1. Remember to SIGN YOUR NAME on the outside of
the MAILING envelope on the line under the Voter
Affidavit. Your signature is compared to your
signature on file with the County. If you are unable to
sign your name, you must make an identifying mark
and have two people sign as witnesses next to your
mark.
2. In the Ballot Guide, to the right of each measure or
candidate, is a number which is assigned to a
position on your Ballot Card.
3. Use a paper clip, tooth pick or sharp pencil to punch
out the pre -scored square located just above the
number assigned to the candidate or measure.
4. Write in candidates may be voted for by using the
space provided on the flap attached to your ballot
card. You must list both the Name and Office of the
write-in candidate and the Political Parry in Partisan
races. Do not punch out a position number for any
other candidate for that office.
5. After you have finished voting, place your Ballot
Card in the Ballot Security Envelope.
6. Place the Ballot Security Envelope containing your
voted ballot punchcard INSIDE THE PRE -
ADDRESSED MAILING ENVELOPE.
7. Put a first-class stamp on the envelope and mail it so
it is postmarked no later than the day of the election.
The ballot will be counted if it is postmarked not later
than election day and if it is received by the county
auditor not later than the ninth day following any
special election or primary, or the fourteenth day
following a general election.
8. If you spoil your ballot, cross out the incorrect vote
and vote the correct one OR you may request a

The Legislature has passed House Bill No. 2969, financing
transportation improvements through transportation fees and
taxes. This bill would increase highway capacity, public
transportation, passenger and freight rail, and transportation
financing accountability through increased fuel excise taxes,
sales taxes on vehicles, and weight fees

to four years, or six years for fire facility

WHERAS: It is the judgment of the Board of Commissioners of the district that it is
essential and necessary for the protection of the health and life of the residents
of the district that the emergency medical services enumerated in this
resolution is provided by the district. Such services will necessitate the
expenditure of revenues for maintenance, operation and equipment.
NOW THERFORE be it resolved by the Board of Commissioners of Whatcom County Fire
District No: 18; Washington as follows;
SECTION 1. That the district shall provide emergency medical care or emergency
medical services, including related personnel cost, training for such personnel, and related
equipment, supplies, vehicles and structures needed for the provision of the emergency medical
care or emergency medical services.
SECTION 2. In order to produce the revenue adequate to pay the costs of the providing
of life protection services as described in SECTION 1 of this resolution and to maintain reserve
funds sufficient to assure the continuation of such services, the district shall levy in 2003 and
collect in 2004, a general tax on taxable property within the district, maintenance and operation
cost in the amount of $.50 per $1,000 of assessed valuation.
SECTION 3. There shall be submitted to the alified electors of the district for their
ratification or rejection, at an election on November , 2002 the question of whether or not
such levy for maintenance and operations shall be made.
ADOPETED at the emergency meeting of the Board of Commissioners of Whatcom County Fire
Protection District #18 on this 25th day of September, 2002.

PROPERTY TAX IN THE SUM OF $.50 PER $1,000 ASSESED VALUATION EACH YEAR FOR
SIX CONSECTIVE YEARS BEGINNING 2002, TO BEGIN COLLECTION IN 2004, FOR THE
PROVISION OF EMERGENCY MEDICAL SERVICES ALL AS PROVIDED IN WHATCOM
COUNTY FIRE PROTECTION DISTRICT #18 RESOLUTION #8-02-1 AND THE LAWS OF THE
STATE OF WASHINGTON RCW 84.52.069
WHERAS: It is the judgment of the Board of Commissioners of the district that it is
essential and necessary for the protection of the health and life of the residents
of the district that the emergency medical services enumerated in this
resolution is provided by the district. Such services will necessitate the
expenditure of revenues for maintenance, operation and equipment.
NOW THERFORE be it resolved by the Board of Commissioners of Whatcom County Fire
District No. 18, Washington as follows:
SECTION 1. That the district shall provide emergency medical care or emergency
medical services, including related personnel cost, training for such personnel, and related
equipment, supplies, vehicles and structures needed for the provision of the emergency medical
care or emergency medical services.
SECTION 2. In order to produce the revenue adequate to pay the costs of the providing
of life protection services as described in SECTION 1 of this resolution and to maintain reserve
funds sufficient to assure the continuation of such services, the district shall levy in 2002 and
collect in 2004, a general tax on taxable property within the district, maintenance and operation
cost in the amount of $.50 per $1,000 of assessed valuation.
SECTION 3. There shall be submitted to the qualified electors of the district for their
ratification or rejection, at an election on November I 2002 the question of whether or not
such levy for maintenance and operations shall be made.
ADOPETED at the regular meeting of the Board of Commissioners of Whatcom County Fire
Protection District #18 on this 15t" day of August, 2002.

Shall Whatcom County Fire Protection District No. 18 be authorized to levy a regular
property tax in the sum of $.50 per $1,000 assessed valuation each year for six
consecutive years beginning 2002, to begin collection in 2004, for the provision of
Emergency Medical Services all as provided in Whatcom County Fire Protection District
No. 18 Resolution # 8-02-1?
