"The support was there. We just didn't have enough votes to validate," said Terri Maleng, secretary for Whatcom County Fire District No. 16. Planning ahead for that pos- sibility, district commissioners have already agreed to put the levy on the Nov, 4 general election ballot. District officials remain con- fidenl the levy will pass in No- vember. With County Council races and several high -profile state measures on the fall bal- lot, turnout should be much hier than in the primary, Vng said. "There will be greater turn- out because there's more on the ballot," she said. The levy won heavy voter support in the Sept. 16 primary — with nearly 78 percent ap- proval at the polls — but fell short of the 295-voter turnout needed to validate the out- come. A count of absentee ballots on Wednesday failed to push the turnout total to 295, and failed to garner the 177 "yes" EMERGENCY DRILL: Acme volunteer firefighters (left to right) Diana Anderson, Kim Kalsbeek, Holly Salkeld, Cole Gates, Anneke Zwick and Hank Maleng perform a mock drill with Byron Anderson posing as the injured person. votes under an alternative sce- on assessed valuation of about $I 1,6(X) a year. COMMUNITY ALMANAC It was clear in the Sept. 16 primary where voters in Whatcom County Fire District No. 16 stood. They supported the district's emergency medical services levy — 77.8 percent in favor and just22.2 percent opposed. But the turnout of 225 voters at the poll was far below the 295 needed to validate the outcome. It turns out the low turnout doesn't always matter. State law allows levies to prevail in certain cases even if the requisite turnout falls short, said County Auditor Shirley Forslof. In the District 16's case, a total of 177 "yes" votes — which is 60 percent of the 295 turnout mark — would be enough to pass the levy even if fewer than 295 district residents actually vote, she said. With 175 votes in favor at the poll, the levy needed another 2 "yes" votes. District commissioners have already decided they will put file levy beWe voters again on Nov. 4 if the two yes votes don't come in by Friday.
