Re: EMS levy Ballot Title
I have reviewed Fire District I I's Resolution and Ballot Title for their proposed 2004
EMS levy. The form of such measures are to comply with RCW 29A.36.210. Due to
this statutory requirement, I have rewritten the proposal slightly. Please see the changes
which I have made to the attached copy of the Ballot Title.
I have already informed Ms. Wallace of the Fire District of my changes.

A RESOLUTION TO ADOPTING AN EMERGENCY MEDICAL SERVICES REGULAR
LEVY:
A RESOLUTON of the Board of Commissioners of Whatcom County Fire Protection
District No. 11, providing for the submission to the qualified electors of the district at an
election to be held within the district on November 2, 2004, of a proposition authorizing the
levy of a regular property tax, in the sum of $ .20 cents per $1,000.00 assessed valuation
each year for six consecutive years, beginning in 2004, to begin collection in 2005 for the
provision of emergency medical services as provided in Whatcom County Fire Protection
District No. 11 Resolution # 2004 — 156 and the laws of the State of Washington RCW
84.52.069
WHEREAS, it is the judgement of the Board of Commissioners of the district that it is
essential and necessary for the protection of the health and life of the residents of the District
that the emergency medical services enumerated in this resolution be provided by the district.
Such services will necessitate the expenditure of revenues for maintenance, operations, and
equipment.
NOW THEREFORE, BE IT RESOLVED THAT THE BOARD OF FIRE COMMISSIONERS
OF WHATCOM COUNTY FIRE PROTECTION DISTRICT NO. 11, Whatcom County,
Washington as follows:
Section 1. That the district shall provide emergency medical care or emergency medical
services, including related personnel cost, training for such personnel, and
related equipment, supplies, vehicles and structures needed for the provision of
emergency medical services.
Section 2. In order to produce revenue adequate to pay the cost of the providing of the life
protection services as described in Section 1 of this resolution and to maintain
reserve funds sufficient to assure the continuation of such services, the district
shall levy for six (6) consecutive years beginning in 2004 and collected in 2005,
a general tax on taxable property within the district, maintenance and operation
cost in the amount of $ .20 cents per $1,000.00 dollars of assessed valuation.
Section 3. This shall be submitted to the qualified electors of the District for their
ratification or rejection, at an election to be held on November 2, 2004, the
question of whether or not such levy for maintenance and operations shall be
made.
