters approve this levy
and get out and vote on November 2, 2021.

My name is Joelle Adams and I am the new secretary for Glacier Fire and Rescue (GFR), replacing Jan Eskola. Fire Chief
Josh Evans and GFR Commissioners voted to put a levy increase measure on the ballot for the November 2nd 2021
General Election. All of our paperwork to do so needs to be submitted to the County by August 3rd. An explanatory
statement on 100 words or less, prepared by our attorney is a requirement for the ballot measure submittal. The
attachments are:
1. A copy of the resolution signed by the GFR Commissioners for this levy increase.
2. A copy of the last explanatory statement written by your office in 2018.
I apologize for getting this request for the explanatory statement to you so late! We are hoping to get our ballot
measure paperwork submitted this week.
