Committee have completed the canvass of votes as it pertains to the Special Election
held in the precincts within the boundaries of Fire Protection District No. 17 Sandy Point
on the 14t" day of March 2006 and the results are as follows:

AUTHORIZING REGULAR PROPERTY TAX LEVY INCREASE
The Board of Fire Commissioners of Sandy Point Fire Protection District No. 17, Whatcom
County, Washington, adopted Resolution No. 240 authorizing a regular property tax levy of
$1.15 per $1,000. This proposition would authorize the District to set and maintain a regular
property tax levy of $1.15 per $1,000 of assessed valuation for 2006 and thereafter pursuant to
RCW 84.55.050 and subject to any otherwise applicable statutory dollar rate limitations. Should
this proposal be approved?

RESOLUTION NO.240 WHATCOMI COUNTY AUDITOPR
A RESOLUTION of the Board of Fire Commissioners of Sandy Point
Fire District No. 17, Whatcom County, Washington; providing for the
submission to the voters of the district at a general election to be held
therein on March 14, 2006, in conjunction with the State general election to
be held on the same day, a proposition authorizing a regular property tax
levy of $1.15 per $1,000. This proposition would authorize the District to
set and maintain a regular property tax levy of $1.15 per $1,000 of
assessed valuation for 2006 and thereafter pursuant to RCW 84.55.050
and subject to any otherwise applicable statutory dollar rate limitations, all
as more particularly set forth herein.
WHEREAS, the Board of Fire Commissioners (the "Board") of Whatcom County Fire
Protection District No. 17 (the "District"), has determined that revenues available for the 2006
calendar year would be insufficient to permit the District to meet its expenses essential and
necessary for the protection of the public health, life and property of its residents during such
calendar year, given the current levy rate of $0.65106 per $1,000 of assessed value; and that it
is necessary for the regular property tax levy of the District to be set at $1.15 per $1,000, such
levy to be made in 2006 for collection in 2007, and in succeeding years on all taxable property
within the District (such assessed value representing 100% of true and fair value unless
specifically provided otherwise by law); and
WHEREAS, the Constitution and the laws of the State of Washington require that the
question of whether such taxes may be levied must be submitted to the qualified electors of the
District for their ratification or rejection; and
WHEREAS, the conditions set forth herein create an emergency which requires the
holding of a special election in the District.
NOW, THEREFORE,
Section 1. It is found and declared that an emergency exists requiring the calling of a
special election, and the Auditor is requested to find and declare the existence of an
emergency. The Auditor further is requested to call and conduct a special election in the
District, in the manner provided by law, to be held herein on March 14, 2006, for the purpose of
submitting to the voters of the District, for their approval or rejection, a proposition of whether
the regular property tax levy of the District shall be set at and maintained at $1.15 per $1,000 of
assessed value; such levy to be made in 2006 for collection in 2007, and in succeeding years
on all the taxable property within the District (such assessed value representing 100% of true
and fair value unless specifically provided otherwise by law), subject to otherwise applicable
statutory limitations.
Section 2. Pursuant to RCW 29.79.055, as amended, the Whatcom County
Prosecuting Attorney is requested to prepare the concise description of the aforesaid
proposition for the ballot title in substantially the following form:

CERTIFICATION
I, the undersigned, Secretary of Whatcom County Fire Protection District No. 17, (the
"District"), hereby certify as follows:
The attached copy of Resolution No. 240 (the "Resolution") is a full, true, and
correct copy of the Resolution duly adopted at a special meeting of the Board of
Fire Commissioners of the District (the "Board") held on January 17, 2006, as the
Resolution appears on the minute book of the district and the Resolution is now
in full force and effect.
2. Written notice specifying the time and place of the special meeting and noting the
business to be transacted was given to all members of the Board by mail or by
personal delivery at lest 24 hours prior to the special meeting, a true and
complete copy of which notice is attached hereto as Appendix 1.
3. Written notice of the special meeting was given to each local radio or television
station and to each newspaper of general circulation that has on file with the
District a written request to be notified of special meetings.
4. A quorum of the members of the Board was present throughout the meeting and
a majority of those members present voted in the proper manner for the adoption
of the Resolution.
