The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the Special and Primary
Election held August 1, 2017, within the boundaries of Fire Protection District 16, Whatcom County,
State of Washington.
The proposition concerned authorizing the District to assess its property tax levy at $1.00 per
$1,000.00 of assessed valuation for 2017 and thereafter, subject to any otherwise applicable statutory
dollar rate limitations. The dollar amount of the levy would be used for the purpose of computing the
limitations for subsequent levies.
Based on the criteria for passage which was supplied by the district, the measure Passed.

Filing a Proposed Ballot Measure for Inclusion in
Election
(AUDITOR'S OFFICE — Elections)
This procedure applies to Auditor's Staff, the Prosecuting Attorney, the Assessor's Office, and
representatives of the cities and districts submitting a proposed ballot measure.
Actions by Cities and District Representative:
1. Submits proposed ballot measure (considered ballot title) together with the ballot measure
cover sheet, an explanatory statement for the Local Voter Pamphlet prepared by legal
counsel, and the "For' and "Against" committee appointments to the Auditor's Office. Must
be submitted at least 60 days prior to the election date for a special election, no later than
the Friday immediately before the first day of regular candidate filing for the primary election,
or no later than the day of the primary for a general election.
Actions by Election Clerk:
2. If received by mail or courier (e.g., Fourth Corner Network), date stamps Ballot Measure
j Cover Sheet and the first page of the resolution. Gives to Office Coordinator to complete
steps 4-6.

assessed valuation for 2017 and thereafter, subject to any otherwise applicable
statutory dollar rate limitations. The dollar amount of this levy would be used for

The explanatory statement has been modified to read as follows:
This measure establishes the levy for Whatcom County Fire Protection District
No. 16 at $1.00 per $1,000.00 of assessed valuation. This levy is the primary
source of revenue for Fire District No. 16. State limitations on revenue increases
do not allow the Fire District to keep up with increasing costs. Passage of
Proposition No. 2017-1 will allow the Fire District to set its levy rate at $1.00 per
$1,000.00 of assessed valuation and provide funding for the District to continue
to provide a consistent level of fire and emergency medical services.
This notice is being provided pursuant to RCW 29A.36.080.

PROPOSITION NO.2017-1

Explanatory Statement
PROPOSITION NO.2017-1
This measure establishes the levy for Whatcom County Fire Protection District No. 16 at $1.00 per
$1,000.00 of assessed valuation. This levy is the primary source of revenue for Fire District No. 16.
State limitations on revenue increases do not allow the Fire District to keep up with increasing
costs. Passage of Proposition No. 2017-1 will allow the fire District to set its levy rate at $1.00 per
$1,000.00 of assessed valuation and provide funding for the District to continue to provide a
consistent level of fire and emergency medical services. kk>

Levy Lid Lift (Restoring Regular Property Tax Levy)
I am in receipt of the proposed ballot measure for the Fire District #16 and have
reviewed such for property tax administration. I find no concerns with the ballot
measure regarding property tax administration. The district is asking voters to
approve a permanent Levy Lid Lift. I do find discrepancy with the description of
the ballot itself, and also with the statement about the 2015 rate for the regular
fire district levy. The property tax rate for 2015 for Fire District #16 was
$0.6818857312. 1 have been unable to find a levy of $1.00 for Fire District #16 at
any time.

Auditor Seeks Committees For and Against Fire Protection District 16 Tax Levy
Bellingham, WA, April 27, 2017: Whatcom County Fire Protection District 16 has submitted a
resolution for the August 1 Primary Election ballot to restore and maintain its regular property
tax levy at $1.00 per $1,000 of assessed valuation. The District has been unable to identify
either a "For" committee or an "Against" committee to write statements for the Local Voters'
Pamphlet.
The Auditor is required to make an effort to identify interested individuals and appoint them to
such committees to write statements for the Local Voters' Pamphlet. There is a short window
of time to allow for this. Persons interested in submitting a statement in favor of the proposition
and against the proposition should contact Debbie Adelstein, County Auditor, at (360) 778-5105,
as soon as possible. Statements both for and against must be submitted by May 17, 2017.

Auditor Seeks Committees For and Against Fire Protection District 16 Tax Levy
Bellingham, WA, April 27, 2017: Whatcom County Fire Protection District 16 has submitted a
resolution for the August 1 Primary Election ballot to restore and maintain its regular property
tax levy at $1.00 per $1,000 of assessed valuation. The District has been unable to identify
either a "For" committee or an "Against" committee to write statements for the Local Voters'
Pamphlet.
The Auditor is required to make an effort to identify interested individuals and appoint them to
such committees to write statements for the Local Voters' Pamphlet. There is a short window
of time to allow for this. Persons interested in submitting a statement in favor of the proposition
and against the proposition should contact Debbie Adelstein, County Auditor, at (360) 778-5105,
as soon as possible. Statements both for and against must be submitted by May 17, 2017.

RESOLUTION NO. 02-2017 WHATCOM COUNTY AUDITOR
A RESOLUTION of the Board of Fire Commissioners (the "Board") of Whatcom County
Fire Protection District No. 16 (the "District"), providing for the submission to the voters of the
District at a special election to be held therein on August 1, 2017, in conjunction with the State
primary election to be held on the same day, a proposition authorizing a regular property tax
levy of $1.00 per $1,000, which is an increase of $.34 per $1,000 of assessed valuation. This
proposition would authorize the District to set and maintain a regular property tax levy of $1.00
per $1,000 of assessed valuation for 2017 and thereafter pursuant to RCW 84.55.050 and
subject to any otherwise applicable statutory dollar rate limitations, all as more particularly set
forth herein.
WHEREAS, the Board of Fire Commissioners of Whatcom County Fire Protection
District No. 16 has determined that it appears certain money available for the Expense Fund for
the calendar year 2018 would be insufficient to permit the District to meet the expenses of
operation, services, and maintenance essential and necessary for the protection of the public
health, life, and property of its residents during such calendar year, given the current levy rate of
$.66 per $1,000 of assessed valuation; and that it is necessary for the regular property tax levy
of the District be set at $1.00 per $1,000, such levy to be made in 2017 for collection in 2018,
and in succeeding years, on all taxable property within the District (such assessed value
representing 100% of the true and fair value unless specifically provided otherwise by law), in
order for the Expense Fund of the District to be able to provide sufficient funds to meet those
expenses, and;
WHEREAS, the Constitution and the laws of the State of Washington require that the
question of whether such taxes may be levied must be submitted to the qualified electors of the
District for their ratification or rejection;
NOW, THEREFORE, be it resolved by the Board of Commissioners of Whatcom County
Fire Protection District No. 16 as follows:
Section 1. The Auditor of Whatcom County, Washington, as ex officio Supervisor of Elections
(the "Auditor"), is requested to call and conduct a special election in the District, in the manner
provided by law, to be held herein on August 1, 2017, in conjunction with the State primary
election to be held on the same date, for the purpose of submitting to the voters of the District,
for their approval or rejection, a proposition of whether the regular property tax levy of the
District shall be set at and maintained at $1.00 per $1,000 of assessed valuation; such levy to
be made in 2017 for collection in 2018, and in succeeding years, on all the taxable property
