Filing a Proposed Ballot Measure for Inclusion in
Election
(AUDITOR'S OFFICE — Elections)
This procedure applies to Auditor's Staff, the Prosecuting Attorney, the Assessor's Office, and
representatives of the cities and districts submitting A proposed ballot measure.
ctions by Cities and Representative of Districts:
1. Submits proposed ballot measure (considered ballot title) together with an explanatory
statement prepared by legal counsel to Auditor's Office. Must be submitted at least 46 days
prior to the election date for a special election, no later than the Friday immediately before
the first day of regular candidate filing for the primary election, or no later than the day of the
primary for a general election.
Actions by Election Clerk:
N'A,Z If received by mail or courier (e.g., Fourth Corner Network), date stamps Ballot Measure
Cover Sheet and the first page of the resolution. Gives to Office Coordinator to complete
steps 3-7.
If received over the counter, date stamps Ballot Measure Cover Sheet and the first page of
the resolution-

the Ballot Measure Cover Sheet (FRM #AU270090F) is attached and complete,
the resolution contains original signatures by a majority of commissioners or other
legislative body or is a certified copy by the clerk,

(05. Makes photocopy of resolution, validation figures (if applicable), and ballot measure cover
sheet. Attaches to Prosecuting Attorney's transmittal letter.
NOTE: If ballot title submitted by a city, no review by the Prosecuting Attorney is
necessary.
(>24. Prepares transmittal letter to Assessor to review if there are taxing or funding implications,
allowing 7 days for processing to obtain their review. (See FRM #AU470090C — Assessor
Ballot Title Letter - sends to Janice Judge)

sheet. Attaches to Assessor's transmittal letter.
26. Obtains signature on transmittal letters and puts copies in folder.

The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the General Election held
November 3, 2015, within the boundaries of Fire Protection District 17, Whatcom County, State of
Washington.
The proposition concerned a regular property tax levy of $1.45 per $1,000 of assessed valuation for
2015 and thereafter subject to any otherwise applicable statutory dollar rate limitations. The dollar
amount of this levy would be used for the purpose of computing the limitations for subsequent levies -
Based on the criteria for passage which was supplied by the district, the measure Passed.

A RESOLUTION of the Board of Fire Commissioners (the "Board") of Whatcom County
Fire Protection District No. 17 (the "District"), providing for the submission to the voters of the
District at a general election to be held therein on November 3, 2015, in conjunction with the
State's general election to be held on the same day, a proposition authorizing a regular property
tax levy of $1.45 per $1,000, which is an increase of $0.42 per $1,000 of assessed valuation.
This proposition would authorize the District to set and maintain a regular property tax levy of
$1.45 per $1,000 of assessed valuation for 2015 and thereafter pursuant to RCW 84.55.050 and
subject to any otherwise applicable statutory dollar rate limitations, all as more particularly set
forth herein.
WHEREAS, the Board of Fire Commissioners of Whatcom County Fire Protection
District No. 17 has determined that it appears certain money available for the Expense Fund for
the calendar year 2015 would be insufficient to permit the District to meet the expenses of
operation, services, and maintenance essential and necessary for the protection of the public
health, life, and property of its residents during such calendar year, given the current levy rate of
$1.03 per $1,000 of assessed valuation; and that it is necessary for the regular property tax levy
of the District be set at $1.45 per $1,000, such levy to be made in 2015 for collection in 2016,
and in succeeding years, on all taxable property within the District (such assessed value
representing 100% of the true and fair value unless specifically provided otherwise by law), in
order for the Expense Fund of the District to be able to provide sufficient funds to meet those
expenses; and
WHEREAS, the Constitution and the laws of the State of Washington require that the
question of whether such taxes may be levied must be submitted to the qualified electors of the
District for their ratification or rejection.
NOW, THEREFORE, be it resolved by the Board of Commissioners of Whatcom County
Fire Protection District No. 17 as follows:
Section 1. The Auditor of Whatcom County, Washington is requested to call and conduct a
general election in the District, in the manner provided by law, to be held herein on November 3,
2015 in conjunction with the State's general election to be held on the same date, for the
purpose of submitting to the voters of the District, for their approval or rejection, a proposition of
whether the regular property tax levy of the District shall be set and maintained at $1.45 per
$1,000 of assessed valuation; such levy to be made in 2015 for collection in 2016, and in
succeeding years, on all the taxable property within the District -(such assessed value
representing 100% of the true and fair value unless specifically provided otherwise by law),
subject to otherwise applicable statutory limitations; and for the dollar amount of such levies to
be used for the purpose of computing the limitations for subsequent levies under RCW
84.55.050.
Section 2. Pursuant to RCW 29A.36.071, as amended, the Whatcom County Prosecuting
Attorney is requested to prepare the concise description of the aforesaid proposition for the
ballot title in substantially the following form:

AUTHORIZING REGULAR PROPERTY TAX LEVY
The Board of Fire Commissioners of Fire Protection District No. 17, Whatcom County,
Washington, adopted Resolution No. 319 authorizing a regular property tax levy of $1.45 per
$1,000. This proposition would authorize the District to set its regular property tax levy at $1.45
per $1,000 of assessed valuation for 2015 and thereafter subject to any otherwise applicable
statutory dollar rate limitations. The dollar amount of this levy would be used for the purpose of
computing the limitations for subsequent levies under RCW 84.55.050. Should this proposal be
approved?

Section 3. The Secretary of the District is directed (a) to certify to the Auditor a copy of this

EXPLANATORY STATEMENT — PROPOSITION NO.
This measure would increase the levy of Whatcom County Fire Protection District No.17 by
$0.42 per $1,000 of assessed valuation. This levy is the District's only source of revenue. State
limitations do not allow the District to keep up with increasing costs. Approval of Proposition
No.1 will set the District's levy rate at $1.45 per $1,000 of assessed valuation to fund the
replacement of aging vehicles, volunteer firefighter/EMT stipends, and general operations such
that the District can continue to provide consistent levels of emergency fire and medical services
and maintain its favorable insurance class rating.

A RESOLUTION of the Board of Fire Commissioners (the "Board") of Whatcom County
Fire Protection District No. 17 (the "District"), providing for the submission to the voters of the
District at a general election to be held therein on November 3, 2015, in conjunction with the
State's general election to be held on the same day, a proposition authorizing a regular property
tax levy of $1.45 per $1,000, which is an increase of $0.42 per $1,000 of assessed valuation.
This proposition would authorize the District to set and maintain a regular property tax levy of
$1.45 per $1,000 of assessed valuation for 2015 and thereafter pursuant to RCW 84.55.050 and
subject to any otherwise applicable statutory dollar rate limitations, all as more particularly set
forth herein.
WHEREAS, the Board of Fire Commissioners of Whatcom County Fire Protection
District No. 17 has determined that it appears certain money available for the Expense Fund for
the calendar year 2015 would be insufficient to permit the District to meet the expenses of
operation, services, and maintenance essential and necessary for the protection of the public
health, life, and property of its residents during such calendar year, given the current levy rate of
$1.03 per $1,000 of assessed valuation; and that it is necessary for the regular property tax levy
of the District be set at $1.45 per $1,000, such levy to be made in 2015 for collection in 2016,
and in succeeding years, on all taxable property within the District (such assessed value
representing 100% of the true and fair value unless specifically provided otherwise by law), in
order for the Expense Fund of the District to be able to provide sufficient funds to meet those
expenses; and
WHEREAS, the Constitution and the laws of the State of Washington require that the
question of whether such taxes may be levied must be submitted to the qualified electors of the
District for their ratification or rejection.
NOW, THEREFORE, be it resolved by the Board of Commissioners of Whatcom County
Fire Protection District No. 17 as follows:
Section 1. The Auditor of Whatcom County, Washington is requested to call and conduct a
general election in the District, in the manner provided by law, to be held herein on November 3,
2015 in conjunction with the State's general election to be held on the same date, for the
purpose of submitting to the voters of the District, for their approval or rejection, a proposition of
whether the regular property tax levy of the District shall be set and maintained at $1.45 per
$1,000 of assessed valuation; such levy to be made in 2015 for collection in 2016, and in
succeeding years, on all the taxable property within the District (such assessed value
representing 100% of the true and fair value unless specifically provided otherwise by law),
subject to otherwise applicable statutory limitations; and for the dollar amount of such levies to
be used for the purpose of computing the limitations for subsequent levies under RCW
84.55.050.
Section 2. Pursuant to RCW 29A.36.071, as amended, the Whatcom County Prosecuting
Attorney is requested to prepare the concise description of the aforesaid proposition for the

The Board of Fire Commissioners of Fire Protection District No. 17, Whatcom County,
Washington, adopted Resolution No. 319 authorizing a regular property tax levy of $1.45 per
$1,000. This proposition would authorize the District to set its regular property tax levy at $1.45
per $1,000 of assessed valuation for 2015 and thereafter subject to any otherwise applicable
statutory dollar rate limitations. The dollar amount of this levy would be used for the purpose of
computing the limitations for subsequent levies under RCW 84.55.050. Should this proposal be
approved?

This measure establishes the levy for Whatcom County Fire Protection District No. 17 ("District")
at $1.45 per $1,000 of assessed valuation. This represents a $0.42 increase. This levy is the
only source of revenue for the District. State limitations on revenue increases do not allow the
District to keep up with increasing costs. Passage of Proposition No. 1 will allow the District to
set the levy rate at $1.45 per $1,000 of assessed valuation as otherwise authorized by law in

COMMITTEE "FOR" STATEMENT
WHATCOM COUNTY FIRE DISTRICT #17 - PROPOSITION #1
Whatcom County Fire District #17 provides exceptional fire suppression and
emergency medical services to all areas of the Sandy Point community including
parts of the Lummi Indian reservation. The district has achieved one of the best
insurance ratings (5) of any Fire District in Whatcom County, lowering home
insurance rates, and has one of the best response times, despite a 60% increase in
911 calls in the past year.
90% of calls are for emergency medical services yet the department has fewer
EMT's than ten years ago due to strenuous training requirements and national
trends in volunteerism. There is significant strain on its volunteer responders.
Increases in operating costs and limited revenue have prevented the district from
establishing reserve funds to replace vehicles that are reaching the end of their
service lives.
Passage of this levy would allow a small "per call" stipend for volunteer fire
fighters/EIVIT's at a fraction of the cost of full time staffing, support recruitment
and retention efforts, and allow for necessary replacement of aging vehicles.
Voting "yes" ensures continued excellence in fire/emergency medical response
and helps maintain the current favorable insurance class rating.

RESOLUTION NO. 319
A RESOLUTION of the Board of Fire Commissioners (the "Board") of Whatcom County
Fire Protection District No. 17 (the "District"), providing for the submission to the voters of the
District at a general election to be held therein on November 3, 2015, in conjunction with the
State's general election to be held on the same day, a proposition authorizing a regular property
tax levy of $1.45 per $1,000, which is an increase of $0.42 per $1,000 of assessed valuation.
This proposition would authorize the District to set and maintain a regular property tax levy of
$1.45 per $1,000 of assessed valuation for 2015 and thereafter pursuant to RCW 84.55.050 and
subject to any otherwise applicable statutory dollar rate limitations, all as more particularly set
forth herein.
WHEREAS, the Board of Fire Commissioners of Whatcom County Fire Protection
District No. 17 has determined that it appears certain money available for the Expense Fund for
the calendar year 2015 would be insufficient to permit the District to meet the expenses of
operation, services, and maintenance essential and necessary for the protection of the public
health, life, and property of its residents during such calendar year, given the current levy rate of
$1.03 per $1,000 of assessed valuation; and that it is necessary for the regular property tax levy
of the District be set at $1.45 per $1,000, such levy to be made in 2015 for collection in 2016,
and in succeeding years, on all taxable property within the District (such assessed value
representing 100% of the true and fair value unless specifically provided otherwise by law), in
order for the Expense Fund of the District to be able to provide sufficient funds to meet those
expenses; and
WHEREAS, the Constitution and the laws of the State of Washington require that the
question of whether such taxes may be levied must be submitted to the qualified electors of the
District for their ratification or rejection.
NOW, THEREFORE, be it resolved by the Board of Commissioners of Whatcom County
Fire Protection District No. 17 as follows. -
Section 1. The Auditor of Whatcom County, Washington is requested to call and conduct a
general election in the District, in the manner provided by law, to be held herein on November 3,
2015 in conjunction with the State's general election to be held on the same date, for the
purpose of submitting to the voters of the District, for their approval or rejection, a proposition of
whether the regular property tax levy of the District shall be set and maintained at $1.45 per
$1,000 of assessed valuation; such levy to be made in 2015 for collection in 2016, and in
succeeding years, on all the taxable property within the District (such assessed value
representing 100% of the true and fair value unless specifically provided otherwise by law),
subject to otherwise applicable statutory limitations; and for the dollar amount of such levies to
be used for the purpose of computing the limitations for subsequent levies under RCW
84.55.050.
Section 2. Pursuant to RCW 29A.36.071, as amended, the Whatcom County Prosecuting
Attorney is requested to prepare the concise description of the aforesaid proposition for the
ballot title in substantially the following form:

AUTHORIZING REGULAR PROPERTY TAX LEVY
The Board of Fire Commissioners of Fire Protection District No. 17, Whatcom County,
Washington, adopted Resolution No. 319 authorizing a regular property tax levy of $1.45 per
$1,000. This proposition would authorize the District to set its regular property tax levy at $1.45
per $1,000 of assessed valuation for 2015 and thereafter subject to any otherwise applicable
statutory dollar rate limitations. The dollar amount of this levy would be used for the purpose of
computing the limitations for subsequent levies under RCW 84.55.050. Should this proposal be
approved?

Section 3. The Secretary of the District is directed (a) to certify to the Auditor a copy of this
Resolution No. 319 showing its adoption by the Board at least eighty-four (84) days prior to the
date of such general election; and (b) to perform such other duties as are necessary and
required by law in submitting to the voters of the District at the aforesaid election the proposition
of whether such excess tax levy shall be made.

District No. 17, at an open public meeting thereof this 14th day of July, 2015, of which notice was
given in the manner provided by law, the following Commissioners being present and voting.

"District"), hereby certify as follows:
1. The attached copy of Resolution No. 319 (the "Resolution") is a full, true, and
correct copy of the Resolution duly adopted at a special meeting of the Board of
Fire Commissioners of the District (the "Board") held on July 14, 2015, as the
Resolution appears on the minute book of the District and the Resolution is now
in full force and effect.
2. The special meeting was held in accordance with law.
3. A quorum of the members of the Board was present throughout the meeting and
a majority of those members present voted in the proper manner for the adoption
of the Resolution.

EXPLANATORY STATEMENT — PROPOSITION NO. 1
This measure establishes the levy for Whatcom County Fire Protection District No. 17 ("District")
at $1.45 per $1,000 of assessed valuation. This represents a $0.42 increase. This levy is the
only source of revenue for the District. State limitations on revenue increases do not allow the
District to keep up with increasing costs. Passage of Proposition No. 1 will allow the District to
set the levy rate at $1.45 per $1,000 of assessed valuation as otherwise authorized by law in
order to fund replacement of aging vehicles, volunteer firefighter/EMT stipends, and general
operations such that the District can continue to provide a consistent level of fire and emergency
medical services to its residents and maintain its favorable insurance class rating.
