I (I- 3-)6 6-W0L AU270090A PROCEDURE Filing a Proposed Ballot Measure for Inclusion in Election (AUDITOR'S OFFICE — Elections) This procedure applies to Auditor's Staff, the Prosecuting Attorney, the Assessor's Office, and representatives of the cities and districts submitting A proposed ballot measure. Actions by Cities and Representative of Districts: Submits proposed ballot measure (considered ballot title) together with an explanatory statement prepared by legal counsel to Auditor's Office. Must be submitted at least 46 days prior to the election date for a special election, no later than the Friday immediately before the first day of regular candidate filing for the primary election, or no later than the day of the primary for a general election. Actions by Election Clerk: 2. If received by mail or courier (e.g., Fourth Corner Network), date stamps Ballot Measure Cover Sheet and the first page of the resolution. Gives to Office Coordinator to complete steps 3-7. J'©, 3. If received over the counter, date stamps Ballot Measure Cover Sheet and the first page of J the resolution. 4. In order to generate revenue' sufficient to pay the costs of providing adequate emergency medical services and facilities as described in Section 1 and to maintain reserve funds sufficient to assure the continuation of such services, the District shall levy each year for a period of six consecutive years beginning in 2015 and collect each year for a period of six consecutive years, beginning in 2016, a general tax on taxable property within the District, in addition to -the regular levy for maintenance and operation costs, in an amount not to exceed $.39 per $1,000.00 of assessed valuation of such property. Box 163 Lummi Island WA 98262 Call for Committee Members Whatcom County Fire Protection District No. ii recently adopted Resolution No. 2015-230 providing for the submission to the voters on November 3, 2015 a proposition authorizing the District to establish a six year emergency medical services property tax levy of $.39 per $i,000.00 of assessed valuation for collection beginning in 2016. The Fire Department is accepting names of people interested in participating in voter pamphlet statement pro and con committees. Committee appointments must be made and submitted to the Whatcom County Elections Division by August 4, 2015. The Fire Levy (approved last year) covers a portion of costs primarily related to Fire operations, personnel, training, and equipment. The EMS levy is a separate part of the district budget that provides funding to continue basic and advanced life saving (emergency medical services) for our community, and requires a vote every six years or sooner. This levy will ensure that 24/7 coverage for medical emergencies are available, and that the proper equipment/training is in service to meet medical needs, and state and federal standards. The levy will also fund a replacement ambulance in 16 years without paying interest on a loan. The district currently operates on a deficit and draws on emergency reserves. This deficit needs addressed to continue with the current level of operations and services. Voting yes allows a budget and levy rate that provides for the needs of the district and islanders both now and into the future. The 2015 EMS operational need of $78,146 falls $45,973 short of revenue ($32,173). This levy is necessary and reasonable. Please vote yes and support the island EMS.
