Filing Proposed Ballot Measures for Inclusion in
Election (County & Districts only)
(AUDITOR'S OFFICE — Elections)
This procedure applies to Auditor's Staff, the Prosecuting Attorney, the Assessor's Office, and
representatives of the districts submitting proposed ballot measures.
Actions by Representative of Districts:
1. Submits proposed ballot measure to Auditor's Office at least 46 days prior to the election
date for a special election, no later than the Friday immediately before the first day of regular
candidate filing for the primary election, or no later than the day of the primary for a general
election.
Actions by Election Clerk:
JlAzZ- If received by mail or courier (e.g., Fourth Corner Network), gives to Office Coordinator to
complete steps 3-7.
,-3. If received over the counter, date stamps first page only of the submittal. ,
-4' Checks that resolution contains original signatures by a majority of commissioners or other
legislative body or certified copy by clerk. Ensures that the date of the election is stated.

gives original ta-filer. (Note: Fill in ballot measure name only - no references to resolution

The undersigned, being the officers designated by law as constituting the Whatcom County
Canvassing Board, have completed the canvass of votes as it pertains to the General and Special
Election held November 4, 2014, within the boundaries of Fire Protection District 11, Whatcom
County, State of Washington.
The proposition concerned an increase of previous property tax levies to replace apparatus and
equipment and maintain and improve services to the community.

INCREASE OF REAL PROPERTY TAX LEVY
A RESOLUTION OF THE BOARD OF COMMISSIONERS OF WHATCOM COUNTY FIRE
PROTECTION DISTRICT NO. 11, PROVIDING FOR THE SUBMISSION TO THE QUALIFIED
ELECTORS OF THE DISTRICT AT A SPECIAL ELECTION TO BE HELD WITHIN THE
DISTRICT ON NOVEMBER 4, 2014, IN CONJUNCTION WITH THE STATE GENERAL
ELECTION TO BE HELD ON THE SAME DATE, OF A PROPOSITION AUTHORIZING A LEVY
OF A PROPERTY TAX NOT TO EXCEED $1.49 PER $1,000.00 OF TRUE AND ASSESSED
VALUATION SUBJECT TO OTHERWISE APPLICATION STATUTORY LIMITATIONS.
WHEREAS, it is the judgment of the Board of Commissioners of the District that it is essential and
necessary for the protection of the health and life of the residents of the District that fire and emergency
medical services be provided by the District. Such services will necessitate the expenditures of revenues for
station construction, maintenance, operations, equipment and personnel in excess of those which can be
provided by the District's regular tax revenue levied at the current rate of approximately $.65 per $1,000.00
of assessed valuation of taxable property within the District as limited by the 101% limitation.
WHEREAS, the Board of Commissioners has determined that the one percent limit factor established by
RCW 84.55.010 will not be sufficient to provide for the expected cost increases required to maintain and
increase the level of services currently provided by the District.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Whatcom County Fire
Protection District 11, Lummi Island, Washington as follows:
Section 1. In order to provide fire protection, prevention and emergency medical services in the District, it is
necessary for the District to operate and maintain emergency fire and medical services vehicles and to
construct and remodel station facilities to be staffed by properly trained personnel equipped with proper fire
fighting and emergency medical equipment.
Section 2. In order to provide the revenue adequate to pay the costs of providing adequate life protection
services and facilities as described in Section 1 and to maintain reserve funds sufficient to assure the
continuation of such services, the District shall, in accordance with RCW 84.55.050, remove the limitation in
regular property taxes imposed by RCW 84.55.010 and levy beginning in 2014 and collect beginning in
2015, pursuant to RCW 52.16.130, RCW, 52.16.140 and RCW 52.16.160, a general tax on taxable property
within the District at a rate of $1.49 per $1,000.00 of assessed valuation subject to otherwise applicable
statutory limits.
Section 3. The amount levied in 2014 shall serve as the District's tax levy base for purposes of applying the
limit factor established by RCW 84.55.010 in subsequent years.
Section 4. There shall be submitted to the qualified electors of the District for their ratification or rejection,
at a special election on November 4, 2014, in conjunction with the state general election to be held in the
same date, the question of whether or not the regular property tax levy of the District should be increased to
$1.49 per $1,000.00 of true and assessed valuation subject to otherwise applicable statutory limitations. The
Auditor of Whatcom County, as ex-officio Supervisor of Elections, is hereby requested to call such election,
and to submit the following proposition at such election, in the form of a ballot title substantially as follows:

Increase of Previous Property Tax Levies.
The Board of Commissioners of Whatcom County Fire Protection District 11 adopted Resolution No.
2014-224 concerning a proposition to finance maintenance, operations, and capital facilities.
This measure would increase the District's 2014 regular property tax levy to $1.49 per $1,000.00 of assessed
valuation for collection in 2015. The funds generated by the levy will allow the District to keep up with
inflation, replace apparatus and equipment and maintain and improve services to the community. The
maximum allowable levy in 2014 shall serve as the base for subsequent levy limitations as provided by
chapter 84.55 RCW.

A RESOLUTION OF THE BOARD OF COMMISSIONERS OF WHATCOM COUNTY FIRE
PROTECTION DISTRICT NO. 11, PROVIDING FOR THE SUBMISSION TO THE QUALIFIED
ELECTORS OF THE DISTRICT AT A SPECIAL ELECTION TO BE HELD WITHIN THE
DISTRICT ON NOVEMBER 4, 2014, IN CONJUNCTION WITH THE STATE GENERAL
ELECTION TO BE HELD ON THE SAME DATE, OF A PROPOSITION AUTHORIZING A LEVY
OF A PROPERTY TAX NOT TO EXCEED $1.49 PER $1,000.00 OF TRUE AND ASSESSED
VALUATION SUBJECT TO OTHERWISE APPLICATION STATUTORY LIMITATIONS.
WHEREAS, it is the judgment of the Board of Commissioners of the District that it is essential and
necessary for the protection of the health and life of the residents of the District that fire and emergency
medical services be provided by the District. Such services will necessitate the expenditures of revenues for
station construction, maintenance, operations, equipment and personnel in excess of those which can be
provided by the District's regular tax revenue levied at the current rate of approximately $.65 per $1,000.00
of assessed valuation of taxable property within the District as limited by the 101% limitation.
WHEREAS, the Board of Commissioners has determined that the one percent limit factor established by
RCW 84.55.010 will not be sufficient to provide for the expected cost increases required to maintain and
increase the level of services currently provided by the District.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Whatcom County Fire
Protection District 11, Lummi Island, Washington as follows:
Section 1. In order to provide fire protection, prevention and emergency medical services in the District, it is
necessary for the District to operate and maintain emergency fire and medical services vehicles and to
construct and remodel station facilities to be staffed by properly trained personnel equipped with proper fire
fighting and emergency medical equipment.
Section 2. In order to provide the revenue adequate to pay the costs of providing adequate life protection
services and facilities as described in Section 1 and to maintain reserve funds sufficient to assure the
continuation of such services, the District shall, in accordance with RCW 84.55.050, remove the limitation in
regular property taxes imposed by RCW 84.55.010 and levy beginning in 2014 and collect beginning in
2015, pursuant to RCW 52.16.130, RCW, 52.16.140 and RCW 52.16.160, a general tax on taxable property
within the District at a rate of $1.49 per $1,000.00 of assessed valuation subject to otherwise applicable
statutory limits.
Section 3. The amount levied in 2014 shall serve as the District's tax levy base for purposes of applying the
limit factor established by RCW 84.55.010 in subsequent years.
Section 4. There shall be submitted to the qualified electors of the District for their ratification or rejection,
at a special election on November 4, 2014, in conjunction with the state general election to be held in the
same date, the question of whether or not the regular property tax levy of the District should be increased to
$1.49 per $1,000.00 of true and assessed valuation subject to otherwise applicable statutory limitations. The
Auditor of Whatcom County, as ex-officio Supervisor of Elections, is hereby requested to call such election,
and to submit the following proposition at such election, in the form of a ballot title substantially as follows:

This measure would increase the District's 2014 regular property tax levy to $1.49 per $1,000.00 of assessed
valuation for collection in 2015. The funds generated by the levy will allow the District to keep up with
inflation, replace apparatus and equipment and maintain and improve services to the community. The
maximum allowable levy in 2014 shall serve as the base for subsequent levy limitations as provided by
chapter 84.55 RCW.

BALLOT ISSUE EXPLANATORY STATEMENT
The Fire District provides Fire, Hazardous Materials, and Emergency Medical Services to its
citizens. If approved by the voters, the District will be authorized to increase its regular real
property taxes from the current rate of $0.6546 cents to a rate not to exceed $1.49 per
thousand dollars of assessed valuation.
The additional revenue is necessary to keep up with inflation, cover volunteer and employee
costs, meet state mandated training requirements and to purchase and maintain equipment,
and facilities necessary to provide professional services to our community. The District would
assess the new rate in 2014 for collection in 2015.

BALLOT ISSUE EXPLANATORY STATEMENT
Whatcom County Fire District 11 provides first response for Fire, Hazardous Materials, and
Emergency Medical Services including personnel, training, equipment, supplies, vehicles,
facilities, and insurance needed to provide such services. If approved by the voters, the
District will be authorized to increase its regular real property taxes from the current rate of
$0.6546 cents to a rate not to exceed $1.49 per thousand dollars of assessed valuation. The
actual levy rate will be established by the Board of Commissioners. 10 C. _ 79
The additional regular tax revenue is necessary to keep up with inflation, replacement of
apparatus and equipment and provide improved response service to the community. If the
levy is approved, the District would assess the new rate in 2014 for collection in 2015 and the
amount levied in 2014 would serve as the base for future tax levies. ' 1 16
