A RESOLUTION AUTHORIZING A SPECIAL ELECTION TO
AUTHORIZE THE DISTRICT TO LEVY UP TO $1.50 PER
THOUSAND DOLLARS OF ASSESSED VALUATION FOR THE
PURPOSE OF MAINTAINING SERVICE LEVELS TO COMPLETE
THE DISTRICT'S FIVE YEAR PLAN OF CAPITAL
IMPROVEMENTS FOR FACILITIES AND EQUIPMENT AND
FOR DISTRICT OPERATIONAL REQUIREMENTS.
WHEREAS, Whatcom County Fire Protection District 18 (the "District'l has adopted a
Five year Plan of Capital Improvements (the "Plan'o for equipment and facilities to
insure a continued high level of service to the citizens of the District; and
WHEREAS, the completion of the Plan will require adequate funding over the next five
years in equipment, facilities, and staffing to meet the needs of the citizens served by
the District; and
WHEREAS, the completion of the Plan will maintain adequate levels of facilities and
equipment necessary for the training for the District's paid and volunteer personnel for
the current and future needs of the District; and
WHEREAS, the District currently collects an ad valorem tax of $0.91 per thousand
dollars of assessed valuation; and
WHEREAS, the District has experienced unprecedented growth in the number of
residents since 1990; and
WHEREAS, depending on the amount of new construction added to the tax rolls in the
District, it may not be necessary to levy the entire $1.50 ad valorem rate; and
WHEREAS, the challenges of meeting the fire and life safety needs of our community
continue to grow; and
WHEREAS, the District commitment to its citizens and taxpayers remains paramount.

NOW THEREFORE, BE IT RESOLVED by the Board of Commissioners of Whatcom
County Fire Protection District No. 18 that:
1. The District shall hold an election on NLY • to request authorization to
increase the ad valorem property tax rate from $0.91 to $1.50 per thousand dollars of
assessed valuation for the purpose of maintaining the high level of service and for
completion of the District Five Year Plan of Capital Improvements; and
2. The District shall, to the extent permitted by law, provide information to the
citizens of the District concerning the need for the increase in the ad valorem rate to
maintain the high level of service enjoyed by the citizens of the District and for
completion of the District Five Year Plan of Capital Improvements.
