This measure would approve the plan to create a regional fire authority (the 'Authority'). The Authority would replace Whatcom County Fire Districts 2, 6, 9 and 10 as the service provider for fire protection and emergency medical services and would consolidate operational and administrative services into one governmental agency. FIRE CHIEF REPORT: See attached Chiefs report submitted as part of these minutes. Chief explained the Commissioner Compensation Correction included in the board packets. REVIEW OF FINANCIAL STATEMENTS: Chief Ralston presented the board a summary financial statement showing the following balances as of 11/07/08 reflecting payment of the October bills: Expense Cash $291.49 Expense Investment $53,533.00 Expense Total $53,824.49 Reserve Cash $218.93 Reserve investment $118,982.98 Reserve Total $119,201.91 The financial statements were presented and reviewed for October 31, 2008 in the amount of $10,618.02. Chief Ralston pointed out there was a fifth payment for the BLS Tranport. APPROVAL OF MONTHLY BILLS: Commissioner Oltman moved to approve the October 2008 bills to be paid in the amount of $10,618.02. Commissioner Peterson seconded; motion carried. October 2008 bills were approved for payment. The Budget Analysis was reviewed and shows the District's remaining budget at 16.99% as of 10/31 /08. Whatcom County Fire District 10 Page 1 of 3 November 10, 2008 OLD BUSINESS: RFPSA ([ J j The Fire Authority passed by approximately 67% (88% of registered voters voted). �e Ralston we would be addingstaff hours, increase shifts for residents at the Cowgill house, wi eventually have BLS staffed at night. There will be a meeting of the new board on December 3, 2008 at 1:00 pm at Geneva station to discuss the planning of South Whatcom Fire Authority and what direction the board wants to go. Districts' 2, 6, 9 and 10 will need to meet in January to pay December 2008 bills as well as in February. It is possible there will be a meeting in March as well. We will need to add the dissolution of the fire districts by August 18, 2008 to the ballot. Ambulance Advisory Board The County Council meets on Wednesday, November 12, 2008 and the funding of the training for the 5th Medic Union is on the agenda. The County Fire Commissioner Association meeting will be moved to November 19—the following Wednesday. NEW BUSINESS: 2009 Budget The board was presented with Resolution 2008-04 1 % Property Tax Increase. Commissioner Oltman moved to approve Resolution 2008-04 1% Property Tax Increase. Commissioner Peterson seconded; motion carried. The board discussed the appointment of Commissioner to the South Whatcom Fire Authority. Commissioner Oltman moved to appoint Robert (Bob) Ekdahl to the Board of Commissioner for the newly formed South Whatcom Fire Authority to begin conducting business January 1, 2009. C missioner Whatcom County Fire District 10 Page 3 of 3 November 10, 2008 Whatcom County Fire District 6 686 Chuckanut Dr. Bellingham, WA 98227 Board of Commissioner Meeting Thursday, August 14, 2008 Chairperson Trzynka called the regular meeting to order at 3:33 p.m. Those present include Commissioners' Lynn Tryznka, Brian Martin, Dave Franklin and Regional Chief David Ralston. Chief Fred Wefer arrived at 3:40. Consent Agenda The minutes of the meeting dated July 10, 2008 were available for review. The minutes were approved by consent as submitted. Correspondence Notice of Fire District Board Member Dollar Threshold Adjustment: Commissioner Compensation allowance has been raised from $90 to $104 per day of service effective July 21, 2008. All commissioners agreed to keep the rate of $90 per day of service through the 2008 year and will reconsider the rate increase January 1, 2009. Chief Ralston stated the landscape bill from the recent motor vehicle accident has been reimbursed by the insurance company in the amount of $813.00. Chief Ralston reported on the issues regarding stipends paid to volunteer firefighters (correspondence via email). There have been some confusing positions taken by the State Auditor, Department of Labor and the Federal Government regarding whether a volunteer firefighter qualifies as an employee (receive 1099 or W-2) having to pay into social security and Medicare. We currently do not pay our volunteers through payroll (not deducting social security or Medicare). We have not changed to payroll as of yet, working with the county to begin all volunteers on payroll after the first of the year. Chief Ralston informed the board of a meeting the Whatcom County Fire Chiefs Association had with Representative Kelli Linville and Senator Dale Brandland noting the county chiefs' concerns regarding communications, volunteer retention, bid limits, etc. The county chiefs are looking for support as they move in to long session this year. The Budget Analysis was reviewed and shows the District's remaining budget at 39.07% as of 7/31 /08. Commissioner Lynn Trzynka moved to approve the July 2008 Regular Expense Fund Vouchers in the amount of $7,736.44 as presented. Commissioner Brian Martin seconded; motion carried. Commissioner Dave Franklin moved to approve the July 2008 Capital Expense Fund Vouchers in the amount of $1,391.97 as presented and to move the funds from Reserve to Capital to cover these expenses. Commissioner Brian Martin seconded; motion carried. Old Business • Fire Autharity Information Commissioner Lynn Trzynka reported on the meeting with Lynn Carpenter and Nick Kaiser. There was discussion. Chief Ralston stated that the final approval has been received from the County Auditor for the ballot and the explanatory statement. Chief Ralston has met with County Auditor Shirley Forslof and County Treasurer Steven Oliver to discuss the transition if the fire authority should pass. New Business Chief Ralston discussed what decertification means and how to do it. Chief Ralston stated that the districts intent is to dissolve with the passage of the fire authority. A resolution adopted by the board stating this would clarify their intent. It was noted that in order to actually decertify the district, it would need to be put to a vote by the people. Commissioner Franklin wanted to add to new business the emails that are being received by all the WCFD 6 Commissioners from the CCFA regarding the updating of the facilities. There was discussion regarding CCFA's concern of the cost of updating the facilities and the timeliness of update with the fire authority. Commissioner Franklin contacted Dorothy Gonzales, President of CCFA, responding to their concerns. Dorothy Gonzales has requested copies of the WCFD 6 Regular Board Meeting Minutes. It was discussed to have the WCFD 6 Board Secretary email the President of the CCFA the monthly regular board meeting minutes after they have been approved and signed by the board of commissioners. WCFD 6 Board Meeting Page 2 of 4 August 14, 2008 The commissioners had discussion regarding who would be willing to Int on as the WCFD 6 regional representative with the passage of the fire authority. s that there could be WCFD 6 business for the first three months of 2009 that wou 11 three commissioners' representation. Commissioner Dave Franklin moved to appoint Lynn Trzynka as the new commissioner representative of the Chuckanut neighborhood (WCFD 6) should the South Region Fire Authority pass in the November 2008 election. Commissioner Brian Martin seconded; motion carried. Regional Chief Report The July 2008 Calendar showed 4 calls-2 aid and 2 fire/other. Chief Ralston reported on a potential Cowgill House Resident that we are interviewing. There are three potential residents that we will be interviewing for the South Region. Commissioner Franklin asked about co -habitat issues and if we have policies and procedures in place to respond to such issues if we were to have residents of the opposite sex become residents in that same building. Chief Ralston reported that we do. Josh McBride who is currently living in the Cowgill House has recently been hired by WCFD 8 as a career firefighter will have to leave by the end of the year and we will need to find a resident to replace him. Battalion Chief Report Chief Wefer had nothing to report at this time. Station Captain Report Captain Horrell was not in attendance and there was no report presented. Commissioner Hanson arrived at 3:15 p.m. Two firefighters were also present until 3:30 p.m. Following discussion, Commissioner Guy moved to add Joe Oester to the Washington State Board of Volunteer Firefighters' Pension and Relief System, subject to successful medical physical exams. Commissioner Swanson seconded; motion passed. Vote was unanimous. Following discussion, Chief Ralston moved to remove Nathan Weaver, Blake Scott and Brian Parfet from the Washington State Board of Volunteer Firefighters' Pension and Relief System. Commissioner Guy seconded; motion passed. Vote was unanimous. REGULAR MEETING Commissioner Swanson called the Regular Board to order at 3:07 p.m. Present were Commissioners Guy and Swanson, Chief Ralston, Division Chief Topel, Captain Neher and Secretary Carter. FINANCIAL DOCUMENTS Financial documents were reviewed. BLANKET VOUCHER APPROVAL The regular expense blanket voucher, the capital improvement voucher, and the BLS transport voucher for the month of September were reviewed for approval and payment. Vouchers audited and certified by the Auditing Officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing, which has been made available to the Board. With no revisions, Commissioner Guy moved to approve the Regular Expense Fund Blanket Voucher for the month of September- as presented in the amount of $36,213.63. Commissioner Swanson seconded; motion passed. Ambulance Advisory Board Update — Commissioner Guy reported that he has stepped down as the South Region representative for the Ambulance Advisory Board, and Commissioner Trzynka, his alternate, will take his place. SWFA Representative — Following discussion, Commissioner Hanson moved to appoint Commissioner Swanson as the Geneva Commissioner District 5 Representative for the South Whatcom Fire Authority. Commissioner Guy seconded; motion passed. Vote was unanimous. Following discussion, Commissioner Hanson moved to appoint Commissioner Guy as the Sudden Valley Commissioner District 4 Representative for the South Whatcom Fire Authority. Commissioner Swanson seconded; motion passed. Vote was unanimous. NEW BUSINESS 2009 Budget Discussion — The Revenue vs. Expenditure Projections Thru 2017 was presented and reviewed. A copy is submitted as part of these minutes. Other New Business — Chief Ralston stated that there are over 900 children in public and private schools in our area. The need for a public education coordinator and a volunteer recruitment and retention coordinator was discussed. There was also discussion about continuing to develop the district newsletter. A potential position of Public Information Officer, to meet these needs, was discussed. He also reported that an offer of $3500 for the purchase of vehicle 912 has received. He asked that the Commissioners declare this vehicle as surplus. A motion to do so was made by Commissioner Holl and seconded by Commissioner Wefer. A second motion was made by Commissioner Holl and seconded by Commissioner Wefer to approve the sale. The surplus air packs have been sold for $2344.00. OLD BUSINESS South Whatcom Fire Authority There was consensus among the Board of Commissioners that Winton Wefer serve as the District #9 representative to the South Region Fire Authority. Station #29 heat/air loss roblems: furnace bay doors windows and ceilin Chief Wefer will contact various contractors to obtain information and bids to make the suggested upgrades and changes to the ceiling and lighting, to add insulation to the bay doors and to fill in the holes in walls and foundation. Taxation of Volunteer Firefighters Discussed under Correspondence; no action taken at this time. Resolution re: payments to volunteers Discussed with no action taken at this time. South Whatcom Fire Authority Chief Ralston will provide for the September meeting a resolution to dissolve WCFD #9 following approval by the voters in November to create the SRFA. 2 Chief Wefer reported that the Samish Water District mails out 488 statements residents in the fire district. They have agreed to include in the September rna%wa announcement of the Information Meeting on the Proposed SRFA. This meeti be held at Camp Lutherwood on September 30 at 7PM. The secretary will provide the insert to the Water District. NEW BUSINESS There was no new business brought forth at this meeting. He thought the names looked better without the brackets. The software that we use does not allow us to use the bracket symbol, but we can use the parentheses symbol. He also asked if the question mark could be removed from approved and rejected. I am not sure if our ballot software will allow us to use a question mark. WHEREAS, over the past few years, local fire protection districts have faced constraints that have resulted in decreasing tax revenues and increasing demand for services; WHEREAS, these constraints have increased the challenges facing fire protection districts in providing fire protection and emergency services upon which their citizens depend; WHEREAS, recent changes in the law have created opportunities that could help fire protection districts meet their needs of providing fire protection and emergency services by consolidating among several Fire Districts the resources relegated to fire protection and emergency services; WHEREAS, this consolidation of resources, through the establishment of a Regional Fire Protection Service Authority, provides a way for the participating Fire Districts to maximize their abilities to provide fire protection and emergency services; WHEREAS, in order that Whatcom County Fire Districts Nos. 2, 6, 9 and 10 may provide the most effective fire protection and emergency services, the Boards of Fire Commissioners of Whatcom County Fire Districts Nos. 2, 6, 9 and 10 have studied the design, financing and development of fire protection and emergency services pursuant to RCW 52.26.040 and have created a regional fire service authority plan (the "RFA Plan") copies of which are on file with the District Secretaries for Whatcom County Fire Districts Nos. 2, 6, 9 and 10; WHEREAS, the RFA plan proposes the formation of the South Whatcom Fire Authority whose boundaries are coextensive with Whatcom County Fire Districts Nos. 2, 6, 9 and 10 and which will be funded with a fire tax levy; and WHEREAS, the Boards of Fire Commissioners for Whatcom County Fire Districts Nos. 2, 6, 9 and 10 hereby certify the RFA Plan to the ballot under the provisions of RCW 62.26.060 by placing before the voters of the proposed Regional Fire Protection Service Authority a proposition calling for the creation of the South Whatcom Fire Authority and the approval of the RFA Plan, all in accordance with state law. The respective Boards of Fire Commissioners for Whatcom County Fire Districts Nos. 2, 6, 9 and 10 hereby find that it is in the best interests of the Fire Districts to submit to the qualified electors of the Districts at the general election to be held on November 4, 2008 a proposition regarding the creation of the South Whatcom Fire Authority, pursuant to chapter 52.26 RCW and the approval of the South Whatcom Fire Authority Plan (the "RFA Plan"). BALLOT TITLE AND PROPOSITION Pursuant to RCW 52.26.060, the governing bodies of Whatcom County Fire Districts Nos. 2, 6, 9 and 10 have drafted a ballot title and request that the Whatcom County Auditor submit to the qualified electors of Whatcom County Fire Districts Nos. 2, 6, 9 and 10 at the election to be held on November 4, 2008 a proposition in substantially the following form: PROPOSITION NO. 1 [Whatcom County Fire Protection District #2] [Whatcom County Fire Protection District #6] [Whatcom County Fire Protection District #9] [Whatcom County Fire Protection District #10] CREATION OF REGIONAL FIRE PROTECTION SERVICE AUTHORITY The Boards of Fire Commissioners of Whatcom County Fire Districts Nos. 2, 6, 9 and 10 passed Joint Resolution No. 2008-01 concerning a proposition to create a Regional Fire Protection Service Authority. This measure would approve the plan to create a regional fire authority (the "Authority'). The Authority would replace Whatcom County Fire Districts 2,- 6, 9 and 10 as the service provider for fire protection and emergency medical services and would consolidate operational and administrative services into one governmental agency. Funding y. would be provided by property taxes pursuant to the Plan; the initial levy rate for the Authority would be $1.28 per $1,000 of assessed value. As discussed in our meeting these two new Commissioner Districts are located within the old boundaries of Whatcom County Fire District 2. The three other Commissioner District's boundaries are using the existing boundaries for Fire District's 6, 9 & 10. For the purpose of separating Commissioner Districts 4 and 5, using residential addresses, there are only two roads that need to be used, Lake Whatcom Blvd. and Lake Louise Rd. In Commissioner District 5 on Lake Whatcom Blvd heading south towards Sudden Valley the last address is 2621. So anyone with an address greater than 2621 on Lake Whatcom Blvd will be in Commissioner District 5. The first address in Commissioner District 4 heading south on Lake Whatcom Blvd towards Sudden Valley has an address of 2597. So anyone with an address less than 2597 on Lake Whatcom Blvd will be in Commissioner District 4. On Lake Louise Road for Commissioner District 5 heading South towards Sudden Valley the last physical address which is a pump station owned by Lake Whatcom Water and Sewer is 2271. The boundary separation is just south of this location and there are no residences in the area. So anyone with an address greater than 2200 on Lake Louise Rd. will be in Commissioner District 5. All addresses less than 2200 on Lake Louise Rd will be in Commissioner District 4. As outlined in the Plan of the South Whatcom Fire Authority the Commissioner Districts serve the purpose of fulfilling a representative from each of the five Commissioner Districts. Only a registered voter who resides in a Commissioner District may be a candidate for or hold office as a Commissioner of the Commissioner District.
