The ballot which you have received is actually a data
processing card prepared for recording your vote. Do not
mark, fold or punch the ballot punchcard except as
outlined in the instructions.
Your Mail -In Ballot Packet consists of:
r This Ballot guide listing the ballot measures and/or
candidates.
• A pre -scored Ballot Punchcard.
• A Ballot security envelope for the Ballot Punchcard.
• A pre -addressed Return Envelope to return your
voted Ballot Punchcard, which should first be
enclosed in the Ballot security envelope.

1. Remember to SIGN YOUR NAME on the outside of the MAILING
envelope. This is known as the Voter Affidavit, and is compared to
your signature on file with the County.
2. Place and unfold your Ballot Punchcard next to this Ballot Guide.
3. In this Ballot Guide, to the right of each measure or candidate, is a
number which is assigned to a position on your Ballot Punchcard -
use a paper clip or sharp pencil to punch out the pre -scored
square located just above the number assigned to the Candidate
or Measure.
4. After you have finished voting, carefully place your Ballot in the
Ballot Security Envelope. Please DO NOT return this Ballot Guide,
it is yours to keep.
5. IMPORTANT Put the Ballot Security Envelope containing your
voted Ballot Punchcard INSIDE the pre -addressed Mailing
Envelope, and MAIL IT — be sure to put a first-class stamp on it!
6. Only if you spoil your Ballot Punchcard or wish to change your vote
after punching your card, use this Ballot Guide and with a PEN,
make your selections and return this Ballot Guide in the Ballot
Security Envelope INSTEAD of your Ballot Punchcard. DO NOT
sign or make any marks on this Ballot Guide if used for this
purpose.
7. Write -In Candidates may be voted for by using the space provided
on the flap attached to your Ballot Punchcard. You must list both
the Name and Office of the Write -In Candidate together with the
Political Party in Partisan races. DO NOT punch out a position
number for any OTHER Candidate for that Office, or your vote will
not count. If you have any questions about these instructions,

A RESOLUTION OF WHATCOM COUNTY FIRE PROTECTION DISTRICT No. 15 CALLING FOR AN
ELECTION TO BE HELD ON THE ISSUE OF WHETHER THE DISTRICT SHOULD BE MERGED INTO
WHATCOM COUNTY FIRE PROTECTION DISTRICT No. 8.
WHEREAS, the Board of Commissioners of Whatcom County Fire Protection District No. 15
has petitioned to merge the District into Whatcom County Fire Protection District No. 8; and
WHEREAS, the Board of Commissioners of Whatcom County Fire Protection District No. 8 has
previously adopted a resolution approving the petition to merge Whatcom County Fire
Protection District No. 15 into Whatcom County Fire Protection District No. 8;
WHEREAS, the Washington State Boundary Review Board for Whatcom County has approved
the merger;
NOW, THEREFORE, be it resolved by the Board of Commissioners of Whatcom County Fire
Protection District No. 15 that the Board of Commissioners hereby requests the Auditor of
Whatcom County, as ex-officio supervisor of elections, to declare an emergency and to call a
special election within the District on September 19, 1995 in conjunction with the State Primary
Election, to submit to the voters at such election a ballot proposition in the following form:
