Whatcom County Fire District 16 (WCFD) is an all -volunteer department that provides basic life support emergency medical service to the communities of Wickersham, Acme, Van Zandt and two Nooksack Tribal Housing Developments. The current EMS levy provides funding for a large variety Of EMS/Rescue services. It has funded the purchase of the district's ambulance, as well as all of the supplies and maintenance of the ambulance. It funds all of the medical supplies for the district which include: EMS kits for all the district apparatus and a first aid kit for all district volunteers. An example of aid equipment that was bought with the current levy was a LifePak-12 defibulator. A suction unit for C.P.R. and training manikins. For the year of 2014 WCFD 16 responded to 139 incidents. Ninety five of those or 68% were aid calls or motor vehicle collisions. The new EMS levy amount will be $0.50 per thousand of assessed valuation. For our overall budget this is only a 3% increase. With the passage of this levy WCFD 16 will be able to provide the same essential services while maintaining fiscal responsibility. RECEIVED JUL 2 4 2015 DEBBIE ADELSTEIN WHATCOM COUNTY FIRE PROTECTION DISTRICT NO. 16 MATCOM COUNTY AUDITOR RESOLUTION NO.03-15 RESOLUTION TO IMPOSE PERMANENT EMS LEVY A RESOLUTION of the Board of Fire Commissioners (the "Board") of Whatcom County Fire Protection District No. 16 (the "District") providing for the submission to the voters of the District an an election to be held on the same day, a proposition to impose a permanent Emergency Medical Services Levy ("EMS Levy") at a levy rate of fifty cents ($.50) per thousand dollars of assessed valuation in addition to its regular property tax levy, to be levied each year beginning in 2015 and to be collected in each year succeeding the year of the levy to provide funds required by the District to enable the District to continue to provide emergency medical services. WHEREAS, it is the judgment of the Board of Commissioners of Whatcom County Fire Protection District No. 16 that it is essential and necessary for the protection of the health and life of the residents of the District that emergency medical services continue to be provided by the District. Such services will necessitate the expenditure of revenues for maintenance, operations, equipment, and personnel in excess of those which can be provided by the District's regular tax levy; and WHEREAS, the District desires to impose a permanent EMS Levy in order to continue providing emergency medical services. NOW THEREFORE, be it resolved by the Board of Commissioners of Whatcom County Fire Protection District No. 16 as follows: Section 1. In order to provide the revenue adequate to pay the costs of providing adequate life protection services and facilities, the District shall levy an emergency medical services levy beginning in 2015 and collect each year a general tax on taxable property within the District, in addition to the regular levy for maintenance and operation costs, in an amount not to exceed fifty cents ($.50) per thousand dollars of assessed valuation of such property. Section 2. In accordance with RCW 84.52.069, the funds raised by such levy shall be used only for the provision of emergency medical services, including related personnel costs, training for such personnel and related equipment, supplies, vehicles and structured needed for the provision of emergency medical services. Section 3. BALLOT TITLE AND PROPOSITION. Pursuant to RCW 84.52.069 and 29A.36.210, the Whatcom County Prosecuting Attorney is requested to prepare the concise description of the aforesaid proposition for the ballot title in substantially the following form: FIRE PROTECTION DISTRICT NO. 16 WHATCOM COUNTY, WASHINGTON PROPOSITION 1 EMERGENCY MEDICAL SERVICES PROPERTY TAX LEVY Will Whatcom County Fire Protection District No. 16 be authorized to impose a PERMANENT regular property levy of fifty ($.50) or less per thousand dollars of assessed valuation? The petitioner has thirty (30) days in which to secure the signatures of not less than fifteen percent (15%) of the registered voters of the taxing district, as of the last primary election, upon petition forms which contain the ballot title and full text of the measure to be referred. The Fire Chief and/or his designees must verify the sufficiency of the signatures on the petition and, if sufficient valid signatures are properly submitted, must certify the referendum measure to the next election within the taxing district if one is to be held within one hundred eighty (180) days from the date of filing of the referendum petition, or at a special election to be called for that purpose in accordance with RCW 29A.09.330. Pursuant to RCW 84.52.069(4) (b), the referendum procedure provided herein is exclusive in all instances and supersedes the procedures provided under all other statutory or charter provisions for initiative or referendum which might otherwise apply. Section S. CERTIFICATION. The Secretary of the District is directed (a) to certify to be the Auditory a copy of this Resolution No. 03-15 showing its adoption by the Board; and (b) to perform such other duties as are necessary and required by law in submitting to the voters of the District at the aforesaid election the foregoing proposition. Section 6. IMPLEMENTATION. The Fire Chief of the District is authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 7. EFFECTIVE DATE. This Resolution shall be in full force and effect upon passage and signatures hereon. EMS LEVY VOTE YES IN AUGUST Whatcom County Fire District 16 (WCFD) is an all -volunteer department that provides basic life support emergency medical service to the communities of Wickersham, Acme, Van Zandt and two Nooksack Tribal Housing Developments. The current EMS levy provides funding for a large variety Of EMS/Rescue services. It has funded the purchase of the district's ambulance, as well as all of the supplies and maintenance of the ambulance. It funds all of the medical supplies for the district which include: EMS kits for all the district apparatus and a first aid kit for all district volunteers. An example of aid equipment that was bought with the current levy was a LifePak-12 defibulator. A suction unit for C.P.R. and training manikins. For the year of 2014 WCFD 16 responded to 139 incidents. Ninety five of those or 68% were aid calls or motor vehicle collisions. The new EMS levy amount will be $0.50 per thousand of assessed valuation. For our overall budget this is only a 3% increase. With the passage of this levy WCFD 16 will be able to provide the same essential services while maintaining fiscal responsibility.
