WHEREAS: It is the judgment of the Board of Commissioners of the District that it is essential and necessary for the protection of the health and life of the residents of the District that the emergency medical services enumerated in this resolution be provided by the District. Such services will necessitate the expenditure of revenues for maintenance, operations and equipment. NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF WHATCOM COUNTY FIRE PROTECTION DISTRICT NO. 16, WASHINGTON AS FOLLOWS: SECTION 1. That the District shall provide emergency medical care or emergency medical services, including related personnel costs, training for such personnel, and related equipment, supplies, vehicles and structures needed for the provision of emergency medical care or emergency medical services. SECTION 2. In order to produce the revenue adequate to pay the costs of the providing of life protection services as described in Section 1 of this resolution and to maintain reserve funds sufficient to assure the continuation of such services, the District shall levy a regular property tax in the sum of $ .20 per $1000 assessed valuation each year for six consecutive years beginning in 1991 and beginning to be collected in 1992 as provided by the Laws of the State of Washington RCW 84.52.069.
