A RESOLUTION of the Board of Fire Commissioners of Fire
Protection District *10, Whatcom County, Washington, providing
for the submission to the qualified electors of the District
at a special election to be held therein on May 18;
_ 1993,_ , of a proposition authorizing the incurring of
general indebtedness in the sum of not to exceed $198,868.14
for capital purposes only, other than the replacement of
equipment, and authorizing the issuance of general obligation
bonds evidencing such indebtedness, the principal of and
interest thereon to be payable from annual property tax levies
to be made in excess of regular property tax levies.
WHEREAS, in the judgment of the Board of Fire Commissioners
of Fire Protection District #10, Whatcom County, Washington (the
"District"), it is essential and necessary for the protection of
the public health, life and property that the District acquire a
fully —equipped pumper truck, the cost of which is estimated, as
nearly as may be, to be the sum of $1989694 14; NOW, THEREFORE,
BE IT. RESOLVED BY THE BOARD OF FIRE COMMISSIONERS OF FIRE
PROTECTION DISTRICT #10, WHATCOM COUNTY, WASHINGTON, as follows:
Section 1. The District shall acquire a fully —equipped pumper
truck and other fire fighting and lifesaving equipment (the
"Project") conditioned upon the ratification by the qualified
electors of the District of the proposition described in Section
3 of this resolution.
Section 2. The District shall borrow an amount not to exceed
$198,868.14, and in no event to exceed an amount, together with any
outstanding general obligation indebtedness, equal to three —
fourths of one percent of the value of the taxable property within
the District, and issue and sell its general obligation bonds in

that principal amount, conditioned as provided in Section 1, for
capital purposes only, other than the replacement of equipment, to
provide the funds for the Project. Costs of engineering, planning,
financial, legal and other services lawfully incurred incident to
the purposes specified in Section 1 of this resolution shall be
appropriate capital costs to be paid from the proceeds of the bonds
provided for by this resolution. The bonds authorized shall be
issued as a single issue, as a part of a combined issue with other
authorized bonds, or in more than one series. The bonds shall be
fully registered bonds; shall mature within 10 years from the date
of issue (the life of the improvements to be acquired by the
issuance of bonds being at least 10 years) ; shall be paid by annual
property tax levies sufficient in amount to pay both principal and
interest when due, which annual property tax levies shall be made
in excess of regular property tax levies without limitation as to
rate or amount but only in amounts sufficient to meet such payments
of principal and interest as they come due; and shall be issued and
sold in such manner and at such time as shall be required for the
purpose for which such bonds are to be issued. The exact date,
form, terms, option of prior redemption; price, interest rate or
rates and maturities of the bonds shall be fixed hereafter by
resolution of the Board of Fire Commissioners. Pending the
issuance of the bonds, the District may issue short—term
obligations pursuant to Chapter 39.50 RCW.
Section 3. There shall be submitted to the qualified electors
of the District for their ratification or rejection at a special
election to be held therein on May 18, 1993 , the

question of whether or not such indebtedness shall be incurred and
such general obligation bonds issued and such excess property taxes
levied. The Board of Fire Commissioners declares that an emergency
exists and the Auditor of Whatcom County, Washington, as ex officio
Supervisor of Elections, is requested to find and declare the
existence of an emergency and further is requested to call and
conduct a special election and to submit such proposition to the
qualified electors of the District at such special election, as
aforesaid, in the form of a ballot title substantially as follows:

Section 4.
The Secretary to
the Board of Fire
Commissioners
of the District is directed (a) to certify to the Whatcom County
Auditor a copy of this resolution showing its adoption by this
Board of Fire Commissioners at least forty—five (45) days prior to
the date of such special election, and (b) to perform such other
duties as are necessary or required by law to the end that the
question of whether or not bonds shall be issued and excess taxes
levied necessary to redeem the bonds as herein provided for shall
be submitted to the voters of the District at the aforesaid special
election.
ADOPTED by the Board of Fire Commissioners of Fire Protection
District #10, Whatcom County, Washington, at a regular open public
