EXPLANATORY STATEMENT — PROPOSITION NO. Whatcom County Fire District 18 provides emergency medical care services, including personnel, equipment, supplies, vehicles, and structures needed for the provision of such services. In order to produce, revenue to pay the cost of providing these services, the Board of Commissioners of District 18 passed Resolution 2020-01 under the authority of RCW 84.52.069, submitting to voters a measure to restore the regular property tax to $1.00 per $1,000.00 of assessed valuation, to be assessed in 2020 and collected in 2021. The maximum allowable levy in 2020 shall serve as the base for subsequent levy limitations as provided by chapter 84.55 RCW. RESOLUTION NO. 2020-01 REC E WPI-1, WHATCOM COUNTY FIRE PROTECTION DISTRICT NO. 18 APR 2 8 2020 RESOLUTION NO. 2020-01 DIANA BRADRICK WHATCOM COUNTY AUDI r C A RESOLUTION of the Board of Fire Commissioners (the "Board") of Whatcom County Fire Protection District No. 18 (the "District"), providing for the submission to the voters of the District at a special election to be held therein on August 4, 2020, in conjunction with the State primary election to be held on the same day, a proposition authorizing a regular property tax levy of one dollar ($1.00) per one thousand dollars ($1,000.00), which is an increase of twenty- six cents ($.26) per one thousand dollars ($1,000.00) of assessed valuation. This proposition would authorize the District to set and maintain a regular property tax levy of one dollar ($1.00) per one thousand dollars ($1,000.00) of assessed valuation for 2020 and thereafter pursuant to RCW 84.55.050 and subject to any otherwise applicable statutory dollar rate limitations, all as more particularly set forth herein. WHEREAS, the Board of Commissioners has determined that the accelerated demands for, and increasing costs of, providing services will necessitate the expenditure of revenues for improved capital facilities, additional staffing, apparatus, maintenance and operations in excess of those which can be provided by the District's current levy rate of seventy-three and eight tenths cents ($.738) per one thousand dollars ($1,000.00) of assessed valuation; and that it is necessary for the regular property tax levy of the District to be set at one dollar ($1.00) per one thousand dollars ($1,000.00), such levy to be made in 2020 for collection in 2021 and in succeeding years, on all taxable property within the District (such assessed value representing one hundred percent (100%) of the true and fair value unless specifically provided otherwise by law), in order for the Expense Fund of the District to be able to provide sufficient funds to meet those expenses; and WHEREAS, The Board of Commissioners has determined that it is in the best interest of the District that the maximum allowable levy authorized by this Resolution serve as the levy base for purposes of applying the limit factor established by RCW 84.55.010 in subsequent years. NOW, THEREFORE, be it resolved by the Board of Commissioners of Whatcom County Fire Protection District No. 18 as follows: Section 1. The Auditor of Whatcom County, Washington, as ex officio Supervisor of Elections (the "Auditor'), is requested to call and conduct a special election in the District, in the manner provided by law, to be held herein on August 4, 2020, in conjunction with the State primary election to be held on the same date, for the purpose of submitting to the voters of the District, for their approval or rejection, a proposition of whether the regular property tax levy of the District shall be set at and maintained at one dollar ($1.00) per one thousand dollars ($1,000.00) of assessed valuation; such levy to be made in 2020 for collection in 2021 and in succeeding years, on all the taxable property within the District (such assessed value representing one hundred percent (100%) of the true and fair value unless specifically provided otherwise by law), subject to otherwise applicable statutory limitations; and for the dollar amount of such levies to be used for the purpose of computing the limitations for subsequent levies under RCW 84.55.050. Pursuant to RCW 29A.36.071, as amended, the Whatcom County Prosecuting Attorney is requested to prepare the concise description of the aforesaid proposition for the ballot title in substantially the following form: FIRE PROTECTION DISTRICT NO. 18 WHATCOM COUNTY, WASHINGTON PROPOSITION NO. 1 RESTORING REGULAR PROPERTY TAX LEVY The Board of Fire Commissioners of Fire Protection District No. 18, Whatcom County, Washington, adopted Resolution No. 2020-01 authorizing a regular property tax levy of $1.00 per $1,000. This proposition would authorize the District to restore and maintain its regular property tax levy to $1.00 per $1,000 of assessed valuation for 2020 and thereafter subject to any otherwise applicable statutory dollar rate limitations. The dollar amount of this levy would be used for the purpose of computing the limitations for subsequent levies under RCW 84.55.050. Should this proposal be approved? The attached copy of Resolution No. 2020-01 (the "Resolution") is a full, true, and correct copy of the Resolution duly adopted at a regular meeting of the Board of Fire Commissioners of the District (the "Board") held on March 12th 2020, as the Resolution appears on the minute book of the District and the Resolution is now in full force and effect. 2.
