OFFICIAL CANVASS of the Primary Election held Tuesday, August 17, 2010, in
Whatcom County Fire Protection District No. 16, Whatcom County, Washington, for the purpose
of submitting to the qualified electors of the district a proposition to levy a regular property tax
for the sum of 45 cents per $1,000 dollars assessed valuation each year for six consecutive
years beginning in 2010, to begin collection in 2011, for the provision of emergency medical
services.

WHEREAS, it is the judgment of the Board of Commissioners of the district that it is essential and
necessary for the protection of the health and life of the residents of the District that the emergency
medical services enumerated in this resolution are provided by the District. Such services ill necessitate
the expenditure of revenues for maintenance, operations and equipment.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Whatcom County Fire Protection
District No. 16, Whatcom County Washington, as follows:
Section 1. That the District shall provide emergency medical care or emergency medical services,
including related personnel cost, training for such personnel, and related equipment, supplies, vehicles
and structures needed for the provision of emergency medical services.
Section 2. In order to produce revenue adequate to continue to pay the cost of the providing of life
protection services as described in SECTION 1 of this resolution and to maintain reserve funds sufficient
to assure the continuation of such services, the district shall levy in 2010 and collection in 2011, a .
general tax on taxable property within the District, maintenance and operation costs in the amount of
cents per $1,000 dollars of assessed valuation.
Section 3. There shall be submitted to the qualified electors of the District for their ratification or
rejection, at an election to be held on August 17, 2010, the question of whether or not such levy for
maintenance and operations shall be made.

The date of the filing is the date that you officially receive the wording. If it is your policy to receive
things via e-mail, it is the e-mail date. If it is your policy to receive only signed hard copy, then that is
the date. The official one in this case is the signed copy.

Date of Filing of Ballot Title with the Auditor
Is the date that I receive the email from you approving the ballot title, the date of filing of the ballot
title?
or
Is the date that I receive the approval of the ballot title on letterhead with your signature, the date of
filing of the ballot title?
The District submitted the following language to proceed the ballot title and you verbally approved the
above language providing that it was a regular property tax levy.
Whatcom County Fire Protection District No. 16
Proposition
Emergency Medical Services Regular Property Tax Levy
The justification for using the wording Emergency Medical Services Regular Property Tax Levy proceeding
the ballot title is as follows:
Whatcom County Fire Protection District No. 16 resolution provides that .......an election to be held within
the district on August 17, 2010 for a proposition authorizing the levy of a regular property tax, in the sum
of 45 cents per $1,000.00 assessed valuation each year for six consecutive years beginning in 2010 to
begin collection in 2011 for the provision of all emergency medical services as provided in Whatcom
County Fire District No. 16 Resolution No 01-10 and the laws of the State of Washington RCW 84.52.069
RCW 84.52.069 Emergency medical care and service levies
(2) A taxing district may impose additional regular property tax levies in an amount equal to fifty cents or
less per thousand dollars of assessed value of property in the taxing district.

your approval of the ballot title by email and your signed copy so the question does not apply, but it
might come up in the future.
