No. 13, providing for the submission to the qualified electors of the District, at a special election to be held therein in conjunction with the primary election on September 19, 1995, of the proposition which would authorize lifting the 106% lid law for Whatcom County Fie Protection District No. 13 W-BEREAS, in the judgment of the Board of Fire Commissioners of the district, it is essential, and necessary for the protection of the public health, life, and property, that necessary equipment, personnel, and facilities be acquired to adequately supply the residents of said district with fire suppression capabilities, and WHEREAS, inflationary increases of operation, and the need for equipment, and staffing have exceeded the revenue, due to restrictions imposed by Legislative action, from the property tax. TEEREFORE, BE IT RESOLVED, that the Board of Fire Commissioners of Whatcom County Fire Protection District No. 13 submit a proposal to the qualified electors of said District requesting authorization to increase the levy to $1.50 per thousand dollars of assessed valuation, which does not exceed statutory limits authorized by law, withoutt a vote of the resident electors of said district. Ballot title for this proposition is attached as Exhibit "A".
